RFI – Solicitation # W911XK-08-B-0020 Fox River Gate Automation
1) The PLC description on sheet E-21 under the heading, Supervisory Control Panel, states Allen Bradley’s Compact Logic controller. With this unit, modules cannot be removed under power. Specification page 44, 2.12.6 states ‘the digital I/O modules shall have the capability of removal and insertion under power’. This implies the use of Allen Bradley’s Control Logics controller which is quite a bit more expensive. Please provide direction.
Response: “Hot Swapping” of modules is not a mandatory requirement for this job, but the specifications still require it. If an amendment cannot be issued because of time constraints the Contractor will have to bid to the specifications. Amendment 0002 will be issued on 29 July 2008.
2) Per addendum #1, item 16, coordination meetings will be required to develop various features of the requirements. Where will these meetings take place? We assume at the area office in Kaukauna.
Response: The meetings will take place at the Corps’ Area Office in Kaukauna.
3) Rockwell’s product called Factory Talk can do every thing the specs call for, but the remote alarm-email-autodialer function is no longer part of their software. They use a third party software package called WIN911. This will work, but the specs call for a ‘package software suite’. Do you think this would this disqualify Factory talk as the HMI software?
Response: As long as all software furnished meets the functional requirements of the system this should not present a problem.
