MEMORANDUM FOR Florida National Guard Counterdrug Program (FLNG-CDP) S4 (WO1 Kertrina Jones), Florida National Guard Counterdrug Program, 5629 State Road 16 West, Building 2003, Starke, FL 32091.
SUBJECT: Scope Of Work for the Florida National Guard Counterdrug School, Multijurisdictional Counterdrug Task Force Training Tactical Training Lab Camera System
1. Background: Florida National Guard Counterdrug Program (FLNG-CDP) Multijurisdictional Counterdrug Task Force Training (MCTFT) has identified the need for a camera system to be installed in the Tactical Training Lab (TTL). Over 5,000 students a year use the TTL located at MCTFT. Currently students and Instructors cannot review and analyze training iterations. This capability gap results in reduced training value and efficiency. To provide the best possible feedback for students attending training within the TTL, MCTFT requires an all-in-one, off-line, video feedback system. This system will allow students, team leaders, and instructors the ability to review training footage following live training iterations. The Northeast Counterdrug Training Center (NCTC) is another National Guard Counterdrug School (NGCS) that has implemented camera reviews into their training and student feedback has proven the system beneficial. Additionally, studies have shown there are many benefits to reviewing video footage of training; students are able to self-evaluate and identify strengths and weaknesses. Video review enhances the understanding of an individuals and teams’ performance, which leads to safer and more efficient execution of counternarcotic duties by our Law Enforcement Agency (LEA) partners.
2. Objective: The objective is to award a single contact to perform the services as described. A contract with a performance-based work statement is determined to be the most advantageous and appropriate for this type of project.
3. System Characteristics: MCTFT requires an all-in-one, off-network, video monitoring system which does not impede the use of the TTL grid and wall system. The system must provide an easy-to-use audio and video playback for after action reviews, and include a classroom AV setup for after action review execution. The system will not connect to any Department of Defense (DoD) information networks. This project includes the purchase, installation, and setup of a 26 camera, power over ethernet (PoE), network video recorder (NVR) system. The system must have the following capabilities: point to zoom (PTZ), 180-360 degree pan and tilt range, low-light to no-light capabilities, audio in, functional playback capabilities, live stream capabilities, and an easily controllable console. MCTFT requires the camera system to be connected to a dual display setup in the TTL classroom. MCTFT requires the dual display setup in the TTL classroom to consist of two 65” TVs mounted and evenly spaced apart for optimal viewing angles for all students following training. TVs must be mounted to the classroom wall with minimal exposed wiring. The TVs will mirror each other’s image of video playback and also have individual playback capabilities. The two systems must integrate seamlessly and not require any high-level technical expertise for use. The system must allow for expansion as needed in the future. Due to the existing wall grid system in the TTL, this is complex installation. Camera placement and wiring must not impede the function of the wall grid system. Specific camera placement is to be determined based on professional recommendation of the contractor, to allow for the most viewing coverage. Site visit is required prior to contract being awarded.
4. Site Visit: Due to the complex structure of the TTL grid system, vendors must conduct a site visit to fully understand this Scope of Work. 5. Personnel: The Contractor shall provide experienced personnel to perform the required services. Contractor personnel shall be fully trained, and able to perform required services and installation within the required existing footprint of the TTL.
6. Hours and Days of Operation: On-site installation shall be performed between the hours of 0800-1700, Monday through Friday, excluding federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.
7. Government Furnished Items and Services:
a. Services: MCTFT will provide the personnel to receive the training on how to operate the system once installed.
b. Facilities: MCTFT will provide the necessary workspace for the Contractor staff. Telephones, computers, and any other facility external equipment will not be provided.
c. Utilities: All utilities in the facility will be available for the Contractor’s use in performance of tasks outlined in this Scope of Work. The Contractor shall instruct employees in utilities conservation practices. The Contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount to accomplish cleaning vehicles and equipment.
d. Equipment: MCTFT will not provide any equipment to the Contractor.
e. Materials: MCTFT will not provide any materials to the Contractor.
8. Contractor Furnished Items and Responsibilities:
a. General: The Contractor shall furnish all supplies, equipment, and services required to perform work under this Scope of Work.
b. Materials: The Contractor shall provide all necessary materials to perform work as required in this Scope of Work.
c. Equipment: The Contractor shall provide all necessary equipment to perform work as required in this Scope of Work.
