SUMMARY OF CHANGES

SECTION 00 10 00 - SOLICITATION

The following have been added by full text:

AMENDMENT 0002

W91236-19-B-0011, Sandbridge Beach Re-Nourishment located in Virginia Beach, Virginia is hereby amended as follows:

Bid Opening date is not extended and remains 13 May 2019 2:00 PM EST.

PLEASE ACKNOWLEDGE ALL AMENDMENTS.

BIDDERS INQUIRIES AND GOVERNMENT RESPONSES:

Bidders Inquiries and Corresponding Government Responses from ProjNet are hereby incorporated:

Bidder Inquiry - Question 1: Can the USACE change section 52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (APR 1984) to allow 235 days following the no-work window which ends on 11/14/2019?

As currently laid out there is a limited amount of time prior to the window closing on 9/1/2019 that would likely require a contractor to have 2 mobilizations to complete this project. Allowing a contractor enough time to complete the entire scope following the 9/1/2019 to 11/14/2019 no work window would allow a contractor greater flexibility to complete this work.

Government Response to Bidders Inquiry-Question 1: The contractor can start work after the “no dredging window,” or before. There will only be 1 paid mobilization.

Bidders Inquiry - Question 2: Page SB-108 of the project plans shows a "proposed dredge pipeline corridor area".

Is this the only area in which pipeline is permitted to be placed or will the contractor be allowed to place pipeline anywhere along the beachfill area?

Government Response to Bidders Inquiry - Question 2: The contractor will be allowed to place pipe as needed along the beach fill area, where the "proposed dredge pipeline corridor area,” is the area proposed from the lay down area.

Bidders Inquiry – Question 3. Section 01 14 00, paragraph 1.7b states that "dredging operations maybe shut down due to drone firing exercises." Please clarify the amount of downtime the contractor is to expect per month or include a bid line item for payment of these shutdowns?

Government Response to Bidders Inquiry – Question 3: While drone firing exercises are not expected, they are possible and can occur from 12-24 hours. USACE will be given 48 hours notice prior.

Bidders Inquiry – Question 4. Can the Corps please provide the XYZ survey data for the borrow area and the beach profiles?

Government Response to Bidders Inquiry Question 4: Answer 4: Yes, we will provide.

Bidders Inquiry- Question 5. Paragraph 3.1.1.1.2 states the Contractor shall fill the hopper at least one time during each 24 hour period to allow for calibration of the load monitoring equipment.

The Contractor is payed by the cubic yard in place on the beach and is required to have SI on all hopper dredges.

W9123619B0011

Will the Contractor be required to perform this calibration every day? Why is a water test is required for each day of dredging?

Government Response to Bidders Inquiry - Question 5. Section 35 20 23, paragraph 3.1.1.1.2 Calibration Tests, DELETE the following:

“The Contractor shall fill the hopper with seawater at least one time during each 24 hour period to allow for calibration of the load monitoring equipment”. REPLACE with the following: “The Contractor shall fill the hopper with seawater at least one time immediately before the start of dredging operations to provide a baseline density determination of seawater and to allow for calibration of the load monitoring equipment. This process shall be repeated as required, should the vessel displacement load measurement, or position plotting equipment become inoperable, requiring repairs or recalibration”.

Bidders Inquiry – Question 6. The project description in the solicitation (paragraph 1) states the berm elevation at 6' NAVD. Section 352024 of the specification (paragraph 3.4.6) states the berm elevation at +3.48' NAVD88. The drawings show the berm at +7' NAVD88. What is the design elevation of the berm? Please clarify the berm elevation.

Government Response to Bidders Inquiry – Question 6: The design elevation of the berm is 6’.

Bidders Inquiry – Question 7. Sections 35 20 24, paragraph 3.4.7 mentions outfall coordinates are shown on the drawings and reference plan sheet C-4. There is no plan C-4.

Are there any outfalls in the project area?

Government Response to Bidders Inquiry – Question 7. Section 35 20 24, Paragraph 3.4.7, Outfall Structure, DELETE the entire paragraph. There are no outfalls in the project area.
