Question and Answer Q: Please provide the month by month historical data for FY 2019 of boxed meals for each site.

A: Food Services stated they do not possess any data to differentiate whether a lunch meal was a boxed meal or served by a caterer/contractor. Historically, the majority of meals have been procured by individual units throughout the state using a Government Purchase Card (GPC) and this has been a decentralized process for the most part. New guidance is moving toward a contracting vehicle for providing IDT meals for service members during Annual Training/ IDT weekend drill. For lunch meals, there is an estimated 14K lunch meals served throughout the state per year, the bulk of the requirement would be along the Wasatch front (Provo, Salt Lake and Ogden areas). The majority of meals required will be lunch meals.

Q: Could you please tell me if the Combined Synopsis/Solicitation posted as solicitation number W911YP21R0002 will be a follow-on requirement to any work performed currently or in the past, or will this be a new requirement?

A: This is a follow-on requirement to services already performed. Catering services typically fall under the micro-purchase threshold.

Most recent contract for catered meals: W911YP-19-P-0019, FFP, Theophilus Government Solutions, 10 JUN – 18 JUL 2019.

Q:

1.Is there an incumbent on this requirement?
2.What was the incumbent price? Have the requirements changes at all?
3.Will the government please provide historical data or a forecast for headcount and spending?

Q: Can you provide an estimated number of meals you will be needing per day? Week? Year? Per location?

Answer to the above two questions:

1. Historically, the majority of meals have been procured by individual units throughout the state using a Government Purchase Card (GPC) and this has been a decentralized process for the most part. Meals are typically procured in the locality of the unit unless conducting training elsewhere in the state.

2. New guidance from National Guard Bureau is moving toward establishing contracting vehicles for providing IDT meals for service members during Annual Training/ IDT weekend drill/ mobilization.

3. For lunch meals, there is an estimated 14K lunch meals served throughout the state per year, the bulk of the requirement would be along the Wasatch front (Provo, Salt Lake and Ogden areas). The majority of meals required will be lunch meals during IDT training (drill), annual training or mobilization. Breakfast and dinner meals typically occur during mobilization or Annual Training.
