SUMMARY OF WORK
PART 1 GENERAL
1.1 GENERAL INFORMATION
This contract has no awardable options. The following paragraphs are for information only to describe in general terms the work to be performed.
Actual work to be performed under the contract shall be per lift gate as identified on the drawings. A general sequence of work and restrictions are presented on drawings G-1086 AND C-1150.
1.2 CONTRACT
The contract consists of work associated with the installation of new Government-furnished Lift Gates 9 and 10, repair of the gate track for Lift Gate 3, painting the emergency bulkheads, and modernization of the dam control system. Specific features of work under the contract mentioned below do not represent a construction sequence. A general sequence of work and restrictions are presented in drawings G-0186 and C-1150. The contract features of work include, but are not limited to the following:
1.2.1 Repair Gate Track Lift Gate No.3
This work shall be the first item of work performed at the site. The gate track for Gate No.3 will be repaired by removing the damaged portion of the track and fabricating and installing a new section of track. Weld procedures shall be submitted for both field and shop welding as specified in Section 05 50 14.00 08 METALWORK FABRICATION, MACHINE WORK, MISCELLANEOUS PROVISION.
1.2.2 Painting Emergency Bulkheads
The work consists of cleaning and painting a total of three aluminum bulkhead units. The bulkhead units will be cleaned and painted at the bulkhead storage area at the dam abutment. The work includes construction of temporary containment, removal and reinstallation of steel rollers, pressure washing to remove zebra mussels and debris, and painting the three bulkhead units. The bulkhead units will be positioned by the Government as specified in Section 01 35 00.00 08 SPECIAL PROCEDURES.
Upon completion of work requiring use of the bulkheads, the bulkheads will be inspected and touch up painted as necessary.
1.2.3 Replacement of Lift Gates 9 and 10
a. Removal of existing dam Lift Gates 9 and 10 and associated components, including but not limited to lift gate and hoist chains.
(Section 02 41 00 DEMOLITION.)
b. Pier 9, Pier 10, and Pier 11 machinery housing modifications, including but not limited to removing machinery houses from each pier, fabricating and installing new framing to reinforce and raise pier houses, installing new windows, new housing metal siding, fabricating
SECTION 01 11 13.00 08 Page 2 and installing new metal grating platform framing and hand railing, fabricating and installing new corner flashing and eave flashing, painting of new housing structures and siding, removal and installation of electrical conduit and wiring, removal and reinstallation of control and electrical panels, installation of new lighting fixtures. (Section 13 34 19.50 MODIFICATION OF DAM PIER MACHINERY HOUSES, Section 07 42 13 METAL WALL PANELS, 09 97 02
PAINTING: HYDRAULIC STRUCTURES.)
c. Pier 9, Pier 10, and Pier 11 modifications and miscellaneous pier concrete repair, including but not limited to removal of concrete, removal of existing gate track and installation of new gate track and track anchorage, installation of new steel reinforcement, placement of new concrete, and epoxy injection of cracks within the pier modification limits. (Section 03 01 00 REHABILITATION OF CONCRETE.)
d. Install new Government-furnished Lift Gates 9 and 10 and associated components, including gates, rubber gate seals, hoist chains, grease lines, grating and hand railing. Completion of metallizing and painting lift Gates 9 and 10 where the end trucks are welded to the gate body. (Section 35 20 16.53 INSTALLATION OF VERTICAL LIFT GATES, Sections 09 97 01.00 10 METALLIZING: HYDRAULIC STRUCTURES and 09 97 02 PAINTING: HYDRAULIC STRUCTURES).
e. Reinstallation and re-lubrication of lift gate hoisting equipment for Lift Gates 9 and 10, including but not limited to removal of the hoist machinery beams and hoisting machinery, installation of Government-furnished pedestals to raise the machinery beams, lubrication of hoist machinery and chains, refurbishing existing brakes, installing Government-furnished drive sprockets, and reinstallation of the hoist machinery. (Sections 26 05 00.00 10 ELECTRICAL WORK and 35 01 40.71 02 REPAIR AND REHABILITATION OF LIFT
GATE EQUIPMENT.)
The existing lift gates 9 and 10, gate tracks, machinery beams, hoisting machinery, and machinery house framing are painted with paint systems that include lead base primer.
1.2.4 Replace Roof Panels On Machinery Houses
The existing fabricated metal roof panels on all Machinery Houses will be replaced with new fabricated metal roof panels.
1.2.5 Modernize Dam Gate Control System
Replacement of the dam gate control system with a new system consisting of PLC processors communicating on a fiber optic based Ethernet network.
Each gate control system will consist of a main control panel, a deck control station for local control with two new motors with encoders, two variable frequency drive units, gate position sensors, strain gauge sensors, and new brakes. In addition to the local gate controls, the entire dam can be controlled remotely from a central location on the Land Wall. The control system upgrade will also include new cameras above each gate to view the status of each gate and flow. The cameras will be connected to the existing fiber optic network and video management system.
1.2.6 Replace Safety Chains on Gates 4, 5, 6, 7, and 8
The safety chains on existing Gates 4, 5, 6, 7, and 8 will be replaced

1.2.7 Paint Machinery Beams for Gates 4 and 8
The existing machinery support beams for Gates 4 and 8 will be cleaned and painted the same as the machinery beams for Gates 9 and 10.
1.2.8 Clean Bulkhead Units
The bulkhead units will be cleaned of debris after completion of work for each gate installation. Upon completion of all work requiring use of the bulkheads, the bulkhead units will be inspected and damaged coating will be repaired/

PRICE AND PAYMENT PROCEDURES
PART 1 GENERAL
1.1 DEFINITIONS
The following definitions apply to the payment items under this contract:
a. Lift Gate 9 - For payment purposes, this term refers to Gate 9, Gate 9 sill, the Gate 9 sides of Piers 9 and 10, the gate hoist machinery for Gate 9 which is located on Piers 9 and 10, and the machinery houses on Piers 9 and 10.
b. Lift Gate 10 - For payment purposes, this term refers to Gate 10, Gate 10 sill, the Gate 10 sides of Piers 10 and 11, the gate hoist machinery for Gate 10 which is located on Piers 10 and 11, and the machinery houses on Piers 2 and 3.
c. Lift Gate 3 - For payment purposes, this term refers to Gate 3 and the Gate 3 sides of Piers 3 and 4.
1.2 SINGLE JOB PAYMENT ITEMS
Payment items for the work of this contract for which contract job payments will be made are listed in the SCHEDULE and described below.
All costs for items of work, which are not specifically mentioned to be included in a particular job or unit price payment item, are included in the listed job item most closely associated with the work involved. The job price and payment made for each item listed constitutes full compensation for furnishing all plant, labor, materials, and equipment, and performing any associated Contractor quality control, environmental protection, meeting safety requirements, tests and reports, and for performing all work required for which separate payment is not otherwise provided.
1.2.1 Reimbursement For Actual Performance And Payment Bond Premiums
Payment for reimbursement for actual performance and payment bond premiums will be made as specified in 00 73 00 SUPPLEMENTARY CONDITIONS, clause

The unit price and payment made for each item listed constitutes full compensation for furnishing all plant, labor, materials, and equipment, and performing any associated Contractor quality control, environmental protection, meeting safety requirements, tests and reports, and for performing all work required for each of the unit price items.

Payment shall constitute full compensation for all labor, equipment, tools, and supplies, for the following:

Removal of concrete from piers for installation of new plates and embedded metals and removal of concrete from piers within the modification limits shown on Drawing SD-3122, as shown including, collection of debris, disposal of concrete debris, protection of existing features of work and all other incidental costs in connection with concrete removal, as shown, as required, and as specified herein. This item shall also include all costs for any necessary roughening of concrete surfaces. No payment will be made for the collection of concrete that falls into the river, which cost will be at the Contractor's expense.

Take initial survey of the existing surface prior to removal, and take final surveys on the same control stations. Calculate volumes by the average-end-area method using the cross sections surveyed, unless otherwise specified. For areas of vertical concrete removal which are not readily accessible for survey, determine the volume of concrete from the neat lines of concrete removal as shown on the contract drawings, with the approval of the Contracting Officer or their designated representative. The Contractor must furnish within calendar 30 days after the date of receipt of Notice to Proceed, and prior to the submission of its first partial payment estimate, a breakdown of its single job pay item or items which will be reviewed by the Contracting Officer or their designated representative as to propriety of distribution of the total cost to the various accounts. Any unbalanced items as between early and late payment items or other discrepancies will be revised by the Contracting Officer or their designated representative to agree with a reasonable cost of the work included in the various items. 1.4 CONTRACT ADMINISTRATION
An Administrative Contracting Officer (ACO) will be designated on this contract to act within the limits delegated by the Contracting Officer.
The ACO designation letter will clearly detail what the authorities of the
ACO.
1.5 SUPERVISION
1.5.1 Minimum Communication Requirements
Have at least one qualified superintendent, or competent alternate, capable of reading, writing, and conversing fluently in the English language, on the job-site at all times during the performance of contract work. In addition, if a Quality Control (QC) representative is required on the contract, then that individual must also have fluent English communication skills.
1.5.2 Superintendent Qualifications
The project superintendent must have a minimum of 10 years experience in construction with at least 5 of those years as a superintendent on projects similar in size and complexity. The individual must be familiar with the requirements of EM 385-1-1 and have experience in the areas of hazard identification and safety compliance. The individual must be capable of interpreting a critical path schedule and construction

The Contracting Officer or their designated representative may request proof of the superintendent's qualifications at any point in the project if the performance of the superintendent is in question.
1.5.2.1 Duties
The project superintendent is primarily responsible for managing and coordinating day-to-day production and schedule adherence on the project.
The superintendent is required to attend partnering meetings, and quality control meetings. The superintendent or qualified alternative must be on-site at all times during the performance of this contract until the work is completed and accepted.
1.5.3 Non-Compliance Actions
The Project Superintendent is subject to removal by the Contracting Officer or their designated representative for non-compliance with requirements specified in the contract and for failure to manage the project to ensure timely completion. Furthermore, the Contracting Officer or their designated representative may issue an order stopping all or part of the work until satisfactory corrective action has been taken. No part of the time lost due to such stop orders is acceptable as the subject of claim for extension of time for excess costs or damages by the Contractor.
1.6 PRECONSTRUCTION CONFERENCE
After award of the contract but prior to commencement of any work at the site, meet with the Contracting Officer or their designated representative to discuss and develop a mutual understanding relative to the administration of the value engineering and safety program, preparation of the schedule of prices or earned value report, shop drawings, and other submittals, scheduling programming, prosecution of the work, clear expectations of the "Interim DD Form 1354" Submittal, and the processes for joint risk management between the Contractor and Government. Major subcontractors who will engage in the work must also attend.
1.7 PARTNERING
To most effectively accomplish this contract, the Government requires the formation of a cohesive partnership within the Project Team whose members are from the Government, the Contractor and their Subcontractors. Key personnel from the Supported Command, the End User (who will occupy the facility), the Government Design and Construction team and Subject Matter Experts, the Installation, the Contractor and Subcontractors, and the Designer of Record will be invited to participate in the Partnering process. The Partnership will draw on the strength of each organization in an effort to achieve a project that includes joint risk management, is without any safety mishaps, conforms to the Contract, and stays within budget and on schedule.
The Contracting Officer or their designated representative will provide Information on the Partnering Process and a list of key and optional personnel who should attend the Partnering meeting.

1.7.1 Informal Partnering
The Contracting Officer will organize the Partnering Sessions with key personnel of the project team, including Contractor personnel and Government personnel.
The Initial Partnering session should be a part of the Pre-Construction Meeting. Partnering sessions will be held at a location agreed to by the Contracting Officer or their designated representative and the Contractor (typically a conference room provided by the Resident Engineer office or the Contractor). The Initial Informal Partnering Session will be conducted and facilitated using electronic media (a video and accompanying forms) provided by the Contracting Officer or their designated representative. The Partners will determine the frequency of the follow-on sessions, at no more than 3 to six month intervals.

Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. Submit the following in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

1.2 PROJECT SCHEDULER QUALIFICATIONS
Designate an authorized representative to be responsible for the preparation of the schedule and all required updating and production of reports.

3.1 GENERAL REQUIREMENTS
Prepare for approval a Project Schedule, as specified herein, pursuant to Section 00 70 00 CONDITIONS OF THE CONTRACT, FAR 52.236-15 SCHEDULES FOR CONSTRUCTION CONTRACTS. Show in the schedule the proposed sequence to perform the work and dates contemplated for starting and completing all schedule activities. The scheduling of the entire project is required.
The scheduling of construction is the responsibility of the Contractor.
Contractor management personnel must actively participate in its development.
