Questions and Answers

1. What roof panel profile is required ( standing seam with concealed fasteners or through panel screw down ) and what gauge?

a. All metal associated with the roof should be 24 gauge, color clad, using standing seams joints where possible. Follow SMACNA guidelines for all metal work. All cap and edge metal should utilize a continuous clip on the outside edge.

b. Only Mechanically fastened (should be concealed) or fully adhered systems should be used. No ballasted systems will be allowed on single ply roof systems.

No Asbestos Containing Material (ACM) is to be used during repairs or installation of new roofing system under any circumstances.

2. What wall panel gauge is required?

a. Design & require a 99-m.p.h. minimum wind speed rider with all manufacturers’ warranties in low wind areas and 110-m.p.h. minimum wind speed in known high wind areas. Refer to local wind speed maps for other wind speed design requirements.

3. On the man doors it just says locking door. Most military bases have a core requirement for the door locks. Could you also get that verified please?

a. Locksets should all be BEST brand (7 pin) "Q" series keyway (brushed aluminum finish) provided with 3 blank keys per core delivered to National Guard for cut/pin/install by owner.

4. Is this a Davis Bacon wage project? If so, can you please provide a wage determination?

a. No, this is not a construction contract.

5. Due to the ongoing fluctuations and market uncertainty and to limit potential windfalls and disasters (ref. Administration of Government Contracts by Cibnic, Nash & Nagle a part of the George Washington University Library as to our logic behind this clause – “They will have no windfalls and no disasters. The Government benefits from more accurate bidding, without inflation for risks which may not eventuate.”) we are requesting that this contract include the following FAR Clauses: 52.216-2 & 52.216-4. This will allow the proposals to not include potential material escalation factors which change daily and can be in excess of 30-40% or more of the materials pricing at times. Contractors will be able to provide an accurate proposal knowing that should factors outside of our control (i.e. material cost increases) impact the project the contracting team will allow for adequate compensatory amounts to account for the cost impacts. Please confirm if these clauses will be included with the subsequent award of this proposal or if we should factor in these discretionary multipliers to absorb the potential risk.

a. Clause 52.216-2 & 52.216-4 will not be included in the contract. This is for a firm fixed priced contract for “prefabricated” relocatable structures.

6. Does the HVAC system need to be within the Dimensions made available?

a. Yes

7. Is the contractor responsible to run power to the structure disconnect switch outside of structure?

a. No, customer will provide power from main distribution panel to disconnect provided by the contractor in the SOW.

8. What is the amperage from the main distribution panel?

a. It will be a 300 AMP disconnect service panel that will be used to power 3 structures. A 3-phase power will be provided and able to step down to single phase if required.

9. What is the depth of the concrete?

a. The concrete can be anchored to and is 8” thick or greater, with the only rebar reinforcement will be slip dowels along all the cold joints.

10. How will the drainage from the slope next to structure be mitigated?

a. Any water runoff mitigation (V-ditch and/or erosion control) work will be done by troop labor if determined to be needed.

11. Can the solicitation be extend?

a. Yes, the solicitation will be extended until 25 July at 1200 MST

12. Is this Solicitation similar to other solicitations posted on SAM.GOV by our agency?

a. Yes, this structure is similar to other requirements with solicitation number W911YP22R0015 and W911YP22R0016 that have a similar size and scope.

13. We would like to verify the sizes and placements of the 3 structures as the information given at the time was contradictory and all over.

a. The intent is to get the largest structure possible within the given dimensions. A large HVAC that is inside the SOW dimensions would shorten the length of the building by however large the HVAC unit is. Placing the HVAC outside the building dimensions, to the west, is suggested.

14. With a false floor having to be built to level the structure, are there going to be ADA requirements? If so, would a ramp suffice and is it to be installed outside of the building or when entering the structure?

a. A false floor will not be acceptable for this requirement. The SOW expresses the “option pricing” flooring to be a rubber flooring or comparable equivalent unless it’s not feasible.

15. Is there a spec or submittal on the type of HVAC unit to be installed? Can a Spitless ducting system be installed and if so, does it need to cover only the indoor space or be sized up?

a. Different types of HVAC are acceptable as long as they are rated accordingly to the SOW min and max temperatures for inside the structure.
