W911YN-18-Q-0011
Q1: Will the government provide the computers / printers for the providers, Kiosks, Records recorder computer, and a computer for the IMR add on check station?
A1: If the government remains on the .mil policy, computers will be provided. None of the current contracts have requested that printers be provided; what would they be utilized for?
Q2: Is the contractor still responsible for MWDE entry and PHA move over to HRR since we can not obtain them onsite or is the customer now completing that?
A2: Yes, contractor is still responsible to meet the deliverables. MWDE, PHA, and HRR will be accessible on computers with proper access. If the .mil policy remains in effect, these will be government provided computers.
Q3: How many providers per soldier count does the customer feel is most efficient for the new system? We used to Matrix 50 per provider tops on the old system.
We anticipate with the new system 25 per provider. What does the customer require?
A3: Current contracts haven’t changed their provider count from the old to the new system. We do not anticipate that change will be needed for the providers.
(updated 2-28-18) The Government acknowledges the new DoD PHA requires additional efforts for records review prior to and during event, however, the Government will not advise on staffing levels. It is the contractor’s responsibility to adequately staff the event in order to meet all requirements (see Q10).
Q4: Are we required to scrub the charts since we can not get into MEDPROS on civilian computers? If we are not scrubbing, will the guard provide a scrubbed list at least 10 days prior to the event so that we can make sure we have time to send supplies and paperwork done?
A4: MEDPROS systems are currently online as long as they are assessed on a .mil domain. Coordination can be made with LTC Petrosky and SFC Spillman for access and computer assets prior to actual events in order to complete the scrubs. This could involve coming to Camp Blanding or other armory to have scrub completed.
Contractors key personnel will have to complete the following to get FLARNG network access: Key personnel means anyone who needs access to MODS applications to input data from the event.
1. Complete DD form 2875 to get access to the FLARNG network.
2. Complete Information Awareness (IA) training on https://ia.signal.army.mil/
3. Complete FLNG form 705 (acceptable use policy)
4. Submit all completed documentation to LTC Petrosky prior to event in order for accounts to be set up. This should be organized as soon as contract is awarded to ensure accounts are activated.
Q5: Will the 7 May Starke event will be in the same location as the 5-6 May Starke event?
A5: Anticipate two different buildings/locations at Camp Blanding. The buildings are within ¼ mile.
Q6: Will the state grant access to the DOEHRS-DR to meet this requirement?
A6: Yes, same process as previously. This is completed through OTSS representative LTC Petrosky.
Q7: Currently contractor provided automation cannot be used to assist the SM to complete their online PHA. If this access is not restored will the government waive this requirement?
A7: Correct. As of the date of the solicitation the Government will provide computers for SM’s to complete their online PHA. Soldier’s ePHAs have to be completed and signed by the end of the event. See previous A4 regarding furnishing of computer assets.
Q8: Will the FLARNG sponsor Common Access Cards to facilitate the requirements?
A8: Yes, the Government can sponsor CAC for individuals supporting the contract who need access to systems and programs requiring the credential. The individuals must have already gone through the NACI and FBI fingerprint in order to meet the timeline.
Q9: Are the requirements for the May 5-7 Camp Blanding event accurate?
A9: Yes. See also Question 5.
Q10: The new DOD PHA requires additional staff. Will the staffing levels in the proposals be evaluated or will the government simply award to the lowest price bidder?
A10: It is the contractor’s responsibility to adequately staff the event in order to meet all requirements. The Government will not evaluate staffing levels to make an award decision.
