Questions & Answers
1. What are the exact delivery dates for the base year?
See the “DELIVERY INFORMATION” in the solicitation and Performance Work Statement (PWS) Section 3.0. Precise dates of specific sessions for each effort under this contract will be scheduled after contract award with the Contracting Officer’s Representative (COR).
2. Can we put the digital submission on a flash drive?
No, offerors must follow submission instructions at “ADDENDUM TO FAR 52.212-1” in the solicitation.
3. How many people are anticipated to participate?
Projected participation numbers are contained within the PWS, specifically sections 2.1, 2.2, 2.3, and 2.4.
4. If we submit key personnel information or bios, will it count against the page limits? Can they be included as an attachment?
See the page limitations detailed at “ADDENDUM TO FAR 52.212-1” in the solicitation:
“Tables of content, proposal cover letters, and tabs between proposal information do not count toward any page limitations in the proposal. Pages that exceed the required page limitations will not be evaluated. Additional pages over the maximum allowed will be removed or not read and will not be evaluated by the Government.”
5. Do you have existing curriculum?
Training curriculum from the previous contract for this requirement is not being shared with industry.
6. What are the titles and or responsibilities of the supervisors you wish to train? (We’re looking for the type of work they do.)
Supervisors being trained under this effort are from a variety of disciplines (e.g. program management, engineering, construction, etc.) related to work performed by the Army Corps of Engineers. Most trainees are “first-line” supervisors, i.e. a supervisor that does not supervise other supervisors.
7. Has a contractor(s) previously performed or is currently performing any substantial portion of this work? If so, please provide contractor(s) name(s) and contract(s) number(s).
There is no current contract for these services.
8. In which volume should we place the FAR and DFAR clauses that require completion and submittal?
Representations and certifications will be pulled from each offeror’s SAM.gov profile.
9. "100" is an arbitrary number to use for a large group. If an offeror has trained a group of 50 people or 75 people, they could train 100 people or more. This arbitrary number as a requirement would likely restrict competition. Recommend you change the language for this past performance to "one (1) training provided to a large group in person or virtual. Provide number of trainees in the group".
USACE’s position is that 100 is an appropriate experience threshold for this requirement.
10. (Reference Section 2.2 Supervisor Excellence Program) Is the "up to 75 hours" of coaching (30 min per student for 6 sessions) an estimate of coaching support for each year of the program?
Correct, contractor will provide six 30-minute coaching sessions for up to 25 participants for the Supervisor Excellence Program. See Performance Work Statement section 2.2.
11. (Reference Section 2.4 Executive Coaching) Are the "up to 50 supervisors" identified in this section of the SOW potentially the same as those participating in either the Supervisor Essential Skills Workshop and/or the Supervisor Excellence Program or are these other supervisors within the District who are not participating in either program?
It is possible for a supervisor to receive Executive Coaching under Section 2.4 in addition to participating in the Supervisor Essential Skills Workshop and/or the Supervisor Excellence Program.
12. (Reference Section 2.4 Executive Coaching) Can you please confirm that the request is for providing up to 600 hours of additional coaching (outside of what's included in the SESW and SEP) per contract year?
Correct, the 600 hours for Executive Coaching (Section 2.4) is separate and distinct from coaching provided during SESW and SEP.
13. Is it acceptable to mail the submission materials to the specified address or does a representative need to physically deliver the materials to the contracting officer?
Yes, it is required to mail the submission materials, see submission instructions at “ADDENDUM TO FAR 52.212-1” in the solicitation.
14. For clarification. The in-person sessions are to be held at either SPK headquarters building in Sacramento, CA or its Satellite Office in Rancho Cordova, CA. Will this require 2 different sessions held at 2 separate locations happening simultaneously.
No, the location is dependent upon availability of training space and will be at one location, not both.
15. Is this a new program or does it exist? If an existing program, who is the incumbent?
See #7 above.
16. What is the budget for the project?
USACE will not disclose the estimated budget for this solicitation.
17. Please clarify if pricing volume has a page limit.
See “ADDENDUM TO FAR 52.212-1” in the solicitation: “Offeror shall provide a Firm-Fixed price for each CLIN on the SF 1449.”
18. How will you measure success for the program?
Success will be measured according to the Performance Assessment Plan and Quality Assurance Surveillance Plan; see Section 12 of the PWS.
19. When do you anticipate awarding?
Award is anticipated before the dates listed in the “DELIVERY INFORMATION” section of the solicitation.
