About this file

This amendment to a solicitation provides additional details for the Installation of Waterway Safety Booms at Dashields Lock and Dam project. Key information includes revising the technical specifications to remove requirements for obstruction removal, updating contract drawings, and responding to vendor questions. The project involves furnishing and installing a boom anchorage system using approximately 20 precast concrete anchors weighing up to 10 tons each, installing floating boom materials provided by the government, and furnishing and installing a barrel storage rack system and minor site improvements. The acquisition is a 100% total small business set-aside with a period of performance of 365 days from notice to proceed. The estimated cost is between $1,000,000 to $5,000,000. Interested vendors must register on SAM.gov to receive amendment notifications for this U.S. Army Corps of Engineers, Pittsburgh District solicitation.

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE (SF 30)

The following have been added by full text:

CERTIFIED FINAL DOCUMENTS

CERTIFIED FINAL DOCUMENTS – W911WN20B8000 TECHNICAL SPECIFICATIONS

The following sections have been revised:

01 11 00 GENERAL REQUIREMENTS

Paragraph 1.1.1 Project Description. To remove original item “c” pertaining to removal of obstructions.

QUESTION AND ANSWER RESPONSES

1. I can see including a diver to inspect the location of the precast block as part of this contract.

However, my issue is within the scope of work to remove and dispose of obstructions. How is the contractor to quantify and put a reasonable proposal together? This removal can affect the floating plant and required equipment. It can also affect the contract duration. Can the government look at using a pre-determined amount, or T&M, or at least daily rates for the removal.

SPEC SECTION 01 11 00 HAS BEEN REVISED TO REMOVE ORIGINAL PARAGRAPH

“C” PERTAINING TO THE REMOVAL OF OBSTRUCTIONS. AS SUCH, ALL

SUBSEQUENT ITEMS HAVE BEEN RE-LETTERED. ALSO, NOTE 3 ON SHEET SB502

HAS BEEN REVISED TO UPDATE LANGUAGE REGARDING OBSTRUCTIONS.

2. The entire system is based on the Corps design, survey, and equipment. The contractor is required to order the ropes to attach all of these items. With a small installation window in 2021, all of the ropes need pre-ordered to exact lengths. We must base this order off the Corps survey. Who is responsible for miscalculations? Or, why can’t the Corps just order the ropes for their system?

THE 31 MARCH 2021 TO 20 MAY 2021 INSTALLATION PERIOD APPLIES ONLY TO THE

HORIONTAL FLOAT SECTIONS. ALL OTHER PARTS OF THEFLOATING BOOM

SYSTEM SUCH AS ANCHOR BLOCKS, ANCHOR CABLES AND MOORING BUOYS MAY

BE INSTALLED PRIOR TO 31 MARCH. ROPES DO NOT NEED TO BE PRE-ORDERED TO

EXACT LENGTHS. APPROXIMATE LENGTHS ARE PROVIDED AND FIELD

TERMINATIONS ARE PERMITTED AS INDICATED IN THE CONTRACT

SPECIFICATIONS.

3. On the storage racks, SB501, is there only 1 cross brace on the left side? Initially, I thought there were 3, and I couldn’t figure out how to get 5 floats on the rack.

YES. THERE IS ONLY ONE CROSS BRACE ON THE LEFT END.

4. We hereby request waiver of Paragraph 1.4.1, Manufacturer Qualifications, as it relates to this project. All other quality requirements incorporated from reference documents ACI 318, PCI MNL-116, and PCL MNL-120 can and will be met, potentially at a significant cost savings, if the plant certification requirement is waived.

W911WN20B8000

THIS WAIVER REQUEST IS BEING DENIED. THE PLANT CERTIFICATION

REQUIREMENT STANDS. USING A CERTIFIED PLANT HELPS ENSURE THE PRECAST

CONCRETE MEETS REQUIRED SPECIFICATIONS.
