BASIS OF AWARD
In accordance with Clause 52.217-3 Evaluation Exclusive of Options, proposals will be evaluated based on the total price for all non-option work items as described in the Scope of Work. Proposals will be evaluated based on the total cost to the Government, which includes the pricing entered in the Price Breakout Schedules plus the total round trip travel costs incurred by the Government. See the Scope of Work, Part SP-2.1 for the current vessel location and the mileage cost per nautical mile that will be used to evaluate cost to the Government. The Government intends to award a contract, without discussions, to the responsive, responsible contractor whose proposal provides the lowest reasonable, realistic total price for the non-option work items plus travel costs.
The Government may award a contract to someone other than the low-price offeror if the proposal prices are not realistic, reasonable, and balanced, or if the offeror is not determined to be capable, responsible, and responsive to the requirements identified herein.
