PART 1 GENERAL
1.1 DESCRIPTION OF CRANEY ISLAND DREDGE MATERIAL MAMANAGEMENT AREA
The Craney Island Dredged Material Management Area (CIDMMA) is a 2,500 acre confined dredged material disposal site located at the north end of the town of Portsmouth near Norfolk, Virginia. CIDMMA serves as a long-term disposal site for material dredged from the rivers, channels and ports in the Norfolk Harbor area. By 2010, the site had received over 253 million cubic yards of dredged material. The heights of the dikes are being raised to increase the site's storage capacity. The site is divided into three large storage cells that are contained by compacted soil dikes that average 30 to 40 feet high. The top of the dikes serve as roadways and are interconnected. The site is a peninsula that is approximately 2 miles wide times 2 miles long that extends into the Norfolk Harbor. The south end includes access roads, the USACE office, and the Contractor's laydown yard.
Access to the site is limited and must be approved by the site's USACE office. A permanent crew of USACE personnel maintains the roads, dikes and associated structures. The island is a known nesting area for protected birds during the March 1 through August 15 period which may cause delays and relocation of work.
1.2 WORK COVERED BY CONTRACT DOCUMENTS
1.2.1 General
The Contractor shall provide construction services, including personnel, transportation, mobilization/demobilization, equipment, and materials required in connection with the services described in this Scope of Work.
The services shall be performed in accordance with the technical and special provisions contained herein. Services not specifically described herein are nevertheless required if they can be identified as an item commonly a part of normally expected and/or professional grade work of a comparable nature. The work shall be performed in accordance with the Contract, manufacturer's recommendations, and state building codes.
1.2.2 Project Description
The six spillboxes found on or near the west side dikes are used to drain clarified water from the three holding cells down to an outfall structure that drains into the Norfolk Bay using four 36-inch CMP pipes. A mix of water and dredge material is pumped into the cells from the east side dikes which then slowly deposits sediments as it drains east-to-west across the cells where clarified surface water can be drained from the cells though the spillboxes. There are two main designs for the existing spillboxes:
1) the older concrete and steel structures embedded in the dike walls facing the interior cells; and 2) the newer free standing steel structures installed in the sediment cells to permit drainage through all four spillbox sides. This contract includes: 1) the partial demolition of the existing spillbox and its four outfall pipelines; and 2) the construction of a new free-standing spillbox in the sediment cell and its four outfall pipelines.
SECTION 01 11 00 Page 3
There are two separate construction areas: 1) partial demolition of the existing Spillbox #4 which is embedded in the dike wall on the interior cell side and associated outfall pipelines in the north-west corner of the center cell; and 2) construction of a new free-standing Spillbox #4 just south of the existing spillbox and approximately 300' east from the main dike into the cell; this includes four new HDPE outfall pipes and a riprap outfall structure supported by marine filter mattresses. See Section 31 00 01 EXCAVATION, FILLING AND BACKFILLING FOR SPILLBOX STRUCTURES for information on construction of the new free-standing spillbox. See Section 31 00 02 EXCAVATION, TRENCHING AND BACKFILLING FOR OUTFALL PIPES for both the removal of the existing spillbox's outfall pipes and the installation of the new spillbox's outfall pipes.
Two Borrow Sites found at the north-east and south-east corners of Craney contain layers of material from different dredging operations near the Norfolk Harbor which the Government has been mixing into blended mixtures that will be used for construction. The top of the material is around the same elevation as the adjoining dikes' roadways. The Contractor is to excavate and haul material from this site that is deemed satisfactory impervious fill or select fill for placement on the dike. Impervious fill will be used as backfill material for the dike center core at both sites:
site of removal of the existing Spillbox #4 pipelines and site of placement of the new Spillbox #4 pipelines. Select fill will be used for construction of an acces road ot the new Spillbox #4. Sufficient dredge materials are available at the borrow areas to complete construction.
1.2.3 Order of Work
The partial demolition of the existing spillbox and its outfall pipelines may be performed concurrently with the construction of the new spillbox and its new outfall pipelines.
The general work requirements for this project are listed below in no particular order and are not inclusive of all work included in this contract and that may be incidental to meeting contract requirements.
1.2.3.1 Removal of the Existing Outfall Pipes
The four existing 36" CMT pipelines extend from the bay side of the dike and through the dike where they connect into the existing spillbox located on the interior dike wall and facing the pond.
a. Clear and grub the dike area that will be excavated to remove the existing pipelines;
b. Excavate to expose the four existing 36" CMT pipelines by either sloping back the dike material and/or using sheeting/shoring as per approved Excavation plan;
c. Remove and dispose of the existing four 36" CMT pipes. The rock that surrounded the pipelines may be left in place and mixed back into the dike material.
d. Remove any remaining pipe connections into the concrete spillbox wall and prepare for future plugging of the holes with concrete.

1.10 PROFIT
For modifications to this Craney Dike Construction contract, profit must be calculated using the Weighted Guidelines method.
SECTION 01 11 00 Page 10
1.10.1 Weighted Guidelines
Weighted guidelines method of determining profit shall be used on any equitable adjustment change order or modification issued under this contract. The profit factors shall be as follows:
Factor Rate Weight Value
Degree of Risk 20% Relative difficulty of work 15% Size of Job 15% Period of performance 15% Contractor's investment 05% Assistance by Government 05% Subcontracting 25% Total 100%
1.10.2 Weighted Values
Based on the circumstances of each procurement action, each of the above factors shall be weighted from .03 to .12 as indicated below. The value shall be obtained by multiplying the rate by the weight. The value column when totaled indicates the fair and reasonable profit percentage under the circumstances of the particular procurement.
1.10.2.1 Degree of Risk
Where the work involves no risk or the degree of risk is very small, the weighting should be .03; as the degree of risk increases, the weighting should be increased up to a maximum of .12. Lump sum items will have, generally, a higher weighted value than the unit price items for which quantities are provided. Other things to consider: the portion of the work to be done by subcontractors, nature of work, where work is to be performed, reasonableness of negotiated costs, the amount of labor included in costs, and whether the negotiation is before or after performance of work.
1.10.2.2 Relative Difficulty of Work
If the work is most difficult and complex, the weighting should be .12 and should be proportionately reduced to .03 on the simplest of jobs. This factor is tied in to some extent with the degree of risk. Some things to consider: the nature of the work, by whom it is to be done, where, and what is the time schedule.
1.10.2.3 Size of Job
All work not in excess of $100,000 shall be weighted at .12. Work estimated between $100,000 and $5,000,000 shall be proportionately weighted from .12 to .05.
1.10.2.4 Periods of Performance
Jobs in excess of 24 months are to be weighted at .12. Jobs of lesser duration are to be proportionately weighted to a minimum of .03 for jobs
SECTION 01 11 00 Page 11 not to exceed 30 days. No weight where additional time not required.
1.10.2.5 Contractor's Investment
To be weighted from .03 to .12 on the basis of below average, average, and above average. Things to consider: amount of subcontracting, mobilization payment item, Government furnished property, equipment and facilities, and expediting assistance.
1.10.2.6 Assistance by Government
To be weighted from .12 to .03 on the basis of average to above average.
Things to consider: use of Government owned property, equipment and facilities, and expediting assistance.
1.10.2.7 Subcontracting
To be weighted inversely proportional to the amount of subcontracting.
Where 80 percent or more of the work is to be subcontracted, the weighting is to be .03 and such weighting proportionately increased to .12 where all the work is performed by the Contractor's own forces.
1.11 BLASTING AND FIRES
Blasting and fires will not be permitted for this project.
1.12 CONTRACTOR QUALITY CONTROL RESPONSIBILITY
The Contractor is fully responsible for the management and supervision associated with Quality Control of all construction work included in this contract. The Government is responsible for Quality Assurance by reviewing all Contractor documentation and work has been completed to meet contract requirements.
1.13 LIQUIDATED DAMAGES
Refer to contract clause LIQUIDATED DAMAGES - CONSTRUCTION (FAR 52.211-12) in Section 00 72 00 General Conditions.
1.14 PERFORMANCE BOND
The Contractor's Performance Bond shall remain effective throughout the construction period.
a. In the event the Contractor fails to commence and diligently pursue any construction warranty work required, the Contracting Officer will have the work performed by others, and after completion of the work, will charge the remaining construction warranty funds of expenses incurred by the Government while performing the work, including, but not limited to administrative expenses.
b. In the event sufficient funds are not available to cover the construction warranty work performed by the Government at the Contractor's expense, the Contracting Officer will have the right to recoup expenses from the bonding company.
c. Following oral or written notification of required construction warranty repair work, the Contractor shall respond in a timely manner.
Written verification will follow oral instructions. Failure of the
SECTION 01 11 00 Page 12
Contractor to respond will be cause for the Contracting Officer to proceed against the Contractor.
d. Refer to contract Clause 52.228-15 PERFORMANCE AND PAYMENT BONDS - CONSTRUCTION (FAR 52.228-15 in Section 00 72 00 General Conditions.
