This is a combined synopsis/solicitation for commercial items prepared in accordance with the format set forth in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The solicitation issued as a request for quote (RFQ) number W911WN-18-Q-5001.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-98.

The NAICS Code for this acquisition is 327320, Ready-Mix Concrete Manufacturing.

The Small Business Size Standard for this NAICS Code is 500 employees. This requirement is unrestricted. Any resultant contract shall be Firm Fixed Price, and one award is anticipated.

Montgomery L/D Concrete Quantities/Delivery

Specifications

1.1 General Information:

The Contractor shall develop/design and test the mix design for the Underwater Concrete and supply the Underwater Concrete per Specification Section 03 37 26 to the job site.

Note, the Contracting Officer shall be notified of any or all tests which are to be performed for verification of the mix design. The Contracting Officer reserves the right to observe all processes and tests used in mixture proportion verification.

The Government will be placing, by pump truck, the Underwater Concrete in formwork that is submerged approximately 16 feet in water. The concrete will be pumped approximately 160 feet horizontally and 44.5 feet vertically down. It is anticipated that each concrete truck could be at the site 1-2 hours.

1.2. Quantities and Delivery Requirements to Montgomery L/D:

a. The batch plant shall be within 50 minutes travel time from the delivery site.

b. The actual amount of Underwater Concrete ordered will be between 40 and 65 cubic yards. Each individual delivery load will be a Minimum of 2 cubic yards and Maximum of 8 cubic yards. Estimate between 5 - 8 individual concrete deliveries will be required.

c. The concrete deliveries will occur between 20 August and 14 September 2018 during the weekdays. Multiple deliveries during this time period will be required.

d. The contractor will be notified at least 48 hours prior to each required delivery.

Multiple concrete deliveries may be requested.

1.3. Test Batch:

a. A test batch of Underwater Concrete per Specification Section 03 37 26 will be required. The quantity of this test batch shall be 5 cubic yards.

b. The test batch delivery will occur between 09 July and 27 July 2018 during a weekday.

Only one test batch delivery will be required. The contractor will be notified at least 48 hours prior to the required delivery date.

2. ADDITIONAL CONCRETE DELIVERY BID ITEMS

2.1. Excess Unloading Time:

The bid is to include separate possible charges for truck waiting time in excess of normal unloading time. Two hours or less shall be considered a normal unloading time.

2.2. Small Load Additional Costs:

The bid is to include separate possible charges for truck small load charges below the typical 5 cubic yard per truck minimum; per delivery.

2.3. Fuel Surcharge:

Fuel Surcharge per truck delivery trip.

3. SECURITY REQUIREMENTS

3.1. Access and General Protection and Security Policy and Procedures:

The contractor and all associated subcontractors' employees shall comply with applicable installation, facility, and area commander installation and facility access and local security policies and procedures (provided by the Government Representative). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the installation the USACE Security Office. The contractor workforce must comply with all personal identity verification requirements as directed by DoD, HQDA, and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes. The contractor must submit the full name, Social Security Number, Date of Birth, and Place of Birth for all associated contractor or subcontractor employees to the USACE Security Specialist Paul M. Surace, 412-395-7162, paul.m.surace@usace.army.mil or Stephen Davidson, 412-395-7504, stephen.davidson@usace.army.mil. The District retains the right to deny any contractor and subcontractor employee from working on one of its contracts based on final background investigation results.

3.2. Escort Requirements:

All contract employees, including subcontractor employees who are not in possession of the appropriate security clearance or access privileges, will be escorted in areas where they may be exposed to classified and/or sensitive materials and/or sensitive or restricted areas.

3.3. Pre-Screen Candidates using "E-VERIFY" Program:

The Contractor must pre-screen Candidates using the E-verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award.

UNDERWATER PLACED CONCRETE

PART 1 GENERAL

1.1 SCOPE

The work covered by this section consists of furnishing all equipment, labor, materials, and performing all operations in connection with furnishing underwater concrete as indicated. The government will be responsible for placing the concrete and performing any quality assurance testing on site.

1.3 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. Submit the following in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

SD-05 Design Data

Underwater Concrete Mixture Proportions; G, DO

Concrete mixture proportions shall be determined by the Contractor, in accordance with the requirements in paragraph UNDERWATER CONCRETE MIXTURE PROPORTIONS, and submitted for review and approval at least 60 days before placement. The underwater concrete shall be designed to be pumpable, have anti-washout admixture and a retarding admixture added to the mixture.

The Contractor shall submit statements that the concrete testing technicians meet the requirements of paragraph 1.7 UNDERWATER

CONCRETE MIXTURE PROPORTIONS.

WAYBILLS AND DELIVERY TICKETS

Copies of certified delivery tickets for all concrete used in the construction.

1.4 WEATHER LIMITATIONS

1.4.1 Placing and Protection of Concrete

The underwater concrete shall be within the temperature range of 50 to 85 degrees Fahrenheit when placed. Mixing water shall be heated or cooled to attain the temperature range.

1.5 CONCRETE PLANT

1.5.1 Ready Mix Plant

Ready-mixed concrete shall conform to ASTM C94/C94M except as otherwise specified. Batch tickets shall meet the requirements of ASTM C94/C94M.

Batch tickets shall include additional information as specified in paragraph 14.2 of ASTM C94/C94M. Additional information shall include the weight of fine and coarse aggregate, amount of cementitious materials (Portland cement, fly ash, slag, and silica fume), amount of admixtures, free water on aggregates, batch water, amount of water that can be added on site, design water/cement ratio, and maximum size of aggregate.

1.5.2 Time Interval Between Mixing and Placing

When concrete is truck-mixed or when a truck mixer or agitator is used for transporting concrete mixed by a concrete plant mixer, the concrete shall be delivered to the site of the work, and it shall be anticipated that concrete may remain on the truck for no more than 2 hours after concrete is delivered to the site.

1.5.3. Department of Transportation (DOT) Approved

The Read-Mix concrete plant and the delivery trucks must be Pennsylvania Department of Transportation (PENNDOT), West Virginia (WVDOT), or Ohio (ODOT) approved for batching and delivery of concrete.

1.6 UNDERWATER CONCRETE DESIGN REQUIREMENTS

The underwater concrete shall be proportioned such that compressive strength f'c shall be 4,000 pounds per square inch at 28 days. Maximum water cement ratio shall be 0.45 by mass. The concrete shall be designed to flow without segregation. The slump of the concrete shall be between 16 to 20 inches. Concrete washout shall be less than 8% when tested with COE CRD-C 61. The minimum initial set time of the mixture shall be 4 hours.

1.7 UNDERWATER CONCRETE MIXTURE PROPORTIONS

A mix design previously used on a similar project in USACE-Pittsburgh District is included as Attachment A to this specification section. The mix design provided as Attachment A may be utilized by the contractor, but must be submitted for approval as a requirement of this specification. The Concrete mixture proportions shall be determined by the Contractor, and submitted for review and approval at least 60 days before placement. The submission shall be accompanied by test reports from a laboratory validated and listed by the USACE-ERDC-MTC which show that proportions thus selected will produce concrete of the qualities indicated. No substitution shall be made in the source or type of materials used in the work without additional tests to show that the quality of the new materials and concrete are satisfactory.

No mix design shall be used until notice of acceptance has been given by the Contracting Officer. The Contracting Officer shall be notified of any or all tests which are to be performed for verification of mix design. The Contracting Officer reserves the right to observe all process and tests used in mixture proportion verification. All items listed below shall be included in the Concrete Mixture Proportioning:

a. The concrete mixture quantities (mass) of all ingredients per cubic yard that will be used in the manufacture of the concrete shall be stated. The mass of the aggregates shall be in a saturated surface-dry condition. Ingredients shall include but are not limited to: Portland cement, pozzolan, silica fume, ground granulated blast-furnace slag, coarse aggregate, fine aggregate, admixtures, limestone powder, and water. The maximum water-cement ratio shall be stated.

b. Names, types, and quantities of the admixtures shall be stated. An anti-washout admixture and a retarder shall be used in the mixture.

Manufactures literature of all admixtures used shall be submitted.

c. Gradations test results for the coarse and fine aggregates. Submit supplier's certification of compliance that states the material supplied meets the requirements of the specification under which they are furnished.

d. Certified copies of laboratory test reports for cementitious materials, including mill tests and all other test data, for Portland cement, pozzolan, ground granulated blast furnace slag, limestone powder, and silica fume.

e. Test results showing the concrete is capable of producing the required strengths (ASTM C39/C39M), slump (ASTM C143/C143M), and air ,washout results (COE CRD-C 61) and minimum initial set time (ASTM C403/403M) in accordance with the requirements of the publication list in parenthesis.

1.8 CONCRETE SAMPLING ON SITE

The Government will sample and test the concrete on site to determine compliance with the specifications.

PART 2 PRODUCTS

2.1 MATERIALS

2.1.1 Cementitious Materials

Cementitious materials shall be Portland cement in combination with one or more of the following: pozzolan, silica fume, and/or ground granulated blast-furnace slag. Cementitious materials shall conform to appropriate specifications listed below.

2.1.1.1 Portland Cement

ASTM C150/C150M, Type II, low alkali.

2.1.1.2 Pozzolan

Pozzolan shall conform to ASTM C618, Class F.

2.1.1.3 Ground Granulated Blast-Furnace Slag

Ground granulated blast-furnace slag shall conform to ASTM C989/C989M, Grade 100 or 120.

2.1.1.4 Silica Fume

Silica fume shall conform to ASTM C1240.

2.1.1.5 Limestone Powder

Limestone powder shall meet the requirements of ASTM D242/D242M and shall contain a minimum 95% calcium carbonate. Dolomite content shall be less than 3 percent.

2.1.2 Aggregates

Coarse aggregates shall be crushed limestone. The use of river gravel as coarse aggregate shall be prohibited. Coarse aggregates shall conform to ASTM C33/C33M, Class 4S, Gradation 67. Fine Aggregates shall conform to PENNDOT Type A concrete sand. Aggregates shall come from a Pennsylvania Department of Transportation (PENNDOT), West Virginia DOT, or Ohio DOT approved source.

2.1.3 Anti-Washout Admixture

Anti-washout admixture shall be used. Concrete Mix Proportions shall be tested in accordance with COE CRD-C 61. Manufacturer's literature along with strength test data shall be submitted for approval.

2.1.4 Water-Reducing, Retarding, or Accelerating Admixtures

Water-Reducing, retarding, or accelerating admixtures shall conform to

ASTM C494/C494M.

2.1.5 Water

Water for mixing and curing shall be fresh, clean, potable, and free of injurious amounts of oil, acid, salt, or alkali, except that nonpotable water may be used if it meets the requirements of COE CRD-C 400.

252.213-7000 Notice to Prospective Suppliers on Use of Past Performance Information Retrieval System—Statistical Reporting in Past Performance Evaluations.

(a) The Past Performance Information Retrieval System-Statistical Reporting (PPIRS- SR) application (http://www.ppirs.gov/) will be used in the evaluation of suppliers’ past performance in accordance with DFARS 213.106-2(b)(i).

(b) PPIRS-SR collects quality and delivery data on previously awarded contracts and orders from existing Department of Defense reporting systems to classify each supplier’s performance history by Federal supply class (FSC) and product or service code (PSC).

The PPIRS-SR application provides the contracting officer quantifiable past performance information regarding a supplier's quality and delivery performance for the FSC and PSC of the supplies being purchased.

(c) The quality and delivery classifications identified for a supplier in PPIRS-SR will be used by the contracting officer to evaluate a supplier’s past performance in conjunction with the supplier’s references (if requested) and other provisions of this solicitation under the past performance evaluation factor. The Government reserves the right to award to the supplier whose quotation or offer represents the best value to the Government.

(d) PPIRS-SR classifications are generated monthly for each contractor and can be reviewed by following the access instructions in the PPIRS-SR User’s Manual found at https://www.ppirs.gov/pdf/PPIRS-SR_UserMan.pdf. Contractors are granted access to PPIRS-SR for their own classifications only.
