Questions/Answer W91236-09-R-0017
Dining Facility, Fort Stewart
Answers are highlighted in blue.
• If there are permanent water quality requirements for the DFAC project, what are they? All permanent water QUALITY requirements are met by the Infrastructure design.
• In Section 01 10 00 paragraph 6.3.3.1, it is stated that “post development runoff shall not exceed predevelopment runoff.” What design storm event is required for this analysis (2 year, 10 year, 20 year, etc)? A master detention pond has been provided for the overall development; therefore, no additional measures are required by the DFAC contractor.
• Is the “predevelopment state” of the DFAC site considered to be the current condition of the site before the infrastructure contractor starts or will it be the condition of the site at the time the infrastructure contractor turns it over to the DFAC contractor? The condition of the site prior to the Infrastructure contractor performing any work .
• The closest storm drainage catch basins provided by the infrastructure contractor (structures A3.5A and A3.5B) are outside the DFAC project limits and a storm drainage pipe stub-out for the DFAC project is not shown on the drawings. Will the DFAC contractor be required to tie the project’s storm drainage line directly into the catch basin(s) provided by the infrastructure contractor or will the infrastructure contractor provide a pipe stub-out? The DFAC contractor will be required to construct a separate storm drainage system that will discharge directly into the wetlands; no connection to any portion of the infrastructure storm drainage system is allowed.
• IF The infrastructure contractor will provide a storm drainage pipe stub-out for the DFAC contractor to tie to. What size will the stub-out be and what will be the invert elevation of the stub-out? N/A, because the DFAC contractor will construct a system that will discharge into the wetlands.
• Section 00 73 00 paragraph 1.24.c includes a statement about the guaranteed minimum amount for the basic contract period but the amount was not provided. Please provide or clarify.
See amendment 06
• Section 00 73 10 paragraph 1.12 Wages Rates, indicates “Wage decisions included are: xxx.” Please provide complete information. See solicitation A09R0017
• Section 01 10 00 6.5.4 Interior Design, (i) states “Gypsum wallboard or similar pervious materials will not be used on steel studs in food prep….” Is this statement intended to preclude the use of steel stud construction in those areas (i.e. use
CMU) or is water resistant gypsum wallboard on steel studs acceptable given the required wall finishes (ceramic tile)? Bid the RFP as issued
• With regard to Option 2 GFGI Equipment on the Contract Line Item Schedule, please provide further information on these items. Appendix T – Food Service Equipment Specifications only lists the GFGI equipment as “government furnished – government installed.” Please provide performance specs or model numbers similar to the CFCI items noted in these specifications. Please confirm that the VFVI equipment is to be excluded from this Option as stated in Section 01 10 00 3.3. Bid the RFP as issued
• Given the proposed building finish floor elevation of ± 84.0, a four foot recessed loading dock and the elevation of the wetlands (78.0 – 79.0), it does not appear that there is enough vertical distance to provide an on-site DRY pond for storm water management before discharging to the wetlands. Please advise. Bid the RFP as issued
• Appendix S – Standard Dining Facility Plans refers to two separate parking requirements. Key Note #5 refers to staff parking of 120% of max shift strength (54 x 1.2 = 65 spaces). Key Note #6 refers to optional patron parking sized per post requirements. We believe that the staff parking is required and will be included as part of this DFAC contract and that the patron parking is part of the Infrastructure Contract and is to be excluded. Please confirm. Bid the RFP as issued
• Section 01 10 00, 6.5.2.6, (a) requires fall protection anchor points for all roofs with a slope greater than 2:12. Please verify this requirement is applicable for a one story structure. Bid the RFP as issued
• Section 00 73 10 1.20, Section 01 10 00 5.1.2.5 and Section 01 10 00 6.3.1.1, among others, conflict with regard to who performs the site clearing, grubbing and rough grading for the building pad. The infrastructure contractor will perform all clearing, grubbing and rough grading of the building pad.
• Please confirm that the Infrastructure contract will perform all of the clearing and grubbing. The Infrastructure contractor will provide all clearing and grubbing.
• Which contract is to install initial erosion control and tree save measures?
The DFAC contractor must install his own erosion control and tree save measures within the DFAC limits of Construction.
• Please confirm which contract is to perform the ±4’ of structural fill required. The Infrastructure contractor will provide all structural fill compacted to 92% modified proctor.
• If the DFAC is to provide the fill of this site, please advise how to address the adjacent grades outside the limits of the DFAC construction (i.e., will the adjacent grading to be completed before, after, or during this contract, how to address slopes, etc.) N/A
• As with the Phase 1 submission, should we send six copies of the proposal? Yes
• We noted in Section 2.2 that the award of subsequent contracts to more than one offeror will be considered. Can you award more than one contract to a single offeror? We have the bonding and organizational capacity to construct the first three of these facilities and would request to be considered for award of these contracts.
This is a MATOC and the projects will be competed within the pool.
• We have been unable to determine the frequency and location for project meetings. Do you have a preference? This information will allow us to more accurately calculate our cost proposal. Or, should we determine the frequency? Bid the RFP as issued
• There is an item in the solicitation about a potential price breakdown in excel format that may be required within three (3) days after the proposal is submitted.
We were wondering if the format could be provided sooner rather than later. Knowing how you want the breakdown will affect how we set up our estimate. Bid the RFP as issued.
