About this file

This document is a Brand Name Justification and Approval for the purchase of two CSECO CT-40 Contraband Team Inspection Kits by the Utah Army National Guard.

The justification cites FAR 6.302-1(a) as the authority for the sole source procurement, noting that the CSECO CT-40 kit includes specialized equipment like the K910G Density Meter and V20 Videoscope that do not have comparable alternatives. The kit is approved by the National Guard Bureau and used by various law enforcement agencies. The government determined that CSECO is the only viable source due to the proprietary status of the V20 Videoscope and CSECO's certification and training support. A market analysis was conducted, and the pricing for the CSECO CT-40 kit was found to be fair and reasonable. The contracting officer has approved the justification.

The related federal contract opportunity is a Special Notice for the intent to award a sole source contract to CSECO for the purchase of two CT-40 kits under Solicitation W911YP24R114G. The kits include specialized equipment like the V20 Videoscope, K910G Density Meter, and other tools. Interested parties have until September 9, 2024 to submit information demonstrating the ability to provide an equivalent or better product. However, the government has determined that CSECO is the only approved source. The award will be made to a small business under NAICS code 334511.

Brand Name Justification and Approval

Purchase Requisition # 0012171119

Organization/Line Office: Utah Army National Guard, UTNG Counterdrug Program, State Plans

Description of Action being approved: Firm fixed price

Description of Product, Supplies or Services required to meet the Agency’s needs: Campbell/Harris Security

Equipment Company (CSECO) Contraband Team (CT-40) Inspection Kit (Count: 2 Kits).

An identification of the statutory authority permitting other than full and open competition:

This acquisition is being conducted under the authority of Federal Acquisition Regulation (FAR) 6.302-1(a).

Identification of the Justification Rationale:

1. The CSECO CT-40 inspection kit includes the K910G Buster Density Meter, Perfect Vision V20 Videoscope, Inspection Probe Kits, P-41 X Expandable Heavy Duty Probe Set, CT-PTK Personal Tool Kit, PN-30 Pocket Pencil Probe, Leica Laser Rangefinder, PM-10 Extension Mirror with High-Intensity Flashlight, and Custom Carry Case. All the items in the inspection kit increase the efficacy and speed of executing search warrants on vehicles while reducing risk and liability to Ground Reconnaissance service members and LEAs. Select items in this kit do not have similar comparisons, such as the K910G Density Meter and the V20 Videoscope, which is ruggedized and calibrated for field usage. The aspects of this items that cannot be replicated is the certification and matching technical specifications.

2. The Department of Homeland Security’s Customer and Border Patrol, local and state law enforcement, and Department of Justice agencies have used this kit and component list. Using this kit will aid in streamlining training, reduce false positives, and increase success in contraband detection as contraband items such as drugs continue to get smaller and more potent in their effect. Malicious actors are learning how to find contraband items from discovery. Additional tools are needed to aid in the discovery of contraband items, such as fentanyl while protecting the people searching. The Weber-Morgan Narcotics Strike Force (WMNSF) borrowed this kit and successfully found 3.75 lbs of heroin ($50,000 value) and a handgun in a hidden compartment of a Mexican cartel drug runner’s car. Other recommendations came from the Nevada Highway Patrol.

3. These tools also aid in eliminating unneeded disassembly and potential damage to personal property such as vehicles and proper identification of substances that could be harmful drugs. Each item provides a specialized function that the user could apply in emergencies, such as search and rescue and disaster recovery.

4. The CESCO CT-40 is authorized and taught by the Midwest Counterdrug Training Center (MCTC). Using the CT-40 ensures compatibility with the other agencies mentioned above. The CT-40 meets safe certification.

For these reasons, the CESCO CT-40 is the only option.

5. After consulting with the subject matter experts from the MCTC, particularly the Advance Vehicle Contraband course instructor, recommends the CSECO as the only viable kit. The primary reason for the recommendation is that the CSECO V20 Videoscope is the only system certified to inspect fuel tanks without igniting the fuel.

6. In due diligence and market research and alternatives, the CEK-R Contraband Enforcement Kit Video by

SAS R&D SERVICES INC was identified as a possible alternative. In comparison, other companies like

SASRAD boast a “third-party tested safe.” Subject matter experts from MCTC clarified that the CSECO’s

V20 is the only product certified to be fuel tank safe. Fuel tank inspection is essential because contraband is either smuggled in bags in the fuel tank or narcotics in its liquid form floating above the fuel.

7. Campbell/Harris Security Equipment Company (CSECO) has proprietary status with the Perfect Vision®

V20 Videoscope. This is a key device for the CT-40 kit. CSECO videoscopes have received UL Certification

(E477160 for CCN – CYPH) for product safety, to certify that the Perfect Vision® V20 Videoscope was UL certified as Class I, Division 2 nonincendive equipment and meets applicable UL Standards and requirements. CESCO’s training and support to training academy make this is solo source solution.

8. NGB CD authorized the uses of the CSECO tool sets as the standard equipment for contraband inspection.

Fair and Reasonable Price Determination:

The award issued under these individual limited sources justifications represents a fair and reasonable price, as the agreed-upon pricing will be based upon competitive quotes received from authorized retailers of the brand in a competitive environment. The price analysis will be performed on all quotes received. Therefore, the price paid will represent the best value and result in the lowest overall cost to meet the needs of the Utah National Guard. In addition, the CSECO CT-40 kit has a lower price point, provides the training directly, and matches the equipment at board-certified training academies.

Actions to Increase Competition: This requirement is limited to CHESS authorized vendors, IAW AFARS 5139.101-

90(a)(1).

Market Research conducted:

CDP S4 conducted the due diligence through collaboration with law enforcement agencies, other State’s

Counterdrug Programs, and publicly available information in the marketplace for the collective kit and individual components. The only kit that held all the items in one purchase was the CSECO CT-40. Two locations were identified for purchasing the CSECO CT-40 as the direct vendor and GSA Advantage. At face value, the kit was the same price; due to GSA Advantage’s lack of transparency on shipping costs, the direct sale to CSECO would be more advantageous to the US government as they would not charge for shipping.

Technical Cognizance: As the technical or requirement personnel, I certify that the supporting data under my cognizance, included in the justification, are accurate and complete to the best of my knowledge and belief.

Technical training is available through on-the-job training and counterdrug schools throughout the US, such as the

Office of National Drug Control Policy (ONDCP) and the Department of Homeland Security (DHS). The technical nature of this device kit is certified by standards established by the National Institute of Standards and Technology

(NIST).
