About this file

This document is an industry day presentation for a federal contract opportunity to renovate the existing plating processes facility at Hill Air Force Base in Utah. The project includes repair and renovation of the existing Building 505 structure as well as new construction of a 2,800 square foot pre-engineered metal building. The renovation will replace the existing plating tanks, equipment, and supporting infrastructure such as the roof, ventilation, electrical, and fire suppression systems.

The project is planned to be executed in four consecutive phases to maintain ongoing plating shop operations. The procurement will be an unrestricted, firm-fixed price solicitation via request for proposal, with award based on a best value tradeoff. Key evaluation factors include past performance, technical approach, schedule, organization and management, small business participation, and compliance with the required project labor agreement. The project is estimated at $100 million to $250 million in construction value, with an anticipated solicitation in August 2024 and a 55-month construction period following award in February 2025.

DRAFT EVALUATION FACTORS

Plating Shop Industry Day This presentation is for informational purposes only and is not and will not be contractually binding

Factor 1 – Past Performance

Recency: The Government will first evaluate the recency of the Offeror’s past performance. Recent projects are ones that are substantially completed within the last ten (10) years of the original date of issuance of this RFP.

For this purpose, “substantially complete” means that only punch list items remain for project acceptance, or that the major elements of the project have been turned over to the customer for beneficial occupancy.

Relevant Experience: The Government will then determine how relevant a recent effort accomplished by the offeror is to the effort to be acquired through the source selection. Common aspects of relevancy include, but are not limited to, similar:

• Scope - New construction or substantial renovation of 30,000 square feet or larger building

• Magnitude - $25,000,000 to $150,000,000

• Complexity - Construction of facilities with linear manufacturing lines and/or specialized parts fabrication and assembly

The Offeror provides a technical approach narrative in sufficient detail to clearly demonstrate the offeror’s understanding of the principal components of work described in the project specifications and drawings and the offeror’s understanding of the site and other conditions that could impact schedule. The narrative must contain sufficient information to allow the government to perform a basic analysis of the proposed design and construction approach.

FACTOR 3 - Network Analysis Schedule (NAS)

The offeror provides a NAS or GANTT chart (not a PERT chart), broken down to the “Feature of Work” level, that graphically illustrates the proposed integration, scheduling, and phasing of all major features of work on the critical and near-critical path for this project.

NOTICE OF REQUIREMENT FOR PROJECT LABOR AGREEMENT

Executive Order on Use of Project Labor Agreements For Federal Construction Projects

EXECUTIVE ORDER (EO) 14063

Plating Shop Industry Day This presentation is for informational purposes only and is not and will not be contractually binding

In accordance with Executive Order (EO) 14063, Use of Project Labor Agreements for Federal Construction Projects, issued 04 February 2022, project labor agreements (PLAs) are required for “large-scale construction projects,” which as defined at FAR 22.502, means a Federal construction project within the United States for which the total estimated cost of the construction contract to the Federal Government is $35 million or more (using appropriated funds), unless an exception applies. Large-scale construction projects may be solicited via a stand-alone C-type acquisition, or as an order under an indefinite-delivery contract. As used in FAR Subpart 22.5, “United States” means the 50 States and the District of Columbia.

Requiring a project labor agreement on the project would not advance the Federal Government's interests in achieving economy and efficiency in Federal procurement. The exception shall be based on one or more of the following factors:

(A) The project is of short duration and lacks operational complexity.

(B) The project will involve only one craft or trade.

(C) The project will involve specialized construction work that is available from only a limited number of contractors or subcontractors.

(D) The agency's need for the project is of such an unusual and compelling urgency that a project labor agreement would be impracticable.

PROJECT LABOR AGREEMENT - EXCEPTIONS
