This is a Sources Sought and is for informational purposes only. This is not a solicitation announcement, nor is it a Request for Proposal (RFP). No solicitation is currently available. This request does not obligate the Government in any contact award. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information. Do not submit cost proposals or cost information. Response to this notice is strictly voluntary and will not affect any firm’s ability to submit a proposal if and when a solicitation is issued.

The U.S. Army Corps of Engineers (USACE), Pittsburgh District, is conducting market research to determine the business size and capabilities of potential sources for dredging in the Ohio, Monongahela and Allegheny Rivers. The proposed NAICS for the proposed acquisition is 237990 – Other Heavy and Civil Engineering Construction.

The information gathered will be used by the Government to make appropriate acquisition decisions.

SCOPE OF THE PROPOSED ACQUISITION:

This project is to provide maintenance dredging for the Ohio, Monongahela and Allegheny River open channel areas located anywhere upstream of Hannibal Locks and Dam.

This project is considered as an Independent Dredge/Disposal Operation, a project in which one or more separate cranes (derricks, excavators, etc.) are dedicated separately to the material loading and unloading actions of the work.

Disciplines and related work requirements may include, but are not limited to:

(1) Maintenance Dredging. Removal of shoals as identified by the Government and delineated on contract drawings. Material may include silt, sand, rock, cobble, coal, logs, trees, and other organics. Required work may not be restricted to floating plant situations, and may require land based equipment operations independent of, or in conjunction with the same.

(2) Material disposal will occur as indicated below:

a. All dredged material shall be tested, classified, and handled in accordance with both the PADEP 401 Water Quality Certification EA04-004 and PADEP 258-2182- 773 Management of Fill (08/07/2010).

b. Soil testing shall be performed under this contract. All dredged material shall be tested, classified, and handled in accordance with both the PADEP 401 Water Quality Certification EA04-004 and PADEP 258-2182-773 Management of Fill.

c. All dredged material determined to be suitable Clean Fill shall be placed as fill behind longitudinal dikes that have been or will be constructed at Georgetown Island (Ohio River Mile 37.7). Actual dike alignment will be defined in the field as directed by the Contracting Officer. Material determined to not be Clean Fill shall be taken to a properly permitted commercially available facility.

d. For planning purposes, all material is assumed to be Clean Fill (ref. PADEP 258-

2182-773). Dredged material determined to contain regulated substances above the thresholds set in PADEP 258-2182-773 and as directed by the Contracting Officer shall be managed and disposed of in accordance with applicable policy, and any other applicable federal, local, and state regulations.

(3) Construction of containment structures (dikes) for dredged material using a Government-furnished riprap source near Emsworth Lock and Dam that the Contractor shall load and transport to Georgetown Island.

(4) Seeding will be required following completion of island bank construction/fill placement.

Following the completion of work, the Contractor shall immediately place temporary vegetative cover on all disturbed soil areas.

(5) The Contractor shall conduct the following survey support:

a. Preconstruction Island Surveys.

b. Survey Support during Island Construction. The Contractor shall provide a surveyor at all times during dike construction and fill placement.

c. Baseline Drawings and As-Built Drawings.

(6) Security

Contractor shall strictly adhere to all United States Coast Guard or other governing regulations.

Pre-screen candidates using E-Verify Program. The Contractor must pre-screen Candidates using the E-verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the Contracting Officer no later than 3 business days after the initial contract award.

PERIOD OF PERFORMANCE: 180 Days base contract + 45 days option = 225 days

MAGNITUDE OF CONSTRUCTION: Between $1,000,000 and $5,000,000

INTERESTED SOURCES MUST PROVIDE THE FOLLOWING INFORMATION:

Interested and capable sources are requested to provide complete responses with the following information to Loretta Payne, Contract Specialist, no later than 11:00 a.m. on June 30, 2016 by email at Loretta.payne@usace.army.mil.

(1) Company/firm name and address

(2) Company/firm point of contact, telephone number and email address

(3) Company/firm cage code

(4) Company/firm business size, to include designation as large business, small business, HUBZone, 8(a), Services Disabled veteran Owned Small Business, Small Disadvantaged Business or Women-Owned Business.

(5) All interested contractors should submit a narrative demonstrating their specialized experience in similar type contracts and past performance. Capability statements should include, bonding capacity, bonding availability, details of similar projects and the completion dates, and contract amounts for the similar projects listed.
