QUESTIONS AND ANSWERS

Answers to Questions received, Total of 6 Questions

Question 1: Section 2, Item 2.1.2 of the Performance Work Statement indicates that the Sewer treatment plant operator shall possess a Class F Type 1 license from the PADEP. No similar license requirement appears under the Section 1 Freshwater System portion of the Work Statement. What is the freshwater operator licensing requirements?

Answer: Department of Environmental Protection (DEP) certification for Water Systems, Class A and Class E, Water Subclasses 1-14

Question 2: Please advise if freshwater and sewage treatment operators carrying an Ohio EPA Class 1 license are acceptable via reciprocation of licensing thru the PADEP.

Answer: The PA State Board for Certification of Water and Wastewater Systems Operators may issue a Pennsylvania certification to an applicant holding a valid water and/or wastewater operator certification from another state, territory, the District of Columbia, or Board-approved registry. For more information, go to:

http://www.dep.pa.gov/Business/Water/BureauSafeDrinkingWater/OperatorCertification/Operators/Pages/Reciproci ty.aspx

Question 3: Please confirm that the well pits are designated confined spaces and will require OSHA confined space entry safety requirements.

Answer: The well pits meet the definition of a confined space and as such require the use of Occupational Safety and Health Administration (OSHA) procedures for safe entry.

Question 4: Please advise if there are any other locations designated as confined spaces that will require OSHA confined space safety standards.

Answer: The only other location would be the aeration tanks at the sewage treatment plant, which wouldn’t need to be entered on a routine basis. They may need to be entered for unforeseen maintenance, such as plugged aerator diffusers.

Question 5: Section 2.2.6 of the Performance Work Statement notes the following on the sewage collection lines:

“Periodic cleaning of the sewage lines (approx. every 2-3 years) is necessary to remove grit, sand debris and other deposits that constrict the free flow of sewage.” For bidding purposes, can you determine an exact number of times that line cleaning will be required over the 5-year (including options) contract period?

Answer: The blockage of sewage lines cannot be predicted. For proposal pricing on the Cleaning of Sewage Collection Lines identified as the third requirement for the base period and on each of the respective four (4) option periods, a sewage line total of 1,125 linear feet is being placed on Item No. 0003 (Base period), 1003 (Option Period 1), 2003 (Option Period 2), 3003 (Option Period 3), and 4003 (Option Period 4) to account for this service.

The Government’s main concern is to have some clearing immediately available in case the lines end up blocked.

Question 6: Is the inspection and testing at the wwtp 365 days a year?

Answer: In accordance to the Performance Work Statement Section 2.1.1, “the Contractor shall be responsible for the operation of the Shenango River Lake Sewage Treatment Plant (STP), lift stations, and other parts of the treatment system and appurtenant equipment seven days a week, 24 hours a day while the plant is in operation, including daily testing requirements. Daily testing shall occur on Federal holidays.”

W911WN18T3001

In accordance to the Performance Work Statement Section 2.5.2, “the Contractor shall conduct daily and bimonthly tests on effluent to ensure compliance with standards set forth in the NPDES Permit for the facility.” If the daily testing requirement of the National Pollutant Discharge Elimination System (NPDES) permit were to be amended during the period of performance on the contract, due to low or no discharge when the campground is not opened, the contract award would be modified.
