About this file

This is an amendment (0002) to solicitation W911XK25QA005 for lead paint removal at Sault St. Marie, issued by the USACE Detroit District on February 19, 2025. The amendment addresses questions received February 10-11, 2025 and provides government responses regarding technical requirements and project specifications.

Key details clarified include: work area experiences wind gusts up to 30+ MPH; no scaffolding required; no daily progress documentation needed; air samples should be analyzed by certified lab with 10-day turnaround acceptable; initial screening for Cadmium and Chromium recommended; waste can be stored onsite for up to 14 days if actively working; no painting required after abatement; exterior-only paint removal needed; work hours are 0700-1700; and in-house air supply will be provided at 120 LBS (55 CMF @90 psi). The work involves three areas: 19 South MacArthur Chamber buttons, 32 North Poe Chamber buttons, and 38 buttons around the boat basin. Single mobilization is possible to complete all work. Contractors must submit separate invoices for Power Plant doors and lock buttons upon full completion of all work.

REQUEST FOR INFORMATION:

1. Will work be taking place in a high-wind area?

For the buttons, the area is subject to moderate to high winds. Wind GOVERNMENT RESPONSE:

gusts up to 30+ MPH are not uncommon.

2. Will scaffolding be required for work?

No scaffolding is required.GOVERNMENT RESPONSE:

3. Will progress documentation and observation notes be submitted daily?

No.GOVERNMENT RESPONSE:

4. Will the abatement item clearance inspection report also require concurrence from USACE inspector?

No.GOVERNMENT RESPONSE:

5. Task 1 states that the perimeter and personal air-monitoring samples will be analyzed on-site utilizing NIOSH 7300 method. An off-site AIHA LAP or NVLAP accredited laboratory typically performs analysis of personal and perimeter air samples, please consider revising the on-site to off-site analyses.

The Government is fine with what meets the EM-385. Personal and GOVERNMENT RESPONSE:

area air samples should go through a certified lab. There should be a way to screen onsite to ensure controls are working to not let contaminants out of the designated work area, especially with the 10-day turnaround on sample results.

6. Part 603 is clear on the number of samples for personal air monitoring based on task and crew size, however perimeter sampling for adjacent site workers and evaluation of work are controls is subjective.

Does USACE anticipate requiring one upwind and one downwind sample per day for outdoor and indoor work activities?

No.GOVERNMENT RESPONSE:

7. Standard turnaround for air samples analyzed for NIOSH 7300 is 10 working days. To estimate a cost for analytical charges will the standard turnaround time of 10-days be sufficient for the project?

Yes.GOVERNMENT RESPONSE:

8. Samples will be analyzed using NIOSH 7300. Will metals other than Lead be requested for evaluation? In our experience, [OTHER TOXIC METALS] that are subject to EM-385 and OSHA regulations have also been found in the bollard paint. We suggest inclusion of these in analytical analysis.

An initial screening for contaminants such as Cadmium and Chromium GOVERNMENT RESPONSE:

would be a best practice.

9. In accordance with EM-385 and Part 603:Lead in Construction, the contractor will be required to wear

W911XK25QA0050002

Full-face APR with p-100 filters, disposable suits, and protective gloves, change areas, hand-washing facilities, and submittal of biological monitoring data (blood lead levels) at a minimum until air sampling allows for the development of an exposure assessment and PPE may be downgraded at that time if appropriate. Is this how you would expect the contractor to develop their SHP - APP - and Work Instructions for this scope of work?

Yes.GOVERNMENT RESPONSE:

10. Will waste need to be sent to an appropriate/approved waste disposal facility after each mobilization, or can the waste be accumulated and shipped when all abatement is completed?

a. If it can wait, where will the waste containers be stored on site?

Waste can be stored onsite, if needed and if stored appropriately. GOVERNMENT RESPONSE:

Storage will be done on site for up to 14 days if work is not being actively accomplished. If the contractor takes a break between phases longer than 14 days, they will be required to dispose of material, and it will not be stored onsite. Material will be stored on site as long as the contractor is actively working on site. The exact onsite location of storage will be coordinated once we have a start date.

11. Is there any painting or surface prep required for the bollards once the abatement is completed? Our experience is that these items will immediately start to surface rust once abatement is completed.

No painting will be required.GOVERNMENT RESPONSE:

12. Task 3 appropriately specifies waste characterization, landfill approval, and manifests for waste shipment. Will copies of weight tickets for each shipment also be required to ensure the landfill's receipt of waste?

Yes.GOVERNMENT RESPONSE:

13. Additional Information/Notes (pg 4/20) shows two tasks for pricing but has three tasks identified in the body of the document.

Pricing was set up for two tasks for Government accounting purposes GOVERNMENT RESPONSE:

only.

14. Period of Performance (pg 5/20) states that "The contractor shall invoice services provided at completion". For clarity, is the intent meant to be at the end of each phase of operations since there is no definite schedule for when operations may occur or what the time will be between phases.

There will be an invoice submitted for services at the Power Plant GOVERNMENT RESPONSE:

(abatement of the doors) as well as an invoice submitted for the services at the locks (abatement of the buttons). Invoices will be submitted once ALL work is complete.

15. Task 2 (pg 6/20) references "Several Mobilizations", should we assume that each area will be a separate mobilization?

a. 19 South MacArthur Chamber buttons

b. 32 North Poe Chamber buttons

c. 38 buttons around the boat basin

The mobilization question is a matter of opinion. The work areas are on GOVERNMENT RESPONSE:

separate areas of the facility but a single mobilization to the site could be made to complete all work.

16. Task 2 (pg 6/20) states that USACE will provide in-house air supply. Please clarify volume/psi of air supply and access points to the designated abatement areas.

We will provide air at the work site areas at 120 LBS. The system is GOVERNMENT RESPONSE:

rated at 55 CMF @90 psi.

17. Task 3 (pg 6/20) states that all paint is to be removed from metal surfaces, is there any paint on the walls surrounding the door that will require abatement?

No.GOVERNMENT RESPONSE:

18. Task 3 (pg 6/20) states that all paint is to be removed from metal surfaces, does this mean both sides of the door or just the exterior?

Just the exterior.GOVERNMENT RESPONSE:

19. Site Access (pg 6/20) does not state times for the bollards would be available daily for operations.

The bollards are available from 0700-1700.GOVERNMENT RESPONSE:

20. Task 2/3: Will waste need to be sent to a TSDF after each mobilization, or can the waste be commingled and shipped when all abatement is completed?

a. If it can wait, where will the waste containers be stored on site?

Yes, if needed and if stored appropriately. Storage will be done on site GOVERNMENT RESPONSE:

for up to 14 days if work is not being actively accomplished. If the contractor takes a break between phases longer than 14 days, they will be required to dispose of material, and it will not be stored onsite.

Material will be stored on site as long as the contractor is actively working on site. The exact onsite location of storage will be coordinated once we have a start date.

21. Task 2: Is there any painting required for the bollards once the abatement is completed? Our experience is that these items will immediately start to corrode.

No painting is required; they will be painted by in-house staff.GOVERNMENT RESPONSE:
