1. PURPOSE OF THIS DOCUMENT:

In an effort to increase communication with the potential contractors, improve government solicitations and provide a high level of results for Arlington National Cemetery, progress documents are being provided for this project allowing contractors to learn more about the pending project and provide feedback to the Norfolk District. Portions of the designer’s progress documents including parts of the design analysis, drawings, specifications, proposal requirements and schedule & phasing are provided for consideration. THIS IS NOT A

REQUEST FOR PROPOSAL AND THE DOCUMENTS PROVIDED ARE NOT COMPLETE

AND NOT INTENDED FOR BIDDING PURPOSES. COMMENTS OR QUESTIONS FROM

THE CONTRACTORS MAY NOT BE DIRECTLY ANSWERED BUT WILL BE

CONSIDERED PRIOR TO REQUEST FOR PROPOSALS. CONTRACTORS SHALL RELY

ON DOCUMENTS ISSUED AT A LATER TIME FOR CONTRACTUAL PROPOSAL

REQUIREMENTS.

The design analysis gives an initial understanding of the project by design discipline. The specifications have most of the division 1 specs for general and special conditions along with some technical specifications. The drawings give a broad overview of the site, exterior, temporary, demolition, abatement and interior work required. Proposal requirements and selection factors provide an explanation of the non-price information that may be required. The schedule provides milestones for the construction contract.

2. PROJECT DESCRIPTION:

Renovation of the late 20th Century Administration Building at Arlington National Cemetery.

The work is predominantly interior but will also include some site pavement and utility work as well as temporary facilities to house current staff and activities during construction. The design currently nearing completion addresses the fact that the Administration Building contributes to ANC's National Register Historic District; some features will be repaired to preserve the historic nature of the building.

The Administration Building was designed by the Mills-Petticord Partnership, and completed in 1976. It is approximately 10,455 square feet/floor, two stories and the roof is approximately 11,236sf. Nestled on grass-covered grounds, a tree-lined lot separates the Administration Building at Arlington National Cemetery from pedestrian paths, parking lots and the remainder of the cemetery. The building houses family rooms, the executive staff, honor guards, chaplains, and operations offices. The building is essential to the interment process at the cemetery. Many funeral participants meet in one of the family rooms or the lobby. The project including temporary facility must address this service to our military in a respectful manner in terms of design, construction, and operation.

3. REQUESTED COMMUNICATION: Due 29 December 2017, 3 pm ET;

Email Feedback report to POCs; Contract Specialist: Jonathan Parrish email at jonathan.l.parrish@usace.army.mil and Contracting Officer: Marc Nguyen email at marc.h.nguyen@usace.army.mil

The Government is interested in feedback regarding the planned solicitation and execution of this project. Descriptive responses rather than yes or no is welcome. Areas of interest are-

1. Does industry understand the priorities for professional and cooperative teaming with

USACE and ANC for the execution of the project?

2. Is the project phasing and schedule reasonable considering details of this project and potential time of year for milestones?

3. A temporary facility is critical to the cemetery function during construction. Housing senior officials, staff, and family activities is very sensitive. Are there alternative suggestions for assuring expectations of ANC are met?

4. Specification Section 01 30 00.10 50, paragraph 1.7.3.defines work schedule. Normal work hours are 6:00 AM to 4:00 PM Monday through Friday. Funerals take place between 8:30 AM and 3:30 PM Monday through Friday. Requirements regarding noisy activities says “All construction or demolition activities performed by the Contractor that are "noise-producing" activities shall be coordinated with the Contracting Officer and ANC prior to execution.

Some "noise-producing” will require after hours execution and shall be scheduled accordingly.” Is this information adequate to assure coordination between the Contractor and Government without excessive delays or cost? Does the schedule adequately allow for these requirements?

5. Do the attached drawings, specifications and narratives provide a high level of confidence in what Contractor staffing and subcontractors will be required to execute the project?

6. Are the Quality Control staffing requirements in Specification Section 01 45 01 appropriate for this project? Should any duties be combined for a single person?

7. Are the requirements of cleaning specifications 04 03 10 or 05 01 71 overly restrictive?

Recommendations?

8. Are proposal requirements and factors reasonable and appropriate for this project?

9. Are there any high risks in the project requirements?

10. Is the Government doing anything in the solicitation that is over burdening the contractor in providing a reasonable proposal, price, and execution of the contract?

11. Other comments?

12. Is this type of industry communication of value to Contractors?

6. DRAFT PROPOSAL REQUIREMENTS AND FACTORS

FACTOR 1 – SPECIALIZED EXPERIENCE

The Offeror shall demonstrate recent and relevant construction experience on submitted projects by providing the information requested on the Company Specialized Experience form, Attachment 2, at the end of this Section. Offerors may provide this information in the format shown on this form or in another format so long as the information is clearly presented.

The Offeror may submit no greater than three (3) example projects as a prime contractor that best demonstrate experience that is “similar in type/scope” and “similar in complexity” on recent and relevant projects, as these terms are defined in the Evaluation Criteria. The Offeror is responsible for ensuring that the information included on the Company Specialized Experience form clearly describes how the project demonstrates the criteria for which it is submitted.

A project is defined as a construction project performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity (IDIQ) contracts, the contract vehicle as a whole shall not be submitted as a project and will not be considered; rather, Offerors shall submit the work performed under a task order as a project.

The Offeror may submit projects that involve contracts with private concerns, local or state governments, or the federal government.

The Offeror may elect any teaming arrangement that it determines will facilitate an effective and efficient delivery of the project. For example, an Offeror may choose to self-perform some elements of work and select key subcontractors to perform the other elements of work.

Alternatively, an Offeror may elect to propose as a joint venture (JV) where the project’s elements of work are performed by the JV partner best-suited to perform those elements. The foregoing teaming examples should not be construed as exhaustive but rather illustrations of approaches that an Offeror may select.

If an Offeror determines that its optimum project delivery approach will utilize more than one firm, the proposal shall identify clearly what elements of work for this contract will be performed by which firm within its proposed teaming arrangement. The submitted projects shall indicate clearly the role that the proposed firm performed so the Government may evaluate the extent of similarity between the submitted project and the role the firm will perform on this contract.

If an Offeror proposes that an element of work will be performed by a key subcontractor, the proposal shall include a letter of commitment for each key subcontractor included in its proposal.

If an Offeror forms a contractor teaming arrangement such as a Joint Venture (JV), include a copy of the JV Agreement in TAB D of Volume II of its proposal. If a JV Agreement has not been finalized/approved, indicate its status. JV Agreements must clearly indicate the percentages of the JV participants, in particular the percent of the controlling party, and a clear delineation of responsibilities and authorities between the JV parties. If the Offeror is a Limited Liability Company, include a copy of the Articles of Organization in TAB D.

When proposing as a joint venture, all members of the venture shall sign the SF 1442 and the bid bond unless a written agreement by the joint venture is furnished with the proposal designating one firm with the authority to bind the other member of the joint venture. Failure to comply with this requirement may eliminate the proposal from further consideration.

If any firm has multiple functions or divisions, limit the project examples to those performed by the division or unit submitting the offer.

The Offeror may provide a supplemental narrative (exclusive of the submitted projects) for additional consideration, not to exceed six (6) pages, to demonstrate having recent and relevant experience in any of the project features described in the Evaluation Criteria below that was not included in the three (3) submitted projects.

The Offeror may provide a supplemental narrative (exclusive of the submitted projects) for additional consideration, not to exceed two (2) pages, explaining how any corporate experience that is not directly related to the specific submitted projects is applicable to this project and how the Government will benefit.

Page Limit: The total page limit, including the supplemental narratives, for this factor is 40 pages.

5.2.2 Evaluation Criteria:

The Government will evaluate the example projects and supplemental narratives, if submitted, to assess the extent to which the Offeror’s experience demonstrates recent and relevant Specialized Experience and/or a benefit to the Government, as specified below:

Recent. For a submitted project to be considered “Recent” it shall be well underway (i.e., at least 50% construction progress completed) or completed and turned over no longer than five (5) years preceding the date of this Solicitation.

Relevant. The Offeror’s submitted projects or supplemental narratives will be considered “Relevant” to the extent they clearly demonstrate the “similar in type/scope” and “similar in complexity.” The proposals which provide the highest degree of similarity to the criteria will be evaluated most favorably.

The Government will evaluate the extent to which the Offeror’s submissions demonstrate recent and relevant experience that is “similar in type/scope” and “similar in complexity.” The proposals which provide the highest degree of similarity to the criteria will be evaluated most favorably.

Similar in Type/Scope:

For the purpose of this evaluation, this project includes renovation of an administrative building with high visibility that requires great attention to detail. Proposals that are most “similar in type/scope” to the criteria below will be evaluated most favorably:

Projects that required great attention to detail Marble cleaning and repointing High quality workmanship with trim carpentry High quality workmanship with reveals Renovation of existing building elements, including but not limited to:

Architectural components, such as doors, windows, partitions, finishes, ceilings, etc.

Mechanical systems and components, such as HVAC units, controls, ductwork, testing-and-balancing, and commissioning Plumbing systems and components, such as bathroom fixtures, water fountains, and associated piping Electrical systems and components, such as lights, panelboards, wiring, etc.

Fire protection systems, such as sprinklers, piping, and alarm system Hazardous material abatement, including removal of asbestos containing material Site work, including excavation and grading New concrete ramp and stairs below grade Additional consideration will be given to projects that utilized temporary facilities including the criteria below:

Construction and demolition of temporary facilities Managing the relocation of personnel and furniture from permanent location to temporary facilities and back Managing uninterrupted service for personnel during transition from permanent location to temporary facilities and back Similar in Complexity:

The Government will evaluate “similar in complexity” experience documented in the projects submitted or supplemental narratives based on the extent to which it demonstrates elements a through d below:

Construction within a constrained site. A constrained site is defined as a site with limited and controlled physical access and restricted and/or limited laydown space. A constrained site requires the contractor to exercise sufficient control of construction operations to facilitate effective delivery of construction material, equipment and labor to the construction site.

Construction adjacent to an active client operation. The Offeror shall describe how the submitted project demonstrated how the prime contractor was required to complete work within and active military or government installation or commercial site directly adjacent to or surrounded by activities or normal operations which cannot be stopped or eliminated during construction. The Offeror shall describe how construction was completed without noise during normal business operations of the adjacent active client operation.

Construction with multiple trades in a small area. The Offeror shall describe how the submitted project demonstrated how the prime contractor was able to adequately work with multiple trades on the same project within a small footprint and maintained an efficient schedule.

Construction with a sensitive schedule. The Offer shall describe how project schedule was of the utmost importance on the submitted project, and the Offer shall demonstrate how the prime contractor was required to work with a time-sensitive schedule while maintaining quality work.

A single submitted project that demonstrates multiple type/scope and/or complexity elements may receive additional consideration.

FACTOR 2 – PAST PERFORMANCE

The past performance factor addresses how well the Offeror performed recent, relevant projects from the owner’s/client’s perspective. The Offeror (including joint venture and/or teaming partner(s), if applicable) shall submit a Past Performance Questionnaire (PPQ) for each of the example projects submitted under Factor 1 – Specialized Experience in order to obtain those owner’s/client’s observations on their past performance. The questionnaire, along with the instructions for completing the questionnaire, is provided in Attachment 3. If the Offeror (and joint venture and/or teaming partner(s), if applicable) is unable to obtain a completed PPQ from a client for a submitted project, they shall at a minimum complete blocks 1-6 of the PPQ and submit it with the proposal.

Offerors are strongly encouraged to provide any information on problems encountered and corrective actions taken on projects submitted under Factor 1 – Specialized Experience.

Similarly, Offerors are also strongly encouraged to address any adverse past performance issues.

Explanations shall not exceed (2) double-sided pages (or four (4) single-sided pages) in total.

In addition to the information outlined above, the Government may review any other sources of information for evaluation past performance. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS), including CPARS, using all CAGE/DUNS number of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the offeror’s proposal, inquiries of owner representative(s), Federal Awardees Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and any other known sources not provided by the Offeror. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rest with the Offeror.

The Offeror is responsible for ensuring that the Contracting Officer has received any completed questionnaires prior to the proposal closing date/time because any matter submitted after that time will not be considered.

Page Limits: There are no page limits associated with this factor, except as noted above.

FACTOR 3 – PROJECT APPROACH

The Offeror shall submit a narrative describing its overall project approach to constructing and delivering this project. The narrative shall address the following three areas as a part of the overall project approach Construction Approach. Based on your understanding of the RFP requirements, describe the construction approach you will take to address the complexities, challenges, opportunities, and constraints inherent to this contract. Include a detailed project narrative of the construction sequence, processes, and methods with particular emphasis on minimal construction noise levels during operating hours at ANC. Include a non-binding summary level schedule with major work items and durations to support the construction sequence. For the purpose of developing the schedule, assume a Notice to Proceed date of XX Month 2018.

Management Approach. Describe your management structure and explain how it will provide for the successful construction and delivery of this contract. Include an organizational chart, identifying all firms in the proposed project team, describing their responsibilities and showing their lines of authority. In accordance with FAR Subpart 9.6, the Government will recognize the integrity and validity of contractor team arrangements; provided, the arrangements are identified and company relationships are fully disclosed in the offer. Contractor team arrangements shall be provided and submitted in Volume II, TAB D.

Risk Management. The Offeror shall submit a narrative describing risks specifically associated with the delivery of this project. The narrative shall identify the degree of risk, the possible impact of the risk on the project (quality, schedule and/or cost), whether the risk is within or outside the Offeror’s control, and a plan to mitigate the risk(s). At a minimum, include the risk of change orders due to unforeseen conditions while managing a highly sensitive schedule.

Page Limit: The submission for this factor may not exceed twenty (20) pages.

Equipment Ownership and Operating Expense Schedule (MAR 1995)

(a) This special contract requirement does not apply to terminations. See 52.249-5000, Basis for Settlement of Proposals, and FAR Part 49.

(b) Allowable cost for construction and marine plant and equipment in sound workable condition owned or controlled and furnished by a contractor or subcontractor at any tier shall be based on actual cost data for each piece of equipment or groups of similar serial and series for which the Government can determine both ownership and operating costs from the contractor's accounting records. When both ownership and operating costs cannot be determined for any piece of equipment or groups of similar serial or series equipment from the contractor's accounting records, costs for that equipment shall be based upon the applicable provisions of EP 1110-1-8, Construction Equipment Ownership and Operating Expense Schedule, Region II]. Working conditions shall be considered to be average for determining equipment rates using the schedule unless specified otherwise by the contracting officer. For equipment not included in the schedule, rates for comparable pieces of equipment may be used or a rate may be developed using the formula provided in the schedule. For forward pricing, the schedule in effect at the time of negotiations shall apply. For retroactive pricing, the schedule in effect at the time the work was performed shall apply.

(c) Equipment rental costs are allowable, subject to the provisions of FAR 31.105(d)(ii) and FAR 31.205- 36, Rental Costs. Rates for equipment rented from an organization under common control, lease-purchase arrangements, and sale-leaseback arrangements, will be determined using the schedule, except that actual rates will be used for equipment leased from an organization under common control that has an established practice of leasing the same or similar equipment to unaffiliated lessees.

(d) When actual equipment costs are proposed and the total amount of the pricing action exceeds the SAT, the contracting officer shall request the contractor to submit either certified cost or pricing data, or partial/limited data, as appropriate. The data shall be submitted on Standard Form 1411, Contract Pricing Proposal Cover Sheet.

(End of special contract requirement)
