SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE (SF 30)
The following have been added by full text:
AMENDMENT 0004
Specifications Opekiska Roof Replacement (Attachment 1 to the Solicitation)
The following Section has been revised:
1. GENERAL REQUIREMENTS
Paragraph 1.1 GENERAL Edited paragraph.
SECTION 00 73 00 - SUPPLEMENTARY CONDITIONS
The following have been added by full text:
QUESTIONS AND ANSWERS
Q1: There is an existing asphaltic vapor barrier hot mopped to the structural concrete deck. Historically asphaltic vapor barriers have been known to contain asbestos – has the vapor barrier been tested for asbestos? If positive, how should contractor handle?
A1: The existing roof materials have been tested and do not contain Asbestos per updated Specifications. See Section 1 GENERAL REQUIREMENTS paragraph 1.1 GENERAL.
Q2: Under the Fall Protection Section it mentions Permanent Fall Protection Anchors be installed and entered into the fall protection plan (initial submission). Does this mean you want these to be designed and manufactured to for the 5000 Lb requirement under EM 385-1 for each roof. Do fasteners/locations need approval before being used?
A2: The railing system would take coordination with SHPO due to the age of the structure. The Government prefers the tie off system, following the requirements in EM 385-1. The ACO shall coordinate with the contractor to determine final locations.
Q3: Could power be shut off temporarily to avoid risk associated with power feed? This might need to be done multiple times (removal, installing Insulation, membrane, and flashings) throughout the job.
A3: The power may be temporarily shut off, but only after coordination with the Lock Master and the approval of the ACO.
Q4: For disease control plan do we just need to have employees wear mask at all times or do i need to develop a response plan in case of a COVID-19 positive? This is like a rabbit hole and can be costly depending on how detailed of a plan is required?
A4: The most updated CDC guidance on the COVID mitigation measures (e.g. masks) must be adhered to.
W911WN21Q8004
Q5: Materials for rubber roofing are out 6 months currently according to 3 manufacturer certified installers in WV and Ohio area. Could there possibly be an extension for unseen circumstances or can the period of performance be extended if this holds true?
A5: At this time the Contractor shall be required to complete the entire work ready for use not later than 180 calendar days after notice to proceed or November 15, 2021, whichever comes first.
