1. LOCATION:

Detroit Area Office Facilities located at Historic Fort Wayne. 6309 W. Jefferson, Detroit, MI 48209.

2. DESCRIPTION OF WORK:

The work area for this contract is behind building No. 404. All material in the pile; concrete, asphalt (bituminous pavement pieces) and dirt shall be removed from Detroit Area Office facility. This project consists of providing all labor, equipment, and materials for:

Provide dump trucks to haul away the debris pile: The work consists of trucking the pile of debris on government property offsite, to a disposal of the Contractor’s choosing. The Corps of Engineers will provide an excavator with an Operator to load the Contractor’s trucks. Jefferson Street is the entry to the government property where the pile is located. Contractor may use either the front entrance of Historical Fort Wayne or the easement service drive along the adjacent property. Both entrances allow for a width of twelve (12) feet to clear the security booth and metal fence. No damage to curb and gutter nor fence shall be allowed. If damage occurs to entry gate or roadway it is the responsibility of the Contractor to replace damaged items back to their original condition. All vehicles transporting debris material must be legal on the road following Michigan DOT guidelines as: coved load and adhering to weight restrictions. All vehicles on government property must have back-up alarms as a safety requirement. Government shall furnish the heavy equipment with operators to load the contracted vehicles. Prior to hauling the material offsite, the Contractor must notify the Government a few days before scheduling their trucks to coordinate excavating pile with their trucking hauling. The responsibility of the destination of the disposal of the debris pile is the Contractor’s. Lab work on the debris pile characteristics have been taken and is available on request. This waste is subject to corrective action under USEPA 40CFR280.

Cleanup of the project site where the debris pile was placed is required: The work consists of removing the debris pile to the existing grade or the asphalt pavement beneath the pile. Only the debris pile is to be removed and no other area surrounding the pile. The quantity of material may be more or less than the estimated quantity of 4,000 cubic yards. There is no variations of estimated quantity granted. It is suggested that scheduling a site visit ensures the Contractor with the amount and type of debris to be removed.

These sections describe the method of required work for the removing the debris waste pile from USACE property:

Concrete Removal: Remove all the pieces of concrete including parking blocks. There are some concrete pieces with metal reinforcement attached to the concrete; that must be removed.

Asphalt Removal: Broken pieces of bituminous are in the debris pile and must be removed. There is an asphalt pavement beneath the pile in disrepair; if excavated this pavement shall be removed as well. The contract requirement is to remove all evidence of debris removed from the site.

Miscellaneous debris: Stones and dirt make-up a large portion of the debris pile. The following are items in the pile that must be removed: Fence posts encased in concrete footings; Grass growing on the pile;

Chain-link cyclone fence pieces that are attached to fence posts, not sheets of chain-link fence; must be removed. There are no steel cables in the pile. There are no appliances or machinery in the pile. If an item in the pile is questioned, a USACE representative will note the item and discuss it with the Contracting Officer; to determine if the item conforms to the materials described in the contract. The item must fall into the categories discussed in this document, otherwise the Contractor is not liable to remove it. Only inert material and items mentioned are to be removed.

Vegetation: Vegetation consists of trees, brush, and growing grass. All roots, trees and vegetation in the pile must be removed.
