Please confirm required personnel for project. There are several places in specification that contradict other descriptions. ie: are we to have environmental manager, quality control manager, SSHO, Project superintendent? Can one act as the other etc.? Some places indicate CQC can act as SSHO, others indicated different. Please advise.

1-1 Government Response. A separate environmental manager, superintendent, quality control manager, and

SSHO will be required. Nowhere in section 01 35 40.00 50 is there a contradiction to this. By: Dianne

8675759 Specifications 179 02 83 13.00 20

In regards to "Lead In Construction", 1.3.1 Description of Work mentions "For bidding purposes, the contractor shall assume that all existing surface coatings and painted surfaces contain lead, cadmium and chromium for the purpose of complying with 29 CFR 1926.62, 29 CFR 1926.1126, and 29 CFR 1926.1127.

Does the government expect the contractor to asuume and treat this entire metal roof demo as if it contains lead paint?

This could be a significant added cost vs. getting a lead survey, etc.

2.1.2 In spec calls out for R-25 or more in regards to insulation thickness. Keynotes on plans mentions PVC roofing system on R-30 RIGID insulation. Will R-25 be accepted or are we required to at least have R-30?

1-1 Government Response. R-25 is the required minimum. R-30 was provided by design and is subject to review during Shop Drawing phase for compliance. By: Dianne Grimes; CECT-NAO-M; (7572017839)

On revised plan page AD401 received via amendment 004, keynote 9 notates a number of trades that will greatly affect cost associated with work. First off, are we required to install new framing and ceiling board, or only if found necessary for roof project demo?(ie: vinyl insulation and glass wall panel system demo). Could the government provide more info for these areas? Possibly provide pictures, or companies that handle the communications, security systems, fire system etc. This will be needed information in order to accurately price due to these areas needing several different subs of different trades and scopes of work.

1-1 Government Response. Refer to sheets RA-101 thru RA-118 for as-built drawings for power, lighting. No existing drawings for communications, security systems, fire system etc. By: Dianne Grimes; CECT-

In response to Q&A 8675874, You answered that one R-value (being R-25) is the minimum requirement, however R-

30 is what has been submitted for design and approval during shop drawing phase. Please clarify if we as contractors are to bid the minimum requirement, or per the design. (R-25 or R-30?)

1-1 Government Response. R-25 is also based on the calculation of the R-value for the aged insulation as stated in 07 22 00, 2.1.2, thus our increase to R-30 in the design documents. (bottom line, in order to achieve the R-25 in the aged calculation, you have to increase your base R-value, so both values are correct). By: Dianne Grimes; CECT-NAO-M; (7572017839) On: Jul 10 2020

8689779 Specifications 238 07 54 19

3.8 states: "the contractor is required to provide an RCI (Registered Roof Observer(RRO)) during all roof related construction activites. The RRO will perform daily oversight and quality control on all roof work"

Can RRO act as Quality control manager?

1-1 Government Response. No, the RRO CANNOT serve simultaneously as the CQC Manager. The RRO must be a third party and is required to be present on the roof during 100% of roof related construction activities. Specification Section 07 54 19 paragraph 3.8.1 requires the RRO to: "submit all plans, schedules, reports, and documentation directly to the Contracting Officer's Representative CONCURRENT with submission to the CQC System Manager." The RRO reports to BOTH the CQC manager and the COR. The

CQC manager has responsibilities in addition to observing the roof construction and as such is not necessarily required to be physically present on the roof during all roof construction activities. The RRO's sole responsibility is observing roof construction and assuring compliance with contract documents, as such, he or she must be physically present on the roof during all roof construction activities.
