Within the above Section, add the following paragraph under SD-01 - Preconstruction Submittals:
“Fendering and Hardware; G-EOU
With regards to the proposed fendering and associated hardware to be supplied for the subject project, submit copies of the Manufacturer's specifications which demonstrate that the selected products chosen will meet the requirements as specified in the Project Drawings.”
2. Specification Section 05 41 10 - METAL SHEET PILING
Section 2.1 – PRODUCTS
Within the above Section, add the following new Subsection:
“2.1.3 Fendering and Hardware
The Contractor shall supply all required fendering including all associated fendering hardware (i.e., chaining, pad eyes, clevises, etc.) as noted on the Project Plans. All costs associated with the installation of the approved fendering products (including any coordination efforts required to facilitate its installation) shall be included in the contract price. The fendering system to be installed by the Contractor, shall be a complete system and be suitable for immediate use by the Government.
Prior to purchase, as part of the submission process, appropriate product submittal sheets/information shall be submitted to the Government for review and approval.
Fendering and Hardware products cannot be procured by the Contractor without written Government approval.”
3. Specification Section 31 23 00.00 20 – EXCAVATIONS AND BACKFILLS
Delete Subsection 3.2.1.1 – SIEVE ANALYSIS Add the following revised new Subsection 3.2.1.1 – SIEVE ANALYSIS
“The Contractor shall conduct gradation tests on delivered fill materials to ascertain that all materials comply with specified gradation limits. A copy of these records and any test results, as well as the records of corrective action taken, shall be furnished to the Government as directed by the Contracting Officer. Gradation analyses shall consist essentially of weighing, measuring, screening, and sieving the materials. The Contractor shall supply all necessary equipment and personnel to conduct gradation tests.
Sampling and testing schedules and locations shall be coordinated with the Contracting Officer's Representative prior to fill placement. The Contracting Officer reserves the right to adjust the frequency of testing, to specify the location from which a sample shall be obtained, and to specify whether a test will be conducted upon in-place or in-transit materials at no additional cost.
Note: Hydrometer analyses will not be required.

It is expected that the sampling and testing be spread out throughout the length of the project and/or be performed as required when the characteristics of the material being delivered to the site appears to be materially different in appearance, texture or gradation.”

Within the above Section, delete paragraph 3.2B Add the following revised new paragraph 3.2B
“B. Drill holes for the micropiles at the locations indicated on the plans (and as shown on the Contractor’s approved shop drawings and shall be formed to a minimum diameter of
10.75 inches prior to grouting. Contractor shall be prepared to be able to penetrate unforeseen obstructions that cannot be practically removed from the surface. Note that removal of obstructions is likely not feasible due to site restrictions. Such obstructions may include, buried timber, tierods, buried concrete structures or existing rip rap and boulders, etc.”

RFIs for Duluth Vessel Yard Repairs -W911XK-20-B-0017
1. There is information in this solicitation for divers. Do you know what diving work would be needed on this project?
Government Response: The Contractor is responsible for accomplishing all Work as outlined in the project Plans and Specifications. Therefore, the Contractor is responsible for determining those means and methods including whether diving is required for completion of any aspect of the proposed Work.
2. Please provide elevations of new required construction gravel surfacing shown on C-102 so that offerors can evaluate the slope from the existing 1-story masonry building masonry warehouse to the step in the new pier cap.
Government Response: The new surface shall match existing, fixed, site grades as dictated by the existing site conditions at the time of construction and provide positive drainage away from these existing improvements towards the drainage outlets to be constructed in the proposed new concrete cap.
3. Please clarify if the pier cap shown on E1/C-301 is to have the same details as shown on F7/C-501.
Government Response: Correct - the general intent of the pier caps shown in both details noted above is the same. See D1/C-503 as well.
4. In trying to figure out the number of micropiles on the project, I used plan A1 on sheet C-501. In a 24 ft section, there are 10 micropiles. Total base bid wall length of 525 ft means there are about 218 micropiles.
If I take the total base bid first plus over quantity of 4250 lineal feet, divided by 218, that’s 19.5 ft per pile.
The pile schedule on sheet C-501 says they range from 40 to 60 ft, so something is wrong with the plans or my interpretation of them.
Government Response: Please refer to amended Bid Schedule and Project Plans.
5. On sheet C-101, option 1 says it is “58 LF OF CAP/SSP PLUS 25 FT SSP RETURN”. It should read 83 ft plus the 25 ft return. The 25 ft of south wall around the corner is not included in the 58 ft.
Government Response: Correct - The SSP length of Option 1 is approximately 83 LF not including the return.
6. Fill stone spec section 31 23 00 paragraph 3.2.1.1 states that 10 gradations will be required on the fill stone, and 5 on the topping stone. Those are very high numbers of tests for the small quantity of stone on this project. That amounts to 1 test per 20 truckloads on the fill stone, and 1 test per 5 truckloads on the topping stone. It will be difficult to keep trucks moving at this frequency, especially if samples must be tested at a validated lab, and this disruption will likely delay the project. Please consider fewer tests.
Government Response: Understood. The number of gradation tests will be reduced from 10 to 5 tests. Please refer to amended Project Specifications section 31 23 00 .
7. 05 41 10 paragraph 2.4 sheet pile coating states “THE COATING SHALL BE APPLIED TO THE SAME SIDE AND EACH END OF EACH SEPARATE SHEET”. Does “each end” mean each interlock? So the sheets must be coated as singles?
Government Response: Correct. The steel SSP must be coated as singles.
8. For this project, if option 1 and/or option 2 are accepted, with the completion dates be extended accordingly?
Government Response: No. The completion dates will not be extended if one or both Options are accepted. FAR 52.211-10 Alt 1 identifies the completion date(s) which remains the same if any options are awarded.
9. Reference Micropile Spec 31 63 33.00 Section 3.2 B - This section indicates a minimum diameter pile if 14” before grouting. Plans indicate 10.75” diameter casing which would mean the shaft drill diameter would be 10.75” diameter. Is the 14” dia note a typo?
Government Response: Correct. The number is a typo and should be 10.75”. Please refer to amended Project Specifications section 31 63 33.
10. Reference Drawing CD102 – there is a note near the South Property Boundary and the existing SSP wall that indicates existing concrete “to be removed”. Please indicate removal limits. Or is this a typo?
Government Response: Correct. The note is a typo. Please refer to amended Project Plan Drawing CD102.
11. Reference Drawing RR101 – The current access shown is limited to 12ft wide between the existing buildings. Will it be acceptable for the contractor to utilize the existing site gate on Minnesota Ave & 9th St. and the concrete area from that gate to the work area provided the contractor takes responsibility for any damages to concrete?
Government Response: The contractor should not assume the gate can be used for access.
12. Please provide information regarding the USACE requirements of what is mandated for the (small business requirements for the percentage of work to be self-performed) on this particular project.
Government Response: FAR 52.219-14 (Dev) Limitations on Subcontracting identifies the percent of work to be self-performed.
13. Please provide information regarding the USACE requirements of what if any liquidated damages will be assessed to the contractor, if options 1 and/or 2 are exercised by the Govt, for any work performed after 10.31.21? With the understanding that the entire project would be complete by 8.15.22
Government Response: FAR 52.211—12 Liquidated Damages Construction identifies the amount, which is the same for both the Interim and final completion dates, if the contractor fails to meet completion dates.
14. Are there any loading restrictions for the existing South Pier?
Government Response: Refer to Note 5 on Sheet GI001 of the Project Plans.
15. Specification section 02 41 00 states that temporary support/bracing of the newly placed SSP will be required to temporarily support the SSP as to maintain its stability and verticality and to prevent undesirable deflections of the SSP during performance of ongoing work, as well as to resist surcharges during the period prior to the installation and final lock off of the SSP anchorages. Is the contractor required to provide a plan stamped by a professional engineer for this item?
Government Response: No, a stamped plan is not required. However, do note that the Contractor is fully responsible for the completion and execution of any/all temporary shoring deemed required to complete the work per the Project Plans and Specifications.
16. Please confirm that SSP piles are to be driven to the toe elevations shown (-40 LWD)in the plan and not to a specified bearing?
Government Response: Correct, the SSP is to be driven to a design toe elevation only and not to a specified bearing. Please refer to amended Project Plans clarifying the design toe elevation.
17. No connection detail between the existing 2.5” wrought iron pipe and the required extension is provided on plan sheet C-301. Please provide this connection detail.
Government Response: There is no connection to be performed. Refer to Sheet C-507 for further information regarding the required Work for the existing Gage House. Please refer to amended Project Plans Sheet C-301.
18. There is no mention of the ladders shown on plan sheet C-506 in the bid items or price and payment procedures specifications section 01 22 00.00 10. Are these items to be considered incidental to another bid item?
Government Response: Notes regarding ladder requirements is shown on Sheet C-102 and C-103 of the Project Plans. The cost for ladder supply and installation is covered in the line item "Steel Sheet Pile".
19. Since the SSP tip elevation is -40 LWD, that requires a 45’-3” sheet in place. Can the required tip elevation be raised by 18 inches? That would allow 44 ft sheets in place, which would allow purchasing of 45 ft sheets from stock. Current mill rolling is late June or early July. To then get them coated and delivered before August is unlikely, and then accomplish all required elements this season even more unlikely. Stock sheets would really accelerate the schedule. Otherwise the only option is to purchase 50 ft stock sheets at considerable extra cost to the government.
Government Response: The SSP is to be driven to the design toe elevation shown on the Project Plans. Please refere to amended Project Plans clarifying the design toe elevation previously referenced in Item 16 (above) and mentioned in Item 19 (herein).
20. Please clarify the bid schedule for items 0006AA & 0006BB. It is noted that offerors are to price the first 2500 Lf of drilled in place piles and offerors are also supposed to provide pricing for drilled in place piles over 1750 LF per 0006BB. Please provide further clarification what the intent is on these.
Government Response: Due to the large quantity of micropiles on the subject Project, the intent of 6BB is for pricing for any potential project cost savings. Please refere to amended to the Bid Schedule.
21. Can you please clarify the extent and size of the required fendering shown on sheet C-504 detail A1? What shape and diameter?
Government Response: Please refer to amended sheet C-504.

The following have been modified:
BLOCK 10 CONTINUATION
Work consists of mobilizing to the site in Duluth-Superior Harbor, MN-WN and repairs to the Duluth Vessel Yard Piers. The total length of repairs is approximately 600 linear feet including options. The proposed project primarily consists of installing steel sheet pile (SSP) around the outside face of the existing south pier to encapsulate the existing pier.
Please note, page numbering in this document has been altered due to the inclusion of attachments.
All days are to be considered calendar days unless otherwise noted.
