About this file
This document is a brand name justification for a sole source contract renewal with Oracle for database maintenance services. The Utah Army National Guard requires Oracle database maintenance to support its IT systems. The contract will be awarded on a sole source basis due to the need to maintain a single warranty, service, and support solution through an Oracle-approved partner to streamline support requests and reduce recovery times. Awarding the contract without full and open competition was determined to be in the best interest of the government based on standardization, training, and logistical considerations. Price analysis will be conducted on competitive quotes received through the Army's IT mandatory source to ensure a fair and reasonable price. The related federal contract opportunity is solicitation number W911YP24R0003 for Oracle DBMS renewal with the Department of the Army Utah Army National Guard.

Brand Name Justification and Approval
Organization/Line Office: Utah Army National Guard, JFHQ G6
Description of Action being approved: new contract, firm fixed price
Description of Product, Supplies or Services required to meet the Agency’s needs: Oracle Database Maintenance Renewal
An identification of the statutory authority permitting other than full and open competition:
This acquisition is being conducted under the authority of Federal Acquisition Regulation (FAR) 6.302-1(c).
Identification of the Justification Rationale:
1. Maintenance for our Oracle Database must go through an Oracle approved redistribution partner.
2. Maintaining a single warranty and service support solution will expedite support requests and reduces recovery time.
3. Life-cycle management of a single brand and warranty streamlines an already heavy workload for the Resource Management Team.
4. Standardization to a single device/brand simplifies training, maintenance, and logistical support of the systems we employ.
Fair and Reasonable Price Determination: Award issued under this individual limited source justification represents a fair and reasonable price as the agreed to pricing will be based upon competitive quotes received from authorized retailers of the brand in a competitive environment. Price analysis will be performed on all quotes received. Therefore, the price paid will represent the best value and result in the lowest overall cost to meet the needs of the Utah National Guard.
Actions to Increase Competition: This requirement is limited to the vendors within the Army’s IT mandatory source CHESS, IAW AFARS 5139.101-90(a)(1), AR25-1, and DA PAM 25-1-1.
Market Research conducted: Reviewed publicly available information on CHESS and in the marketplace.
Conducted additional market research from prior year contracts awarded from our agency and other government agencies.
Technical Cognizance: As the technical or requirement personnel, I certify that the supporting data under my cognizance, which are included in the justification are accurate and complete to the best of my knowledge and belief.
