QUESTIIONS AND ANSEWRS AS OF 19 SEP 2017
Q1. Is there an incumbent to this contract?
A1. There is no current contract that supports this requirement.
Q2. If so, what was the previous contract award number, amount and incumbent name?
A2. NA
Q3. Are there current employees filling this position that might intend on remaining with a new contractor?
A3. NA
Q4. What are the WDOL classifications codes for all the positions?
Q4. See Wage Determination No.: Duval 2015-4539 Rev 3 dated 8/01/2017. The Wage Determination has been include in Amendment No. 0001.
Q5. If this solicitation will go on the Rates for Federal Hires, can you please provide the Current GS and Step? (GS-0018 - MEDICAL, Safety and Occupational Health Management Series; GS-11 through GS-12)
A5. GS-11, Step 1 - $28.85
Q6. Will the contract award decision be made by lowest price or technical capability?
A6. FAR 52.212-2 has been updated to reflect price and technical acceptability.
Q7. Section 1.4.2. states that the government maintains and alternate work schedule with every other Monday off. It then states that the contractor shall at all times maintain an adequate work force for the uninterrupted performance of all tasks within the PWS. Is it acceptable to conduct this on-site portion of this work during multiple five day visits when the full week can be utilized, to maximize travel efficiency and reduce government cost? For example, could the contractor perform one site visit during the first week of the month and a second during the third as long as the 90 day period of performance is met?
A7. Section 1.4.2. has been updated. There is no requirement for the contractor to work “full-time” at the facilities requiring the Job Hazard Analysis to be performed. It is up to the contractor to schedule with the Government Representative to gain access to the facilities in order to perform required work deemed appropriate by the contractor to fulfill the requirements of the PWS.
Q8. What type of access will the contractor have to the facilities? Since we do not currently have CAC cards, will an escort be needed access the gate and airfield operations or will we be able to gain access on our own and in our own vehicles?
A8. An escort will be provided by the Government to gain access to the facilities.
Q9. Section 1.4.5 identifies multiple required OSHA training courses. Will exemptions to these requirements be made for individuals with sufficient experience and alternative credentials? For example, I have not completed these courses, but I am a Graduate of the U.S. Army Combat Readiness Center Aviation Safety Officer Course, a Board Certified Industrial Hygienist and Certified Safety Profession with over 14 years of experience and graduate degrees in Safety Management and Public Health.
A9. Section 1.4.5. has been updated to require a minimum certification of a Certified Safety Professional.
Q10. May the Post Award meeting be conducted remotely to minimize travel costs or during an initial site-visit where JHA work will be conducted?
A10. Yes
Q11. Section 5.2. states that the contractor will create a detailed JHA for each shop that outlines a job description, task/equipment/material, detailed hazards and controls for each hazard. Is the expectation that these JHAs are conducted at the Shop, Job Description, or Task Level? Can an example be provided of the final format for the JHA from a previously conducted shop?
A11. A sample has been provide as Attachment A to the PWS. The JHA must include the references to regulations, policies, etc.
Q12. Can the government provide a list of buildings, shops, and job descriptions that will need to be surveyed? Also, does the government have a rough estimate of how many man-hours or days will be required to conduct on-site surveys based upon their experience with the facilities and supervisors (excluding off-site documentation and report writing)?
A12. See Appendix B Q13. Will points of contact be provided for each shop and is it reasonable to expect they will accommodate a schedule that is consecutive in nature (i.e. mon-fri of on-site weeks)?
A13. The contractor will be provided with all the necessary points of contact following award. The contractor will be allowed access as stated in Section 1.4.2. of the PWS.
Q14. Will the out brief be provided at the end of on-site activities or following final deliverable (i.e. JHA) completion? If at the end of deliverable completion is a remote teleconference acceptable to minimize cost to the government?
A14. The out brief can be conducted remotely via teleconference at the conclusion of final delivery of the JHA.
