About this file
This is a Questions and Answers document related to childcare services for a Yellow Ribbon event being held by the Utah Army National Guard. The Q&A clarifies requirements for childcare spaces, including the need for three rooms that can each accommodate 50 children, with specific furniture requirements of four 8-10' tables and 16 chairs per room. The total child count is 160 children (70 ages 0-5 and 90 ages 6-12), with staffing levels recommended to accommodate younger age groups.
Key requirements include that childcare must be provided onsite, staff must be licensed, and contractors must conduct background checks on all personnel (documentation of passing checks required). The childcare spaces should ideally be located near restrooms. Parents will check out children for meals, and no snacks are required to be provided during childcare. The Q&A also references PWS W911YP25RA004, which is part of a small business set-aside solicitation due by 0900 AM MST on January 20, 2025, for services to be performed at the JFHQ Facility in Draper, UT.

Text version
Q: Are there any special needs accommodations (for the event and childcare) required?
A: Not a requirement, but it is always nice to have the space allocated (2 rooms) near a restroom.
Q: Are there specific requirements for the childcare space?
A; Yes, as laid out in the PWS para 2.5 “Three (3) rooms to hold a capacity of fifty (50) children each for activities. Each room should include four (4) 8’-10’ round or rectangle tables with four (4) chairs each (16 total chairs per room). At least one (1) community trash bin for both rooms.”
Q: Any staffing or certification/licensing requirements for either the childcare or event?
A; For childcare, they must be licensed, that will drive their requirements
Q: Childcare must be onsite, correct?
A: Yes
Q: Parents will checkout children for meals, but will there be a requirement for any snacks while in childcare?
A: no
Q: The children breakdown in the PWS is 160 total with 70 for ages 0-5 and 90 for ages 6-12. A vendor is asking for breakdowns for ages 0-2, 2-3, 3-5 and 6-12.
A: It is not feasible to provide that at this time, they can assume closer to the younger ages so that they allocate enough staff.
Q: If vendor staff already have background checks, will additional checks/clearances be required?
A: I may need clarification on this question, I work directly all program/vendors who attend.
Q: Where can a vendor find the background check form?
A: There isn’t a form. It is incumbent on the contractor to do a background check and ensure all personnel are properly screened. The government is not responsible to perform the check. The prospective vendor must provide documentation attesting to contract personnel being screened and passing the background check.
