(b) Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer mailed, or otherwise furnished to the successful offeror, results in a binding contract. The Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day award is dated. Therefore, the offeror should compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor's date of receipt of the contract or notice of award by adding (1) five calendar days for delivery of the award through the ordinary mails, or (2) one working day if the solicitation states that the contract or notice of award will be transmitted electronically. (The term "working day" excludes weekends and U.S. Federal holidays.) If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected.

1.3 QUALIFICATION OF WELDERS AND WELDING OPERATORS

Qualification of welders and welding operators shall conform to the requirements of Section 05 59 13 FABRICATION OF HYDRAULIC STEEL STRUCTURES.

1.4 SPECIAL REQUIREMENTS

1.4.1 Lift Gate Weight Control

It is essential that the Contractor monitor the weight and center of gravity (CG) of the gate during all stages of fabrication and assembly until the gate is fully assembled and operational. The weight control and center of gravity is critical to assure that the dead weight of the gate does not exceed the capacity of the lifting chain and equipment, and the load is properly aligned with the lifting points.

The current estimated theoretical weight of the lift gate as designed and shown on the contract drawings, including the weight of metallizing, coatings and welds, is approximately 250,000 pounds. This estimated weight is based on the following;

Structural Steel Weight 490 lbs/cubic foot, or as publish by AISC

Cast Steel 450 lbs/cubic foot

Metallizing 0.5 pounds/square foot

Coatings 0.2 pounds/square foot

Welds:

Penetration/Groove Equivalent to Member - no added Weight 1/4 inch fillet 0.106 lbs/foot 5/16 inch fill 0.166 lbs/foot

The actual weight of the lift gates shall be based on the approved bill of materials and shop drawings for the lift gate. Factors shall be applied to account for the weight of metallizing, coatings, and welds. The

SECTION 35 20 16.53 Page 4 maximum permissible final weight of the gate including counterweights, coatings, metallizing and welds shall not exceed 260,000 pounds.

The Contractor shall monitor and control the incorporation of materials into the final product to assure that the final dead weight and corresponding center of gravity for the gate meet the design requirements.

The Contractor shall calculate the initial theoretical dead weight and CG of the gate from design drawings and submit this information to the Government within 15 days of the Notice to Proceed. This information shall include all material takeoffs and calculations of the gates center of gravity as theoretically shown in the design drawings. The Contractor shall provide any spread sheet programs or commercial software that is used to calculate the initial dead weight and center of gravity. The Government shall review this information and respond to the Contractor within five working days of receiving this submission.

Once this initial dead-weight and center of gravity of the gate has been established, all subsequent calculations shall be based on actual material weights provided by approved bill of materials and the approved shop drawings. The Contractor shall utilize the identical program(s) and/or commercial software that was utilized for the development of the initial theoretical dead-weight and center of gravity calculations.

As fabrication progresses, actual weights of members, plates and other components shall be used to update the initial calculations, thus giving a current status of the actual weight and center of gravity of the gate.

Updates of the weight and center of gravity shall be conducted on a monthly basis during the period of fabrication. If at any time the weight (or center of gravity) of the gate appears to exceed that anticipated, the Contractor shall immediately notify Contracting Officer and await notice from the Government regarding a course of correction actions. The Contracting Officer shall have access to weight/center of gravity calculations as needed, and the Contractor shall submit weight/center of gravity calculations as described:

a. The initial theoretical completed assembly (including estimated grating and handrails)

b. Before beginning metallizing/coating

c. The final, fully balanced gate, fully outfitted with all coatings, gratings, handrails, etc.

All material incorporated into the work shall be monitored and recorded.

Member sizes shall be as shown, and shall not be substituted with other member sizes unless specifically approved in writing by the Contracting Officer.

In order to identify the actual weight of the metallizing and coating systems, the Contractor shall develop one foot square test plates with the required average thickness of metallizing and paint systems applied. The plates shall be accurately weighed before and after the metallizing/ coatings are applied and again thereafter to determine the actual unit weight (per square foot) of the systems. The results of this demonstration shall be furnished to the Contracting Officer for approval.

The approved actual units weights shall then be used to update the actual weight and center of gravity calculations for the gate as fabrication progresses.

As the fabrication nears to point where metallizing and costing are to be

SECTION 35 20 16.53 Page 5 applied, the Contractor shall make a final calculation of the anticipated amount of counterweights that will be required in order to plan the location of this counterweight. This calculation shall be made once all actual material weights and metallizing and coating unit weights have been incorporated into the calculations.

1.4.2 Balance and Counter-Weighting

The Contractor shall calculate the design center of gravity of the gate prior to fabrication and notify the Contracting Officer of the amount of counter-weighting that may be anticipated to attain the center of gravity as designed.

Based on the current estimated weight of the lift gate as designed and shown on the contract drawings, it is anticipated that approximately 6,000 to 7,000 pounds of counterweight will be necessary along the downstream vertical of the gate.

All counterweights shall be made with steel plates that are permanently affixed to the gate with bolts and the nuts tack welded after tightening.

The counterweights shall be distributed along the downstream vertical struts in such a manner as to maintain the levelness of the gate.

Counterweights shall be metallized and painted with the coating system specified for the gates.

Once completely assembled, the gate including all end assemblies, main gate leaf assembly, all walkways, handrailing and miscellaneous metals, sprockets, wheels and guides, but not grease lines, shall be hung from the lifting points and inspected for level and plumb. All components shall also be fully coated and metallized at this time. Survey instruments shall then be used to measure the levelness across the horizontal plane of the gate and the plumbness along the vertical plane. The method of surveying the gate shall be submitted to the Contracting Officer for approval.

The Contractor shall be notified not less than 30 days prior to the date balancing and testing will be performed.

Plumbness and levelness shall be checked along the entire length of the gate. The gate plumbness shall not exceed 1/8 inch when compared to a vertical plane. Levelness shall not exceed 1/16 inch when compared to a horizontal plane.

1.4.2.1 Balance and Counterweighting for Gate Transportation and Storage

The gate shall be balanced in the shop as described in paragraph "Balance and Counterweighting," with the gate and end assemblies fully assembled and hung from the lifting points. The gate end assemblies will be installed separate from the main gate leaf and the main gate leaf will be lifted from different lifting points. This will alter the balance of the main gate leaf that was produced during the shop balancing test. The main gate leaf may need to be provided with temporary counterweights in order to hang in a level position during handling and installation. The Contractor shall be responsible to calculate the amount and location of any necessary temporary counterweight, furnish and install this temporary counterweight. The temporary counterweights that are used to balance the main gate leaf for handling and installation shall be painted but not metallized. The temporary counterweights will remain with the gate and will be removed by others after installation is completed.

SECTION 35 20 16.53 Page 6

1.5 DELIVERY, STORAGE, AND HANDLING
