The following have been added by full text:
INQUIRIES AND RESPONSES
#1 Bidder Inquiry: Solicitation Submittal Instructions refer to filling in FAR 52.212-3, paragraph b. Typically this is provided with the solicitation. We could not find the specified FAR. Please provide the FAR or indicate if we should instead fill out FAR 52.219-28 which is provided but worded differently than the original FAR.
Government Response: The solicitation includes FAR 52.212-3 Alt 1: Addendum to FAR 52.212-1 has been updated to reflect this.
#2 Bidder Inquiry: We believe the specifications may not address all manufacturer software required to complete this project. Please confirm that ALL software licenses for both development and runtime for the PLC’s, HMI’s, SCADA Computers, and Managed Ethernet switches will be provided by the Government directly as GFE, regardless of whether or not it has been addressed in the specification.
Government Response: GE iFix for Mon Remotes provide license software versions. Reaffirm compatibility.
Look at Rockwell Automation software HMI and PLC's for Stratix and Hirschman Ring Switches.
#3 Bidder Inquiry: The project duration of (1) month (July 17 through August 17, 2023) does not seem realistic considering the amount of software installation required and the amount of testing which must be performed with USACE personnel present. Will offers be considered and possibly awarded that take exception to the project duration or is the (1) month duration a mandatory bid criteria?
Government Response: The project duration remains as advertised.
#4 Bidder Inquiry: Has the USACE assigned new IP addresses such that old equipment addresses do not conflict during the transition? In other words, they have not re-used any existing addresses in the final configuration.
Government Response: No ip addreses are being reused. All ip addresses are new.
#5 Bidder Inquiry: Will the USACE’s system Ethernet switches be able to handle both new and old IP subnet addresses at the same time? For example, Point Marion remotely handles multiple locations, and all locations will not be transferred to the new IP addresses on the same day.
Government Response: Yes.
#6:
Bidder Inquiry: It may be necessary to perform network address translation or otherwise temporarily route network traffic to make remote operation possible while PLCs remain on 2 separate subnets across remote sites (e.g.
Point Marion to Hildebrand/Opekiska/Morgantown). Will USACE IT be available to make necessary network changes to support these efforts?
Government Response: LRP Personnel will be made available to support these efforts.
#7
Bidder Inquiry: Please confirm the contractor is to install new M1 CPUs with the old IP address and test the gate operation, then change the IP address and test gate operation again. The SOW states this redundant work. Considering the tight project schedule, this does not seem like an efficient method of installation and provides no apparent benefit.
Government Response: Yes.
#8 Bidder Inquiry: Emsworth PLCs are L61 CPUs can only go to Version 20, this is not WINDOWS10 compatible. How is USACE handling this?
Government Response: L61 PLCs will be able to be updated to Version 20 and run on windows 10.
#9 Bidder Inquiry: Since the model of Panelview HMI’s is not addressed in the specification, please confirm that they are ALL capable of being flashed to the latest version of FactoryTalk View Studio.
Government Response: Flash to the latest version compatible to the existing hardware.
#10 Bidder Inquiry: Due to time constraints, some work sites will not be possible to transition and test ALL gates to the new IP addresses during a single day. Will the USACE operate these gates manually during this transition, or does the contractor have additional responsibilities during this period?
Government Response: There will have to be USACE personnel avaialble to make local gate moves if needed.
#11 Bidder Inquiry: Please confirm that there is no hardware, manufacturer software licenses, PLC’s, HMI’s, computers, Ethernet/Fiber patch cables, temporary equipment, or other components being provided by the contractor. This contract is for LABOR only.
Government Response: This contract is for labor. Contract alterations, if applicable, will be incorporated by Contract Modification.
#12 Bidder Inquiry: The PLC’s being replaced are over 10 years old and possibly brittle. If a backplane or similar component falls apart or breaks during transition to the new CPU, please indicate whether the Government will provide the replacement component(s) or if that is the contractor responsibility.
Government Response: Alterations to the Contract, if applicable, will be incorporated by Contract Modification.
#13 Bidder Inquiry: Will GFE computers be furnished as new and replace existing equipment in the field, or does the Government intend to reuse any existing computers already in service?
Government Response: GFE is new, no reused pc's are introduced.
#14 Bidder Inquiry: GFE is new, no reused pc's are introduced.
Government Response: Yes, LRP will do.
#15 Bidder Inquiry: Will the Contractor be required to install new computer operating systems?
Government Response: No. LRP will do.
#16 Bidder Inquiry: Please clarify the language on page 23 regarding STIG implementation to address the following questions: “Notice: The Security Technical Implementation Guide (STIG) will be followed and implemented for review regarding all control systems within the contract. Based on Department of Defense (DoD) policy and security controls adhered to at no time can a computer or external device be connected to the internet to install software, configure, program, update or recover data from any computer, HMI panel or PLC indicated within this contract.”
a. Whose responsibility is it to implement STIGs and prepare documentation for review concerning each of the control systems in this contract?
b. Whose responsibility is it to review the documentation regarding STIG implementation?
c. Is Contractor responsible for implementing any STIG or preparing any documentation for review?
d. Will STIG implementation be required for all pieces of equipment and software composing the control systems in this contract, even if they are not otherwise modified as part of this contract?
e. What criteria will the reviewer use to determine whether STIG implementation is acceptable?
f. Is the reviewer’s acceptance of STIG implementation a contract requirement?
g. What does it mean for a computer to be “connected to the internet”? Are the existing computers that are remote controlled “connected to the internet”?
h. What is an “external device”, and what does it mean for an external device to be “connected to the internet”?
i. What means are acceptable for transferring information to and from equipment composing the control systems in this contract?
j. What will be done regarding control system components for which no STIG is published?
k. What will be done regarding control system components which cannot be configured to meet the requirements of relevant STIGs?

#17 Bidder Inquiry: Please clarify the language on page 22 regarding firmware and software: “… the Contractor shall update the firmware of each device that is assigned a new IP address. The firmware of each device shall be compatible with the latest version of software used in the system.”
a. Please confirm that the Government will choose software versions of GFE software, and that Contractor will choose compatible firmware versions.
b. Please confirm that, should no such firmware exist which would provide compatibility between outdated equipment and GFE software, the Government will furnish new compatible equipment or different compatible software.
c. Shall firmware other than the latest available be acceptable if its use is required for compatibility with GFE software?
Government Response: This is confirmed.

#18 Bidder Inquiry: Can we email you a completed SF1449 with an electronic signature by the due date/time? Or will will you require a "hard" copy, with an electronic signature?
Government Response: A completed SF1449 with electronic signature is acceptable.
#19 Bidder Inquiry: If our reps and certs are currently in SAM, will you require us to submit the associated reps/cert forms in the RFQ with our quote?
Government Response: No.

Bidder Inquiry: How can we get a copy of SOW?
Government Response: The SOW is incorporated into the SF1449 and can be found on pages 20-26.
#21 Bidder Inquiry: Will we have access to the existing PLC and HMI programs before the installation dates? If so, will it be by July 17th?
Government Response: The contractor will have to gather this information.
#22 Bidder Inquiry: I see on the Point Marion Lock & Dam there is a discrepancy on page 22 of the solicitation on the HMI quantity. (See below)
Would you please clarify? SECTION SF 1449 - CONTINUATION SHEET
The following have been modified:
Provision to fill-in and return with quote: FAR 52.212-3 Alt 1: If your System for Award Management (SAM) registration is current, accurate, complete, and applicable to this solicitation (including the business size standard applicable to the NAICS code referenced for this solicitation) as of the date of your offer, only paragraph (b) needs to be filled in;
otherwise complete the entire provision.
Questions: Contractual and Technical questions relating to the solicitation or procedures are to be submitted via email to: LRP.contracting@usace.army.mil and ‘cc’Mary Doherty at mary.k.doherty@usace.army.mil no later than 15 June 2023 at 10:00 a.m. Use the solicitation number as the SUBJECT: W911WN23Q3014 SCADA Systems. An amendment to the solicitation will be posted on SAM to answer all questions received in a timely manner.
FAR 52.217-8, Option to Extend Services is included in this solicitation and any resultant contract. The rates (as evaluated during the contract award process) to be used during the continued performance of any services will be the rates in effect at the time of the extension.
Quotes will be evaluated as follows:
Price evaluation: The government shall review acceptable offers by lowest price. Price reasonableness and fairness will be evaluated.
Award will be made to the lowest-priced, responsible* offeror, whose quote conforms to the requirement of the solicitation. [*Responsible means a contractor that meets the standards in FAR 9.104-1 – available at https://www.acquisition.gov/.] The government reserves the right to reject any quote determined to be unrealistically low for successful contract completion and that would not be in the best interest of the government.
Submittal Instructions: The entire solicitation need not be returned; only those pages on which you filled-in completed information need to be submitted.
