SCOPE OF WORK
A. General
1. The Contractor shall furnish, mobilize, assemble, support, disassemble, and demobilize one (1) cranebarge (also commonly known as a “crane barge”, “floating plant”, or “marine plant”) with an onboard lattice boom crane to the U.S. Army Corps of Engineers (USACE) for the Government’s use in the installation and removal of bulkhead sections (stoplogs) that will provide water-tight isolation to navigation locks for the Government’s dewatering and maintenance operations during the 2018-2019 winter season. The cranebarge shall be fully equipped, operable, and capable of meeting all requirements that are specifically identified herein and as incidental and necessary for a fully functioning unit.
2. The cranebarge shall be delivered to the Government at Sault Ste. Marie, Michigan in December, 2018, and shall remain at the Soo Locks facility through April 2019, after which time the Contractor shall demobilize the cranebarge from the Government facility. Government personnel will possess the equipment, maneuver the barge, and operate the crane during the Government’s dewatering activities on the MacArthur Lock and on the Poe Lock, which are managed by USACE. Specific requirements are as follows.
B. Requirements
1. The contractor shall provide a fully serviceable cranebarge with a lattice boom lift crane on the bow or stern. Regardless of crane position on the barge, herein crane slew angle will be referenced as: 1. 0º (over the front) shall indicate the boom being out over the water off the shortest end of the barge based on crane positioning; 2. 180º (over the rear) shall indicate the boom being out over the barge beck off the longest end of the barge based on crane positioning; 3. 90º (over the side, port) shall indicate the boom being out over the water off the left side from the crane operators perspective sitting in the cab with the crane positioned at 0º as described above; 4. 270º (over the side, starboard) shall indicate the boom being out over the water off the right side from the crane operators perspective sitting in the cab with the crane positioned at 0º as described above. The cranebarge shall have a Naval Architectural Analysis as detailed below, shall not exceed 60 feet in width, and shall be outfitted with no less than a 150-US-ton crane.
2. The cranebarge shall be able to install and remove six (6) MacArthur Lock dewatering bulkheads
(stoplogs). Installation is anticipated to be during the period of December 17-21 and removal during the period of April 15-19. The operational periods for installation and removal shall be up to three (3), 12-hour days in each case.
a. MacArthur stoplogs are 87 feet-1 inch long x 6 feet-2inches x 6 feet tall and weigh 60,000 pounds each. The rigging below the hook will weigh less than 7,500 pounds.
b. The height of rigging below the hook to the stoplog lifting lugs shall be approximately 27 feet and the pier cap will be 4 feet above the surface of the river
c. The cranebarge shall be capable of picking MacArthur stoplogs from a pier in the 90º quadrant. The stoplog lifting lugs may be up to 14 feet back from the pier face. Up to 10 inches of timber fender on the pier face shall also need to be accounted for. MacArthur Stoplogs may be stacked up to two (2) high.
d. After picking up each stoplog, the cranebarge shall be able to swing the load to 0º for travel of up to
400 feet for placements.
e. Removal of stoplogs shall be in the reverse order with stoplogs being placed back on the pier after removal.
3. The cranebarge shall be able to install and remove eight (8) Poe Lock dewatering bulkheads (stoplogs).
Installation is anticipated to be during the period of January 16-20 and removal during the period of March 17-23. The operational periods for installation and removal shall be up to three (3), 12-hour days in each case.
a. Poe stoplogs are 117 feet-4.5 inches long x 9 feet-1 inch wide x 4 feet-9 inches tall and weigh 99,000 pounds each. The rigging below the hook will weigh less than 9,500 pounds.
b. The contractor shall assume the height of rigging below the hook to the stoplog lifting lugs to be 32 feet and the material barges to have a freeboard of 4 feet when loaded with stoplogs. Four (4) stoplogs will be on the deck of each material barge.
c. The marine plant shall be capable of picking Poe stoplogs from material barges in either the 90º or 270º quadrant. The stoplog lifting lugs may be up to 13 feet in from the material barge edge and stoplogs will be stacked two (2) high.
d. After picking up each stoplog, the marine plant shall be able to swing the load to 0º for placements.
e. The material barges will be slid back and forth along the slide of the marine plant to allow picking over the side and placement over the front so as to minimize the crane operating radius and prevent the bow of material barges from protruding into the placement area while at the 0º slew angle.
f. Removal of stoplogs shall be in the reverse order with stoplogs being placed back on the material barges after removal.
4. The cranebarge shall be capable of use around plate ice typically found in the northern Great Lakes region.
The Government will only move the floating plant within the limitations of the Soo Locks facility. The western limitations are defined as a line drawn from Southwest Pier to Northwest Pier and the eastern limits are defined as a line drawn from Southeast Pier to Northeast Pier. Ice breaking and movement from USCG as well as USACE tugs will facilitate the movements of the cranebarge within those bounds.
5. The contractor will be responsible for all maintenance and repair as necessary to maintain crane and barge operability under the conditions and use described herein, mobilization to the Soo Locks, ballasting, setup, takedown, reconfiguration, test lifts, winterization, and demobilization at the end of the rental period.
C. Delivery and Return
1. Delivery of fully erected and functioning marine plant shall be made no later than December 14, 2018 to the U.S. Slip at the St Mary’s Falls Canal in Sault Sainte Marie, Michigan. Early deliveries are acceptable, and the Government will make provisions for early mooring. Delivery and/or erection vessel mooring accommodations for up to three (3) days may be arranged with the Project Manager after award.
2. When not in operation, the Government will keep the cranebarge in a moored, standby state through April
30, 2019, at which date the Contractor shall be responsible for disassembly and demobilization of the cranebarge and all contractor-associated materials, waste, and equipment from the Soo Locks facility.
3. The Contractor and the Government shall conduct a joint inspection when the cranebarge is delivered and again at removal to document the state of the barge and equipment. The Contractor may also arrange for independent surveys as appropriate within the operational and security constraints of the Soo Locks facility.
The purpose of such surveys shall be to document any wear and damage prior to and after the Government’s use and possession of the cranebarge. The Government shall not be liable for any wear on the cranebarge that results from normal mooring, maneuvering, and use of the plant. The Contractor must document any perceived excessive wear or damage and bring it to the Contracting Officer’s attention immediately for consideration in accordance with the contract terms and clauses. No additional costs shall be paid for normal and standard wear on the floating plant and equipment that is associated with responsible use and possession as described herein.
D. Government Responsibilities
1. The Government shall provide all movement of the marine plant around the Soo Locks complex. This will accomplished using an appropriate number of deckhands and deck equipment operators for properly moving a marine plant around the facility. The contractor will only be responsible for transportation to and from the Soo Locks during mobilization and demobilization.
2. The Government shall provide all rigging below the crane’s load block hook. The Government will utilize a Modulift MOD250/250 modular spreader beam for lifting stoplogs.
3. The Government shall provide riggers, signalpersons, and crane operators certified by the National
Commission for the Certification of Crane Operators (NCCCO) for stoplog placement and removal. This will include USACE divers for underwater rigging activities.
4. The Government shall provide electrical power for mooring. The contractor should plan for 30 amperes of three phase 480 volt power. More may be available but cannot be guaranteed, depending on mooring locations. The contractor shall provide a serviceable female receptacle or plug that mates to the shore power cable on the marine plant. USACE electricians will provide proper wiring to include phase rotation checks for connection to USACE shore power stands.
5. The Government shall provide access for small crews from the Contractor to check on the moored status of the marine plant periodically or to perform minor off season maintenance and repairs. All crew members requiring access shall meet the site security requirements and shall abide by EM 385-1-1 and OSHA safety requirements.
6. The Government shall provide no less than twelve (12) hours’ notice to the Contractor prior to the intent of placing the marine plant into an operational mode.
E. On-Site Government Points of Contact
