4. Authority Cited: 41 U.S.C. 3304(a)(1). IAW FAR Subpart 6.302-1(a) (2) (ii), Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. This document constitutes Justification and Approval for Other Than Full and Open Competition for the sole source acquisition described herein, under the authority of FAR 6.302-1 (A)(2) It is executed on the behalf of 125FW.

5. Reason for Authority Cited: Per HHQ regulation, vault monitoring, access control and intrusion detection systems must be certified and approved. SAF/AQ/OL-B along with ACC/A8Z has vetted the Advantor system and determined it to be superior to the other commercial alarm systems. Additionally, per DoD regulations, access control must tie in and communicate with the Security Forces alarm monitoring desk. Currently, the125 FW Intrusion Detection System (IDS) is an Advantor system, which was purchased under a previous contract and spans the entirety of the base. As such, any security systems bought must tie into the Advantor system to properly communicate with the 125 SFS Base Defense Operation Center (BDOC). The system to be acquired will tie into the larger base IDS. It is likely that an award to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition as well as weaken the base IDS defense and increase our base vulnerability level.

6. Efforts to Obtain Competition and Market Research: Competition was not sought because the Advantor infrastructure is already installed throughout the 125 FW. The procurement will expand the existing Intrusion Detection System to other areas. Currently, Advantor is the only system approved for IDS use that is compatible with the existing 125 FW alarm system. Efforts to obtain competition were not sought as the systems expands on currently used systems.

J&A Control Number: 18-001

7. Any other facts supporting the Justification: The Advantor system is the preferred intrusion detection alarm system by NGB, SAF/AQ/OL-B and ACC/A8Z and the only alarm system that will communicate properly with existing 125FW alarm infrastructure. Converting existing 125FW alarm infrastructure, valued at greater than $700,000 would be cost prohibitive as it would require the removal of the entire existing system. Removal of over $700,000 dollars of existing functional equipment would create waste and redundant costs. Furthermore, it would create a greater security risk to the government as there would be a lapse in the existing intrusion security detection capability.

8. Market Research: Market research IAW (FAR Part 10) was conducted to identify all qualified sources. The market research was conducted within the previous 2 months and it was determined the existing system is not compatible with and other DOD/AFI approved systems. Advantor Systems software, documentation and updates used to communicate with the security system contains an End User License Agreement and it is considered intellectual property and proprietary to Advantor. The hardware components needed to expand the system must be manufactured by Advantor to ensure software system compatibility for proper functioning of the system. Furthermore, Advantor stated that other manufactured security components are not tested for compatibility with the existing Advantor system. Any extension with non-proprietary hardware could compromise the security of the entire system. Therefore no other security systems manufactured products can be used to expand the existing system.

9. Interested Sources: This contract will be a follow on contract to an existing security system which is proprietary to Advantor.

10. Other Facts: Advantor systems are designed and configured in accordance with customer requirements and technical compatibility constraints specific to the project.

a. Procurement history. Reasonable efforts were made to retrieve the file for Advantor’s original installation. The system has been in use for many years and the original contract file for installation was not found. However, a sole source contract W911YN-12-F-1042 was awarded citing FAR 11.105 -- Items Peculiar to One Manufacturer as basis to expand the system to meet a newly constructed building security requirements (procured under SAT) was found awarding a Sole Source contract to Advantor Systems.

b. Continued expansion of the system is needed to facilitate the installations security needs attributed to the 125th FW mission and facility growth. Intrusion Detection System expansion to the Airfield will require some IDS design and construction activities to include construction of a berm and horizontal directional hydro-boring to facilitate installation of a conduit underneath the existing concrete runway. This will be procured as a standalone firm fixed price contract.

c. The Justification and Approval will be posted in FBO IAW FAR 6.305 Availability of the Justification.
