QUESTION & ANSWER AS OF 15 FEB 2024
1. What is the intended delivery date for the concrete slabs?
It states in the attached SOW under the heading Location/Delivery Date:
“USAR training site Camp Williams, 17800 South Redwood Road, Bluffdale, UT 84065 on or prior to 18 April 2024. A representative from the HRF will meet and escort the delivery to the USAR site.”
2. Do the slabs have to be built offsite and then delivered or could the contractor obtain access to the delivery site to build them onsite?
“It states in the attached SOW under the heading Work Requirements, section c: and in solicitation W911YP24R0005 under the heading Description, section S&E FEMA Standard Concrete Slabs: The contractor will deliver and unload all concrete slabs to the USAR training site on Camp Williams, UT.”
QUESTION & ANSWER AS OF 31 JAN 2024
1. Will concrete compression test results be required to confirm that the pre-cast slabs have attained the 3500psi design strength? If so, who will provide and pay for the testing?
We will not require a compression strength test on the slabs the psi is the set industry standard so please just try and get as close to that as possible.
2. Is it acceptable to utilize fiber mesh integral to the concrete mix (for handling stresses)?
We will not require the use of fiber mesh in the mix as long as the slabs are able to be moved around and placed around the training site.
3. Is a “wood-form finish” acceptable on 5 sides of each slab with the threaded insert side (of each slab) being a steel-troweled finish?
Wood form finish is acceptable, like mentioned above these slabs are to simulate a collapsed structure for our teams to breach and gain entry to a building.
4. What is the required rebar yield strength? Typically, #3 rebar is only 40ksi not 60ksi. Should #4 rebar be substituted for the #3 rebar?
#4 rebar would be preferred, we would get more training value out of larger rebar.
5. Please specify a manufacturer for the ½” diameter crown foot threaded insert. Is the insert to be stainless steel?
The crown foot thread inserts do not matter as long as they support the weight and don’t rapidly degrade by being out in the weather.
6. What are these slabs being used for?
These will be used by our urban search and rescue team to simulate a collapsed structure so the slabs will be placed on our training site and the teams will be breaching and breaking/ cutting into these slabs using various methods to gain entry into a structure.
