INSTRUCTION TO OFFERORS

An offeror may also complete the certifications at https://www.sam.gov in lieu of completing the representations and certifications in this solicitation provided that all the FAR and DFARS certifications contained in the solicitation have been completed on line.
3. All offerors shall be registered at https://www.sam.gov with the NAICS code that is shown on the front page of the SF1449 in Block 10 prior to submission of the quote.
4. Remember to sign the 1449 before submitting your proposal.

SCOPE OF WORK
This scope of work specifies software products necessary for programming Computer Numerical Control machinery for production of replacement components for the Poe and Macarthur Locks.
Products shall be delivered and installed at 119 E Portage Street, Sault Ste Marie MI, 49783, Monday through Friday between the hours of 7:00 AM and 3:30 PM, excluding Federal Holidays.
PRODUCTS:
The following software products or equal are required:
Mastercam Mill X9 3D+: Software shall be based on the Parasolid kernel, and shall not be a standalone product.
Software shall include 3D drafting capability allowing wireframe, surface, and solids modeling. Software shall include translation capability for the following file formats: IGES, STEP, Parasolid, DWG, DXF, ACIS, Solidworks, SolidEdge, and STL. Software shall include mill programming capability for 2D, 2.5D and 3D machining. Software shall identify and program prismatic holes, pockets and contours. Software shall allow user to define tool approach direction, start and end points, and entry method. Software shall automatically track removed and remaining material and allow features within remaining material to be machined to final profile. Software shall be capable of generating single toolpath programming for freeform 3D surfaces. Mill path generation shall include canned cycle functionality. Software shall be capable of programming multiple nested parts within user defined stock material borders. Software shall include numerical control path verification and visualization. Software shall include standard tooling, tool holding, and material libraries, and allow for user modification and definition.
Software shall include native post processing capability compatible with a Haas VF-9 VMC.

Lathe tool path generation shall include nesting and canned cycle functionality, including threading, roughing, grooving, finishing, and milling functions. Software shall include numerical control path verification and visualization. Software shall include standard tooling, tool holding, and material libraries, and allow for user modification and definition. Software shall automatically track removed and remaining material and allow features within remaining material to be machined to final profile. Software shall include collision and gouge checking capabilities with ability to detect undesired interference between tool, part, chuck, tailstock, or steady rest. Software shall include native post processing capability compatible with a Haas ST- 45 Lathe with C axis and Live Tooling.
Renishaw Productivity+ Mastercam Add On: Software shall allow for programming and simulation of Renishaw probes in a Haas VF-9 VMC and ST-45 Lathe. Software shall allow for programming of in process gaging routines, construction of virtual features, in process control, decision making, and adaptive programming, and component inspection. Software shall be compatible with and include native post processing capability for Renishaw OMP 40-2 and OMP M probes used Haas ST-45 Lathe and Haas VF-9 VMC. Two days on site installation and training shall be provided.
Mastercam Network License: Network license shall allow one instance of specified Mastercam software to operate on any of four networked computers.
Compatibility: All software shall be compatible with Windows 7, 8.x and 10 operating systems and Intel 64 bit processors.
Annual maintenance: All software shall include maintenance for a period of one year, including major releases, service releases, and updates.
Training: One 12 week subscription for to Mastercam U online training for basic mill design and toolpath programming, and basic lathe design and toolpath programming shall be included.
US Army Corps of Engineers Approval: Supplied software shall have ACE-IT approval for installation on network computers and be listed in SoftwareTrak.
SECURITY REQUIREMENTS
a. All personnel employed by the contractor in the performance of the services specified in this contract or any representative of the Contractor entering the work area shall conform and comply with all applicable U.S. Army Corps of Engineers, facility access, security policies and procedures (provided by government representative).
b. Clearance of Personnel: All Contractor and Sub-Contractor employees are required to have a NCIC check prior to their being able to enter the work site. The Contractor will be responsible for working with the Contracting Officer Representative (COR) to provide the information for a NCIC check.
The preferred method is a NCIC check. The contractor must provide the following information for every contractor entering the work site:
1. Name: (Last, First MI (Jr./Sr.)
2. Business Name
3. Driver's License Number
4. State of Issue
5. Expiration Date of Driver’s License
6. Date of Birth
7. Citizenship, i.e. U.S., Canadian, Mexican, etc.
Should any contractor’s NCIC check come back negative, that particular contractor will not be permitted to come onto the work site. It is the contractor’s responsibility to replace any workers not permitted on the worksite.
Exclusion or expulsion of an employee resulting from a negative NCIC report shall not be subject to the disputes clause and shall not result in an increase in the contract amount.
c. Security Checks ‐ All employees or contractors must carry pictured identification at all times. They must show I.D. upon request by Government personnel. The Contractor's employees will be subject to such additional checks as may be deemed necessary to ensure that no violation of security rules has occurred.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1)in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause—
