QUESTIONS AND ANSWERS

Punxsutawney Sediment Removal and Concrete Channel Repair

Questions and Answers:

Q1: Can you clarify the bid items, especially 0001 and 0001AA and 0001AB? Is 0001 the total of the 15 line items? Are AA and AB what we think we will get done in 2020 and 2021, with AA and AB adding up to 0001? By the time we get award, have mutual, and get first round of submittals, I don’t see anything getting done in 2020, other than approvals and planning.

A1: SubCLIN 0001AA and 0001AB are for funding purposes only. The total of these SubCLIN Items are to be captured under CLIN 0001. The Government will administractiely break out the Line Items based on funding prior to award.

Q2: 00 21 00 – 1 POINT OF CONTACT has your incorrect phone number.

A2: Contact phone number is 412-395-7551.

Q3: The Corps is showing access down city streets to the ramps. Are there any weight limitations on the ramp roads or the laydown roads? If there are limits, what are they? Will they require bonding? What is the bond amount? Usually, $12,500/mile, plus repair costs.

A3: No weight limits on the ramps leading up onto the levee or down into the channel. As for the bonding of the roads, refer to specification section 01 35 00.00 08, item 1.6.2 Hauling Materials and Equipment for bonding requirements.

Q4: Will the Corps require slips for every CY disposed of offsite, to verify all CY’s are hauled to a facility?

A4: Fill material will be handled per the Management of Fill Policy. Documentation requirements of truckloads of material will be coordinated with USACE construction management staff.

Q5: Are there any in-stream trout restrictions?

A5: No, USACE has been in contact with the Pennsylvania Fish and Boat Commission and there are no in-stream trout restrictions.

Q6: Are encroachment or NPDES permits required?

A6: No, USACE was not required to obtain an encroachment or NPDES permit. A National Pollution Discharge

Elimination System (NPDES) permit is not required. An environmental review, which included screening for endangered species and cultural resources, was completed by USACE staff. Additionally, a National Environmental Policy Act (NEPA) compliance review was completed by USACE staff and it was determined that this maintenance activity qualified for a NEPA categorical exclusion. Erosion and sedimentation control best management practices will be followed for construction activities.

Q7: Is the “in-situ” sampling and area “composite-samples” of sediments allowed, provided all other PADEP and

USEPA procedures met?

A7: Yes, In-situ sampling and compositing of samples is acceptable if the material is to be used as either clean or regulated fill under the PADEP Management of Fill Policy, as long as sample collection is conducted in accordance with the PADEP Management of Fill Policy. If the material is not to be used as fill material and will otherwise be disposed of as municipal or residual solid waste, then sampling and analytical requirements will be determined by the receiving facility (disposal in this manner is intended to be a last-case scenario, if it happens that the sediment is more contaminated than anticipated and exceeds Regulated Fill Concentration Limits as outlined in the Fill Policy).

Q8: Are we to price clean sediments management with the exclusion of the additional costs of handling residual, municipal or hazardous wastes (sampling, permitting, delays)?

A8: Refer to specification section 01 22 00.00 08, 1.3.9 Sediment Removal and Disposal, which outlines the payment process.

Q9: Can the areas marked as ‘contractor laydown areas’ receive surface treatment to meet the contractor requirements for their means and techniques?

A9: Refer to specification section 01 35 00.00 08, 1.6.3 Laydown, Storage and Parking Areas, which states: “Any damage caused by the Contractor’s operations shall be repaired to the satisfaction of the Contracting Officer or their designated representative at the Contractor’s expense.” The placement of any surface treatment in any of the contractor laydown areas will require review and approval during construction phase by the submittal review process. All disturbed contractor laydown areas are to be restored to pre-construction conditions at the end of construction.

Q10: Will all the project accesses to the contractor work limits require a temporary rock construction entrance if sediments are removed via those entrances?

A10: Yes, rock construction entrances are to be installed in accordance with the plans and specifications.

Q11: Will embedded forms such as “stay-in-place” metal forms be allowed to expedite and facilitate constructability of the slab?

A11: Bidders should bid per drawings and specifications. Stay-in-place formwork is not required by the design and is outside the scope of the specifications. After award, the Contractor may propose the use of stay-in-place forms as a variation (Specification Section 01 33 00 Para. 1.9) or a Value Engineering Change Proposal (FAR 52.248-3) for Government consideration.

Q12: Will removal of the filter layer be to neat lines or until competent subgrade is encountered?

A12: Removal of Filter layer is to be in accordance with plan sheet ID CD101.

Q13: If additional R-5 is required to stabilize the temporary jersey barriers cofferdam, will this be reimbursed as part of the scour protection?

A13: No, this would be considered as temporary placement and this cost should be included under CLIN 0005

Temporary Flow Diversion Structure.

Q14: Will clean, processed concrete be allowed in lieu of R-5 for stabilization of the temporary jersey barriers cofferdam?

A14: The jerry barriers cofferdam is a temporary structure used to divert Mahoning Creek flows from the work area. The clean, processed concrete would be required to meet clean water standards for temporary placement within Mahoning Creek. Sheet ID X-502, under Temporary Cofferdam Notes states: “Stone underneath temporary barriers or sandbag cofferdam shall be allowed to remain upstream of the concrete slab, so long as the stone size is R-5. Any stone of a size smaller than R-5, shall be removed.” The Contractor’s means and methods of construction shall be coordinated, reviewed and approved during construction phase by the submittal review process. The evaluation of specific proposed Contractor's construction details and products shall be submitted to the Government for review, evaluation and approval during the administration of the construction contract.

Q15: Can the designers look at the rebar for the slab? This comes up to be 250#/CY plus the vertical dowels. This is double what I’ve put into a highway bridge. They average 115 #/CY. This really affects our exposure time in the stream. The labor on the rebar is triple what I need to form and pour the slab.

A15: The rebar size and spacing for the slab is required to fulfill USACE design guidance for concrete channel linings.

Q16: Will a street bond be required by the local, city or county authorities to use triaxials on their street?

A16: For street bonding, refer to specification section 01 35 00.00 08, item 1.6.2 Hauling Materials and Equipment for bonding requirements.

Q17: What is the weight limit on the streets that the contractor must use to access the different ramps?

A17: For street bonding, refer to specification section 01 35 00.00 08, item 1.6.2 Hauling Materials and Equipment for bonding requirements.

Q18: Has the Corps any information on the chemical or geotechnical characteristics of the sediment (geochemical, geotechnical data)?

A18: USACE does not have any chemical or geotechnical characteristics on the sediment.

Q19: Is the sediment highly stratified (heterogeneous) or homogeneous?

A19: It is unknown if the sediment material is highly stratified (heterogeneous) or homogeneous.

Q20: Are we allowed to analyze the sediments only for potential pollutants based on historic data or do we need to follow the PADEP strict regulations?

A20: Per the specification section 02 30 00.00 08, sediments will be analyzed and disposed of per the 2020 PA DEP

Management of Fill Policy.

Q21: Why do we have to dispose certifiable clean sediments in a commercially permitted facility if the PADEP Fill

Protocol indicates that once the fill is certified clean, the fill is unrestricted and may be disposed at a properly permitted receiving site?

A21: Specification section 01 74 19, item 3.1 Disposal of Excavated Material, 3.1.1 General states: “Excavated material that consist of soil, rock and incidental debris removed during excavation and not reused as backfill shall be disposed of in accordance with the PADEP Management of Fill Policy at a commercially available and properly permitted disposal facility. Demolition debris that consist of pavement and rock shall be disposed of at a commercially available and properly permitted disposal facility. Demolition debris that consist concrete and pavement shall be disposed of at a permitted solid waste disposal facility as defined in paragraph “Permitted Solid Waste Disposal Facility” or in accordance with the PADEP Management of Fill Policy.” Commercially available and properly permitted does not necessarily mean a commercially permitted facility.

Q22: Will the reclaimed filter layer, temporary access road, and rock construction entrance be deemed clean?

A22: The filter layer to be removed, temporary access road, and rock construction entrances are assumed to be clean fill. If during the duration of the project any of these materials do not meet clean fill material disposal requirements, the disposal of the material shall be handled through the Changes clause (FAR 52.243-4).

Materials taken from or brought to the site will be properly managed (per the 2020 PA DEP Management of Fill Policy).

Q23: Has the Corps assigned a public relations representative to interact with the residents of the Graystone

Apartments during use and repair of their parking lot?

A23: Not at this time, however there will be several Corps staff involved throughout the construction management and delivery of the project with the contractor. The Corps project manager has had recent discussions with management staff of Graystone and will continue to keep them informed for situational awareness.

Additionally, the Corps Public Affairs Office will be included in briefings as the contractor’s work and plans progress for situational awareness and any potential public communication needs. Lastly, it is the responsibility of the contractor to ensure that work is done as specified in the plans and specifications.

Q24: Are we allowed to use embedded metal forms as long as the reinforcement is not affected (e.g., Keyloc Joint

System) in lieu of contraction joints?

A24 Bidders should bid per drawings and specifications.

Q25: Excavation of sediments is deemed approximate, yet excavation below the channel template will not be reimbursed. What is the field tolerance or accuracy of the cross sections shown on the drawings?

A25: Cross sections were developed with a combination of field measures, PASDA data and as-built drawings, which are included as reference drawings in plan set.
