Yes Yes

Conditions: A terrorist attack or an intentional or unintentional event involving chemical, biological, radiological, nuclear, and high-yield explosives (

CBRNE) or natural disaster is threatened or has occurred within a dynamic operational environment against a single threat. The unit is deployed in support of decisive action. The unit is performing civil support operations in support of tribal, local, state, or federal agencies in an interagency environment. The unit incident support operations have terminated. Movement orders direct redeployment to the home station or to another incident location. Movement assets are provided according to the movement plan. Threat capabilities cover a full spectrum including information gathering;

hostile force sympathizers; terrorist activities to include suicide bombings; and conventional, air supported, and reinforced squad operations in a chemical, biological, radiological, and nuclear (CBRN) environment. Standard MOPP 4 conditions do not exist for this task. See the MOPP 4 statement for specif ic conditions.

Standards: In accordance with (IAW) ATP 3-11.46, the command element directs and supervises deployment activities and coordination. The command element directs the deployment of personnel and equipment to a designated staging area according to the unit SOP and as previously coordinated w ith Incident Command Post (ICP) representatives. In a live training environment 85% of the leadership and 80% of Soldiers are present at training against their authorized strength. The Weapons of Mass Destruction-Civil Support Team (WMD-CST) attains 90% on performance measures, 100% of critical performance measures, and 90% on leader performance measures achieving a T (Fully Trained).

Note: Leaders are the Commander, Deputy Commander, First Sergeant, Operations Officer, and Section Leader. Leaders may also be any personnel assigned to the unit and designated as leaders by the Commander.

Task Statements

DANGER

Risk management is the Army's primary decision-making process to identify hazards, reduce risk, and prevent both accidental and tactical loss. All Soldiers have the responsibility to learn and understand the risks associated with this task.

WARNING

Leaders have an inherent responsibility to conduct risk management to ensure the safety of all Soldiers and promote mission accomplishment.

CAUTION

Identifying hazards and controlling risk across the full spectrum of Army functions, operations, and activities is the responsibility of all Soldiers.

STEP/MEASURE GO NO-GO N/A

* 1. The command element directs and supervises deployment activities and coordination.

+* 2. The command element conducts alert and recall procedures.

+* 3. The command element contacts appropriate personnel w ithin the Incident Command System (ICS).

+* 4. The command element initiates mission analysis according to Troop-Leading Procedures (TLP).

5. The command element considers the public profile desired by the Incident Commander (IC).

Note: For some events or incidents, the IC may w ish to deemphasize the military presence. This may dictate that civil suppor t team personnel w ear something other than Department of Defense (DOD) uniforms and operate vehicles and systems other than standard tactical equipment.

* 6. The command element directs the deployment of personnel and equipment to a designated staging area according to the unit SOP and as previously coordinated with Incident Command Post (ICP) representatives.

7. The command element ensures that the follow ing is done:

+ a. Risk assessments and safety briefs are conducted.

b. A f inal inspection of each element is conducted at the designated time.

c. The unit initiates movement according to the deployment plan.

d. Deployment data is reported to higher headquarters as required.

e. Situational aw areness is maintained.

f . Fragmentary orders are issued as required.

8. The Weapons of Mass Destruction-Civil Support Team (WMD-CST) conducts interagency coordination by communicating w ith the Incident Commander (IC) or lead agency representatives.

Note: WMD-CST falls under the Incident Command System (ICS) operations section or its branches, but it may integrate by function into the ICS structure.

9. The WMD-CST identif ies the ICS support resources available to the WMD-CST.

Identifying hazards and controlling risks across all Army functions, operations, and activities is the responsibility of all Soldiers. Heat stress is a critical issue for personnel. Operating decontamination stations in daytime temperatures may require short periods of work, followed by long periods of rest.

STEP/MEASURE GO NO-GO N/A

+* 1. Weapons of Mass Destruction-Civil Support Team (WMD-CST) Commander designates a safety officer for incidents to ensure the safety and well-being of personnel at the incident site.

2. Safety Officer coordinates safety aspects with the Incident Commander (IC) representatives to address site occupation for the Weapons of Mass Destruction-Civil Support Team (WMD-CST) before setup.

Failure to locate vehicles in the cold zone could expose the crew to potential downrange hazards that may result in immediate death or permanent injury.

3. Safety Officer validates a plan of w here the civil support team intends to set up operations as part of the Incident Action Plan (IAP).

+ 4. Safety Officer develops a site safety plan including the dow nwind hazards assessment and ensuring to cover at a minimum:

a. Egress Routes.

b. Rally points.

c. Audible alarms for w ork stoppage.

WARNING

Insufficient fresh air exchange inside a shelter can cause carbon monoxide poisoning. Symptoms may be nausea, dizziness, or headache.

+ 5. Safety off icer ensures fresh air exchange inside shelters within the Weapons of Mass Destruction-

Civil Support Team (WMD-CST) footprint.

Exhaust entering a shelter can lead to carbon monoxide poisoning that may result in immediate death or permanent injury.

+ 6. Safety Officer ensures the use of exhaust hose extensions for the generator and vehicle exhausts so that carbon monoxide and vehicle exhaust do not enter the shelter.

Conditions: A terrorist attack or an intentional or unintentional event involving chemical, biological, radiological, nuclear, and high-yield explosives (

CBRNE) or natural disaster is threatened or has occurred within a dynamic operational environment against a single threat. The operations center is employed in decisive action or is deployed to an incident site. The unit is performing civil support operations in an interagency environment (tribal, local, state, or federal) to support emergency response planning and provide crisis or consequence management assistance during disasters. Standard

MOPP 4 conditions do not exist for this task. See the MOPP 4 statement for specif ic conditions.

Standards: In accordance with (IAW) ATP 3-11.46, the Operations Center (OPCEN) analyzes information by tracking mission progress. The

OPCEN manages chain-of-custody procedures according to the direction of law enforcement authorities, the Incident Action Plan (IAP), and the unit

Standard Operating Procedures (SOP). The OPCEN develops the operational situation and provides recommendations to the unit commander and the Incident Command Post (ICP). The OPCEN synchronizes the employment of resources such as available equipment, attached per sonnel (based on mission, enemy, terrain and w eather, troops and support available, time available, and civil considerations METT-TC), operational timelines, and w ork-and-rest cycles. In a live training environment 85% of the leadership and 80% of Soldiers are present at training against their authorized strength.

The CBRN team attains 90% on performance measures, 100% of critical performance measures, and 90% on leader performance measures achieving a T (Fully Trained).
