SUMMARY OF CHANGES

SECTION 00 10 00 - SOLICITATION

The following have been added by full text:

QUESTIONS AND ANSWERS

Q 1: Can the floating plant be moored and stored in the auxiliary lock chamber?

A 1: Yes, the floating plan can be moored and stored in the auxiliary chamber or outside the auxiliary chamber below the downstream miter gates. Access to the auxiliary chamber is through the downstream miter gates only.

Q 2: What are the load restrictions on miter gate bridge, land, mid and river wall?

A 2: Operability of the locks is of primary concern and Government Lock personnel must be able to continue to operate the lock through the duration of the contract and will require access at times to the wall recesses covered by horizontal wall grating. It is not anticipated given the contract scope of work that equipment will be of a size or weight that will exceed the walls capacity when using appropriate cribbing or shoring as needed. A restriction of 100 psf for the construction load is indicated on 1.5.4 of Section 01 35 00.00 08 for the miter gates and this load restriction shall apply to the land, middle and river wall grating and plating.

Spec SECTION 01 35 00.00 08 para 1.6 requires submission for approval of a construction site plan, which shall show the location of equipment storage and access and haul routes. Larger construction loads may be acceptable pending the Government’s review. The equipment will be evaluated during the construction submittal process when actual equipment, rig sizes and locations are submitted based on the Contractors means and methods. Contractor equipment with equipment specifications and cut sheets anticipated to accomplish work that may be placed on the middle wall shall be submitted within the plan. Cribbing, shoring or other means provided by the Contractor may be required due to openings at top of wall, equipment, galleries, trenches, concrete strength limitations and other features of the walls. See amendment.

Q 3: What is the max truck length that can access the site with the restricted entrance width and road layout?

A 3: In previous contracts and deliveries to the site, a full size highway semi-truck has successfully accessed the site using a skilled driver. The contractor shall determine their specific delivery and equipment requirements using the existing access road conditions.

Q 4: What was the size of the crane used to set new bulk head crane on bridge?

A 4: We do not have this information available.

Q 5: What is the barge count per day each month?

A 5: The barge count per day each month is 10 on average.

Q 6: Are there any known conduit spares and of what size are available from Main Building to Cross over bottom?

A 6: There are four 4" conduits including one 4" spare, and one 4" fibre duct originally built into the lock. Each conduit has a varying amount of space available. A dewatering and inspection of the crossover late last year revealed the following:

1st conduit (fibre duct): two wires; 1 1/4" cable and 5/8" ground wire.

2nd conduit: four cables; two 7/8" cables and two 1 1/4" cables.

3rd conduit: four cables; three 1" inch cables and one 7/8" cable.

4th conduit: five cables; two 1 1/4" cables, one 1"cable, one 3/4" cable, and one 1/2" cable.

5th conduit (spare): four cables; four 1/2" cables

Q 7: SECTION 01 35 00.00 3.1 SEQUENCE OF WORK Paragraph 2 instructs the contractor to perform all civil works prior to installation of electrical and mechanical works. This would only make sense to apply to the electrical work and mechanical work within in the trench and pit. Please confirm that mechanical piping installation in the gallery and electrical works in the cross over and main building can occur prior to cleaning of the trench and pits. This would allow for winter works to occur and not be working on top of lock during inclement weather.

A 7: Yes, mechanical piping installation in the gallery and electrical works in the cross over and main building can occur prior to cleaning of the trench and pits. SECTION 01 35 00.00 3.1 SEQUENCE OF WORK Paragraph 2 specifically states "Civil site work to clean the trench and enlarge the pit recesses must be accomplished prior to the electrical and mechanical installation."

Q 8: Painting - Factory Finishes: Specification 35 05 40.14 10 clause 2.15 PAINTING states: "Shop prime and coat all exposed exterior surfaces of assemblies and equipment except stainless steel, synthetic rubber, and plastic, as specified unless the equipment is given a standard factory finish as allowed by other paragraphs of this specification." Can your office please provide additional guidance about acceptable standard factory finishes? For example, will the government accept the standard factory finishes provided by the manufacturers of the motors, proportional valves, reservoir isolators, hydraulic pumps, and other standard painted components?

A 8: Equipment shall be protected from corrosion and damage from environmental exposure. Factory finishes will be acceptable if they are rated for outdoor service. If the factory finish is not rated for outdoor service than an additional finish is required.

Q 9: Hydraulic Line Between Reservoir and Isolator: Specification 35 05 40.14 10 clause 2.2.19 Isolator Piping and Drawing M-6043 indicate that hose shall be used to connect each reservoir with its remote isolator.

Other drawings (including G-0040, M-4035, M-4037, and others) suggest that a combination of pipe and hose is desired. It is assumed that hard pipe, with hose at both ends, is intended. Can your office please confirm?

Is there a size or wall spec requirement for these low-pressure lines?

A 9: Yes, the intent is for hard pipe with hose at each end. The hose for the reservoir isolator shall be suitable for vacuum service and meet or exceed SAE J517 100R4.

Q 10: Hose Ratings: Specification 35 05 40.14 10 clause 2.5 HOSES and FITTINGS requires 5000 psi rated, six-spiral wire hoses. Does this requirement apply to hoses on return and reservoir isolator lines?

A 10: It applies to return hoses as well. Vacuum or suction lines shall meet or exceed SAE J517 100R4. See amendment.

Q 11: Shut-Off Valve Ratings: Specification 35 05 40.14 10 clause 2.8 SHUT-OFF VALVES requires 3000 psi rated (minimum) ball valves. Does this requirement apply to ball valves on return lines?

A 11: This requirement applies to return lines.

Q 12: Shop Test Oil Temperature: Specification 35 05 40.14 10 clause 2.13.1 Shop Tests of Hydraulic Power Units requires a hydraulic fluid temperature equal to or less than 70 degrees Fahrenheit. This requirement may be difficult (expensive) to meet. Depending on the location of the shop and the time of year of the tests, air/oil coolers may not be sufficient. In this case, water/oil coolers or chillers will be required to satisfy this test requirement. Can the government please confirm whether this requirement will be modified and if manufacturers should budget on the equipment/resources necessary to ensure test oil temps at or below 70 degrees?

A 12: This requirement will be removed from the specifications, see amendment.

Q 13: Portable Pump and Motor Unit Spec: Specification 35 05 40.14 10 clause 2.11 PORTABLE PUMP AND

MOTOR UNIT states that the pump and motor package should "match" the pump and motor on the HPU.

Does this mean that the motor on the portable unit should also be immersible rated?

A 13: The motor on the portable HPU shall match the other motors, therefore shall also be immersible rated.

Q 14: Pump Motor Enclosure: Specification 35 05 40.14 10 clauses 2.2.1 Motors and 2.13.3 Pump Motors require

"totally enclosed non-ventilated" (TENV) motor enclosures. Will immersible rated motors (as rated by the motor manufacturer) with other enclosure types be allowed? (TENV motors are large and expensive.)

A 14: Government research determined TENV to be the preferable motor enclosure due to the low operating time.

However, a motor with another enclosure type may be submitted for government approval if it is rated immersible and meets all of the other specification requirements.

Q 15: Drawing M-6044 shows a NEMA 6P junction box that houses the Ethernet Remote I/O Control System for the Hydraulic Power Units. The specification calls out Stainless Steel enclosures for the Control Desks but does not directly address this box. Does USACE want this skid mounted Junction Box in Stainless Steel or Fiberglass, which is more common?

A 15: A stainless steel junction box is required.

Q 16: Pump motors that meet all specification requirements simultaneously cannot be located. Although there are a couple of requirements that will be difficult, if not impossible, to satisfy simultaneously - the immersible requirement presents the greatest concern.

Immersible rated motors with TEBC (Totally Enclosed Blower Cooled) enclosures, not TENV enclosures, are available. According to Baldor, these motors (even those equipped with optional sealed blowers) are not meant to be used after flood events without proactive disassembly/ inspection /service. Although the manufacturer rates the motors for two weeks of submerged service, Baldor's product manager indicates that immersible duty motor bearings can experience water exposure upon motor submergence. Baldor advises that their immersible motors should be removed from service, disassembled, and inspected after every submersion event. It is assumed that post-flood motor disassembly/ inspection /service requirements will not be accepted by the government. Can this please be confirmed? [These ABB/Baldor employees can offer additional details:

Sean Fitzgerald, Sales representative, 203-269-1354 and Bob Perdue, Immersible Product Manager, bob.perdue@us.abb.com]

Submersible rated motors with TENV enclosures are available. These motors meet most (not all) of the specification's requirements - but are only available for vertical installation arrangements. The 40" maximum HPU height precludes a vertical pump/motor group orientation. Although, our search for an appropriate horizontal mount motor continues - this concern is mentioned now as we understand the project's Q&A period will soon end.

It appears that suppliers will not be able to avoid one or more exceptions to the specification's motor requirements. It is unclear how the government prioritizes the motor specification requirements. For example, if two requirements are mutually exclusive - which of the two will the government prefer? Will suppliers be deemed non-compliant if they guess wrong? It is also unclear how the government would like suppliers to proceed given the very real possibility that neither of the following will be found:

a. Immersible rated motors that do not require post-flood service b. Submersible rated motors appropriate for horizontal installations

Passion Engineering is working on a solution to the submersible motor orientation concern - but the outcome of our investigation/ design exploration is not yet certain. Given the upcoming closure of the Q&A period, we are sharing our concerns/thoughts now, before this design investigation is complete.

A 16: The specification identifies a TENV enclosure but a TEBC motor may be submitted for government approval if it is rated immersible and meets all of the other specification requirements. See amendment. Motors in lock and dam applications operate infrequently under intermittent duty cycles with low operating times.

Specification section 35 05 40.14 10 para 2.12.3.1 states that the motor must “operate intermittently for 15 minutes without exceeding the temperature rise permitted by the applicable NEMA standards for the class of insulation and frame construction used.” The government recognizes the recommended associated maintenance required after a flood event.

Q 17: Specification 35 05 40.14 10 clause 2.4 PIPE AND FITTINGS advises that non-welded piping solutions such as Parflange F37 or equivalent shall be submitted to the Contracting Officer for approval. We respectfully request your consideration and approval of Tube-Mac's Pyploc and 37 deg. Flare non-welded piping systems.

Applicable data sheets and references are attached for your review. Your approval of these systems will allow us to prepare a competitive proposal for an appropriate clean, non-welded piping system that complies with all applicable specifications requirements.

A 17: Tube-Mac’s 37 degree flare flange would be an equivalent alternative to the Parflange F37 and could be used.

Tube-Mac’s Pyplok would be an equivalent non-welded pipe solution where future disassembly of the pipe will not be required. As required by the specification, application of each non-welded piping solution shall be submitted to the Contracting Officer for final design approval.

Q 18: Specification 35 05 40.14 10 clause 2.11 PORTABLE PUMP AND MOTOR UNIT specifies a maximum allowable assembly weight of 1500 lbs. Although questions about the motor remain, preliminary design work suggests that this requirement, in combination with the clause's other requirements, may not be achievable.

(The motor and pump, alone, could weigh ~1100 lbs. This would leave only 400 lbs, perhaps less, for the pump adapter, coupling, cart assembly, 12" diameter wheels, hoses, and other peripherals.) Although our design work is preliminary, we believe that a weight limit of 2000 lbs can be satisfied with relative ease. We respectfully request adjustment of the weight limit or acceptance of a reduced power/flow unit.

A 18: The portable pump and motor unit design weight limit of 1500 lbs has been increased to 1800 lbs. See amendment.

Q 19: Many of the electrical components have a rating of IP 67 which is not designed to be submerged. Even some components with an IP68 rating would not technically be suitable to be submerged for two weeks. So if the idea is not that the electrical components will survive the immersion event, what is the plan for the electrical components on the HPU after the anticipated immersion event?

A 19: Electrical components that are not rated for submersion will be replaced after a flood event. Maintenance personnel will follow procedures to remove these components prior to the flood event if conditions allow.

Q 20: Which is the correct viscosity for this application.

a. 2.2.24 Return Filter Each hydraulic power unit shall be provided with a tank mounted, return line filter. The filter shall be sized so as to not incur more than a 35 psi pressure drop when filtering 75 gpm of 740 SSU oil at 50 degree F.

b. 2.2.23 Pressure Filter

Each hydraulic power unit shall be provided with a pressure filter mounted as shown on the drawings. The filter shall be sized so as to not incur more than a 70 psi pressure drop when filtering 75 gpm of 162 SSU oil at 50 degree F.

A 20: 740 SSU is the correct viscosity. See amendment.

Q 21: Can the Government please provide the reinforcing bar drawings for the portions of concrete that require demo?

A 21: No additional as-built reinforcing drawings in the identified demolition areas are available than were provided in the reference drawing set.
