ProjNet ID Document Reference Contractor Question Government Response

Point of contact to obtain a Permit for use of access roads or to otherwise obtain access on USFWS property...." Sec. 1 14

00 Pg. 2

Have all the required permits been obtained by the Owner in order for the

Contractor to complete the project in its entirety as currently constructed?

The environmental permits for the project are covered by the USACE except using access roads through the property of US Fish and Wildlife Services. As stated in 01 14 00, Paragraph 1.2 of the specs the contractor is required to obtain a permit from USFWS, Chris Lowie is the POC.

7660062

It appears as though you are missing the first couple pages of each section in the specifications. Every section starts with page two or three, and you are missing the entire Section 33 40 00.

Question - Are there missing pages to the specs, or was there a numbering error?

The numbering of the specs is a typo; however, Section 33 40 00 is located on page 168 - 174.

7660424 Sec. 35 20 23 Pg. 6

I think this is an old spec. Please confirm? The contract will consist of both dredging and upland place site repair. The contractor is to repair the upland placement site in the areas indicated in the drawings sheets 9 - 15 (page 12 - 18), install the +/- 500 foot HDPE as indicated on the drawing sheet 17 (page 20), replace the existing spillbox and discharge pipe with the spillbox and discharge pipe indicated on the drawings

22 – 25 (page 25 - 28), and dredge the canal and feeder ditch as indicated on the drawings sheets 5 – 8 (page 8 - 11).

7664802 Plan Drawings Sheet

Is this area supposed to be the point of discharge for the dredged material?

Please either confirm or give detail what this area is marked for.

The "DISPOSAL AREA" is exclusively for the permanent disposal of woody vegetation.

7664839 Sec. 33 40 00 Pg. 3 Payment will be made under CLIN Payment will be made under CLIN 0002.

7664848 Sec. 33 40 00 Pg. 3

Reference - "Payment will be made under CLIN 0002, PURCHASE AND

INSTALL HIGH DENSITY POLYETHYLENE PIPE for costs associated with the "HDPE Dredge Discharge Pipe". You never really detail in the specs or plans what this 10" pipe will be used for. Is the Contractor supposed to utilize this pipeline with their own dredge discharge pipeline to pump material through? If so, does the contractor then need to add additional pipeline on the pipe that enters the placement area to then extend to the desired placement area inside the disposal area? If this 10" pipeline is to be used by the contractor to discharge the spoil material through, I would like to recommend making this at least a 12" HDPE pipe to keep from restricting the production rates of all future contracts.

The 10" HDPE Pipe is exclusively for the US Army Corps of Engineers to use as a dredge discharge pipeline. This pipeline is not to be used by the

Contractor.

7664858 Plan Drawings Sheet

You are showing markings of "LOC" going around portions of the disposal area.

Question - Please confirm that the marking "LOC" are referencing "limit of construction". Question - Must the contractor keep all operations inside the limits of the marked "LOC" including the discharged dredged material?

LOC means Limit of Construction. No, the Contractor is not limited to the

LOC, just within the boundaries of US Army Corps of Engineers property

7664904 Plan Drawings Sheet

Reference - Stationing on the dike raising. Question - Please confirm that the existing dike to be raised is approximately 2,200' long.

Correct, but the Contractor is also responsible for Borrow Area off the

North Dike and the Borrow Area off the East Dike as indicated on page

21 (drawings sheet 18 of 25)

7666170

Question - What is the anticipated cubic yard capacity of the upland placement site once the disposal site has been refurbished per the specifications?

The Contractor is responsible for verifying the amount material needed to raise the dikes indicated in the drawings. There is an adequate amount of material needed to complete the task in the borrow area.

7660512 Sec. 35 20 23 Pg. 9

Reference - ......."material actually removed from within the specific areas to be dredged to a depth of not more than two foot below the required depth will be estimated and paid for at the contract price. Reference - The plan drawings are showing 1 foot of allowable overdepth. Question - There appears to be a conflict on what the allowed overdepth is. Please advise.

I concur Section 35 20 23, 3.2.2 displays two foot of allowable overdepth is a typo and will be corrected to "1 foot of allowable overdepth". The drawings showing one foot of allowable overdepth on drawings sheet 4 (page 7) is correct. Thanks
