About this file

This document is a Questions and Answers (Q&A) addendum clarifying contract requirements and fabrication specifications for a USACE procurement.

The Q&A addresses fabrication methodology flexibility, allowing contractors to propose alternative manufacturing approaches that meet specification requirements. Specifically, CLIN 010 (MK 21/10-12) may be fabricated from a single-piece forging instead of welded rings, the Stud (MK 21/10-5) may be machined entirely from round stock stainless steel rather than welded, and the Gudgeon Link (MK 21/10-12) may be machined from a single steel block without welding. Regarding material substitutions, rolled plate steel may be acceptable in lieu of forged steel ASTM A668 Class D or Class K if mechanical properties are met, pending USACE review of the proposed material. The document confirms that Quoin and Miter blocks contain no tapped holes on the backside, assembly costs should be included within component CLINs rather than as a separate line item, and the project delivery date has been extended to December 18, 2026. Shop drawings are not required as formal submissions but USACE will voluntarily review any contractor-created drawings prior to fabrication to ensure compliance with contract specifications. Finally, certificates of compliance, material test reports, and non-destructive testing reports need not be submitted at quote but their associated costs must be included in the contract bid, with actual documentation submitted post-award when materials are procured.

Text version

Q: The Quoin and Miter blocks do not detail any tapped holes on the back side of blocks. Can you confirm that these tapped holes are not included in the SOW?

A: Correct, there are no tapped holes on the backside of these blocks.

Q: CLIN 010 – MK 21/10-12, can this part be made from a single piece forging in lieu of welding rings to the forging?

A: Yes, this would be acceptable.

Q: Are shop drawings required?

A: No, oƯicial shop drawings are not required as a formal submission. However, USACE is willing to review any shop drawings the contractor creates prior to fabrication to ensure adherence to the contract drawings and specifications is met.

Q: Will the government extend the project delivery date 60days?

A: Extending required delivery date to 18 December 2026.

Q: The drawings show an assembly on the last sheet; however, I do not see a CLIN tied to that for bidding purposes in the pricing table.

A: There is no separate CLIN for assembly. Include any assembly costs within the CLINS for those components.

Q: The Stud (MK 21/10-5) shows a welded feature. Would it be acceptable to machine the entire part without welding?

A: Yes, machining the entire stud from a 3.5”+ diameter piece of round stock stainless steel would be acceptable.

Q: The Gudgeon Link (MK 21/10-12) shows welding. Would it be acceptable to machine the entire part from one block of steel without welding?

A: Yes, this would be acceptable.

Q: Several items call for forged steel ASTM A668, Class D or Class K. Would rolled plate steel be acceptable in lieu of the forging if it meets or exceeds the mechanical properties as specified?

A: Possibly, but we would need to know what material is being proposed.

Q: Will new shop drawings need to be submitted and approved for each part as part of this contract?

A: No, oƯicial shop drawings are not required as a formal submission. However, USACE is willing to review any shop drawings the contractor creates prior to fabrication to ensure adherence to the contract drawings and specifications is met.

Q: Under submission requirements, it states that "certificates of compliance, material test reports, and non-destructive testing reports" shall be included in the quote packages. Is this requirement asking for example documentation to be submitted at the time or quote? Material will not be procured until after award. At that time, all required documentation will be submitted.

A: Examples are not required. But any cost for these documents should be included in the contract bid.
