About this file
This document provides a summary of a pre-bid teleconference discussion and details for a federal contract opportunity for maintenance dredging services. The pre-bid teleconference summary clarifies that all material, including native clay, must be removed from the dredging prism as required by the solicitation. Estimated percentages of stiff clay in the dredging areas are provided based on material not removed by previous contractors, but no detailed boring data or soil classifications are available. Questions from contractors confirmed that a prior project was unable to efficiently remove clay using an environmental bucket. Placement of dredged material is allowed at the Cat Island Dredge Material Placement Facility with no special restrictions for clay.
The related federal contract opportunity is a solicitation from the U.S. Army Corps of Engineers Detroit District seeking contractors to perform maintenance dredging of the Green Bay Harbor. The work includes dredging approximately 200,000 cubic yards of material and placing it in the Cat Island facility. The estimated value is between $1-5 million. The solicitation is set aside 100% for small businesses and issued as a firm-fixed price contract. The NAICS code is 237990 and size standard is $30 million in average annual receipts.

SUMMARY OF PRE-BID TELECONFERENCE HELD 24-MARCH-2020
The purpose of the teleconference was to clarify expectations for removal of native clay material that is expected to be encountered in the required dredging prism. Previous Contracts of similar scope identified material required for removal and native material was included as an exception if it could efficiently be removed with the plant specified in the accepted bid. This exception has been removed from solicitation W911XK20B0002 and it is a Contract requirement to remove native material. The native material in the required prism was not fully removed to authorized project depth when the channel was originally constructed due to the limited capabilities of dredging equipment available at that time. The specifications define native material in SECTION 35 20 23 paragraph 1.4 CHARACTER OF MATERIALS as consisting primarily of stiff clay. USACE does not have sufficient boring data to identify where the clay is located within the dredge areas or to provide a soil classification for the stiff clay material. Instead, estimated percentages of stiff clay in the required dredging prism and the allowable overdepth prism are provided in SECTION 01 22 00.00 10 paragraph 1.3.2.1 Payment. It was not mentioned during the teleconference, but the estimated percentages were based on the quantity of material that was not removed from the required and overdepth prisms on previous projects.
Paraphrased summaries of questions that were asked by Contractors and the responses given during the call are as follows:
Question 1. (Tom Drager, Roen Salvage) Being that USACE is unable to provide boring data for the clay material, can they give a description of the equipment used on prior projects that had difficulty removing the material?
Response 1. (Eric Malburg, USACE) The equipment that was not able to efficiently remove the clay was a crane barge with an environmental bucket.
Question 2. (Tom Drager, Roen Salvage) Are there any placement restrictions or requirements to keep the clay material separated in the placement area?
Response 2. (Eric Malburg, USACE) The Cat Island Dredge Material Placement Facility East Cell is available to the Contractor. The requirements for using the facility are applicable to all dredged material and there are no placement restrictions that apply solely to the clay material.
