SOLICITATION QUESTIONS AND ANSWERS

As of date of posting

Q1: As this is a new requirement, how long does the government estimate that each record review will take?

A1: The records reviewer is simply a person that reviews the PHA prior to the doc getting it for sign off, asks any pertinent questions and inputs answers into the system. The goal is to minimize time with the physicians. This essentially is a screener prior to seeing the physician.

Q2: What government systems must be accessed as part of the review?

A2: MEDPROS just like the MHA system now. The name may change to DoDPHA or may stay the same however, it will remain in the MEDPROS system.

Q3: Will the FLARNG grant access to qualified personnel?

A3: FLARNG will grant access once all certificates are provided. Keep in mind that at least in the beginning, you want to get your certificates in as soon as possible in order for us to get them in.

Q4. 5.2.3.a. The contractor shall conduct a pre-event scrub of the taskforce and HRR data to ensure deliverables are met and Soldiers receive the appropriate and required tests and exams. Will the customer consider saving costs by provided us with a list with full SSN so our team can quickly expedite the scrub using a HIPAA compliant secure system?

A4. We no longer provide full social rosters for events. All contracted events utilize the MEDPROS taskforce.

Q5. 3.4. Equipment: The Government shall not provide equipment. Any contractor equipment outside of government facilities (mobile equipment) shall have an external power source to run equipment in case utility tie in is not possible due to power overload or absence of hook ins to existing electrical system. – Our concern here is the hearing trailer. (Most hearing trailers do not have a generator due to the noise level of the generator) Is the customer stating we cannot plug the hearing trailer in their facility?

A5. The majority of armories have plug in's that can be utilized. If the equipment "overloads" or interferes with electric or services inside, the contractor will have a means of running the external facilities without utilizing armories. This is in there to ensure that if mobile equipment is used, it won't interfere with the entire event if there are issues with the electric.

Q6. Dental Treatment- Does the customer prefer dental treatment in a mobile trailer or in the armory?

A6. No preference. Therefore whatever meets the requirement at the lowest price should be utilized.

Q7. Vision – With the changes, we wanted to verify Is the contractor supplying an optometrist to complete a 771 at all events?

If so, how the scripts handled since we are not doing a complete comprehensive exam to include dilation with the scripts? Does the contractor supply to the unit a copy only or are we only supplying the Soldier with the Copy?

A7. There is a difference between comprehensive eye exams in the army and vision screenings. We conduct vision screenings. The exam can be accomplished with as little as a Snellen distance and near acuity charts, fit kits, and a phoropter. The 771s can be completed utilizing only these also. Some contractors, bring more than these and some only bring these items. These items meet the vision screening standards as outlined in AR 40-501, 40-63, and USAPHC TG 007, Vision Readiness Screening Guide.

Q8. 1.5.8.14. Records Reviewer (RR): reviews records and inputs information into the new DoDPHA system prior to Soldiers seeing a provider. Records Reviewers shall be familiar with the new system and data input.

Will FLARNG provide access to MHA for Provider Review and if needed CAC access?

A8. Essentially once training is completed and we have the certificates, FLARNG will grant access. This is not only for the Records reviewers but also all contracted providers and behavioral health that will be in the new DoDPHA system. FLARNG recommends that you get the training completed now so there won't be a delay once contacts are awarded. The new system comes online 1 January 2018.

CAC’s can be sponsored upon award of a contract for individuals requiring the credential to access a system of record.
