SPECIAL CONTRACT
REQUIREMENTS
Comment Classification: UNCLASSIFIED (U) Under the SPECIAL CONTRACT REQUIREMENTS section, paragraph 1 has several areas that need further detail.
1. Is a contractor laydown area at each school, each post/base, or not at all? Is there a mandatory full-time requirement to have a presence on each base?
2. Is the requirement for Key Personnel for each school, each post/base, or for the overall contract?
3. Are these full time people even needed at all for preventative maintenance requirements? The work load in our assessment does not seem to necessitate full time positions for all of the key personnel positions.
4. Would a centralized office meet the requirements of the contract like Auburn, Opelika or Montgomery?

Revised Bid Schedule
Comment Classification: UNCLASSIFIED (U) The concept of Limit of Liability (LoL) needs to be explained more. For the Revised Bid Schedule you are looking for prices for each school per year which roll up to be the total that year's CLIN. Is there a different Limit of Liability (LOL) for each school? If not why do you want the cost broken down by school? In the revised bid schedule there is this new concept of seed money. How does this compare to your LoL? Where will contractors differentiate from each other in the price proposal? Where do we delineate between "fair market value" which is what is reimbursed and our G&A overhead?
On: Jul 09 2019. Forward request by email.

We are asking contracting officers for consideration to include FAR Clause 52.208-9, Contractor Use of Mandatory Sources of Supply or Services for construction projects, for door hardware in your current and future acquisition purchases, to follow this Federal Mandated Program.
As you know, the AbilityOne Network Program employs more than 45,000 individuals, including 3,000 of who are military veterans, wounded warriors and others that are blind or have disabilities. This Independent Federal Agency Program leverages a national network of more than 550 community-based nonprofit agencies to provide meaningful employment.
The Javits-Wagner-O'Day (JWOD) Act, 41 U.S.C. 46-48c, established a procurement program, (PL), to increase employment opportunities for these individuals.
This Act makes it mandatory for all federal agencies to purchase certain supplies and services from designated nonprofit agencies.
On 5 February 2016; VisionCorps, a nonprofit agency and PDQ, Manufacturer of Door hardware, both based in Lancaster, Pennsylvania, jointly announced the formation of the co-brand SKILCRAFT/PDQ, an AbilityOne Distributor for SKILCRAFT/PDQ Door Hardware Products.
Additional items may be available from the mandatory source. AbilityOne's procurement products list (PL), can be searched at: www.abilityone.com, or Contact:

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
Does this change mean that the limit of liability for each individual repair/replacement is $5000 and there is a cap of 4 such occurrences for a total contractor's liability for major repairs (above $5000) of $20,000 per contract year? If so, once four repairs have been made whose cost exceeds the $5000 limit of liability, is the contractor's total liability for the cost of major repairs for that contract year satisfied and the cost of any additional major repairs is fully reimbursable?
This resets every year so the contractor should anticipate a total expense for major repairs of $20,000 annually plus the entire cost of all other repairs whose value is less than $5000?
