SECTION SF 30 BLOCK 14 CONTINUATION PAGE

Question 1 The specifications state that the dredge used on the project must be certified by the Coast Guard and submitted with the bid. We had the Coast Guard out to the project we are currently working on and they stated that they only certify large vessel dredges. With the size of the marina to be dredged, a large vessel dredge would not work. In addition, this type of dredge will not have “office space” for COR personnel as required in the specification.

Answer 1 We used the term "Certificate of Inspection" after reading the Coast Guard language used on their site. The Coast Guard language uses "Certificate of Documentation" in this requirement. Excerpts from frequently asked questions on the Coast Guard site (see excerpts below) answers questions regarding Certification of Documentation for dredges, regardless of size. All dredges operating in the US must be documented as shown in the Coast Guard information. Also, note once proof of documentation for the dredge is provided to the Coast Guard, they do issue a Certificate of Documentation which must be maintained on board.

(Excerpts from Coast Guard website)

MUST MY VESSEL BE DOCUMENTED? Vessels of five net tons or more used in fishing activities on navigable waters of the U.S. or in the Exclusive Economic Zone (EEZ), or used in coastwise trade must be documented unless the vessel is exempt from documentation. Coastwise trade is generally defined as the transportation of merchandise or passengers between points in the U.S. or the EEZ. In addition, towboats operating between points in the U.S. or the EEZ or between the EEZ and points in the U.S. and dredges operating in the U.S.

or the EEZ must be documented.

HOW LONG IS THE CERTIFICATE OF DOCUMENTATION VALID? A Certificate of Documentation is valid for one year from the date of issue, providing there are NO CHANGES other than a change of owner's address. The Certificate must be renewed on an annual basis. Even though it is up to the owner to assure the document does not expire, the Coast Guard will send a Notice of Renewal to the managing owner approximately 45 days prior to expiration. There is no fee for the yearly renewal. See the instruction letter Renewal of Certificate of Documentation elsewhere at this site regarding renewal procedures.

Question 2 The specification requires the contractor to submit personnel qualifications with the bid as compared to being submitted after bids are opened. Is this correct?

Answer 2 Personnel qualifications may be submitted after bids are opended. The apparent successful low bidder will be required to submit personnel qualifications.

Question 3 There is a requirement to have an engineer certify that the submerged pipeline is submerged to a certain depth. If the pipeline was submerged to the bottom would it still need an engineer to certify? It can’t go any deeper.

Answer 3 We require the Contractor to have a licensed surveyor or engineer mark the alignment of their pipeline.
