STATEMENT OF WORK

ARC FLASH HAZARD ANALYSIS/SHORT-CIRCUIT/COORDINATION STUDY

PART 1 GENERAL

1.01 SCOPE

A. This statement of work (SOW) establishes the tasks and identifies the work effort that shall be performed by the Contractor. For the purpose of this SOW, the Contractor is defined as the entity performing the power system studies described below. The Contractor shall perform power system studies as specified herein at the locations listed in the bid schedule.

B. The Contractor shall perform and furnish short-circuit and protective device coordination studies.

C. The Contractor shall perform and furnish an Arc Flash Hazard Analysis Study per NFPA 70E, reference Article 130.5 and Annex D.

1.02 RELATED SECTIONS

Reference drawings are furnished for each site. These drawing may not be current or as-built and are being provided to give bidders an understanding of the size of the distribution system. Electrical service at the site is 480/277V, three phase. Each project is provided with a diesel standby generator and Automatic Transfer Switch (ATS).

1.04 SUBMITTALS FOR REVIEW/APPROVAL

The studies shall be submitted to the Government for review, comment, and approval prior to final completion and submission of the final report.

1.05 FINAL SUBMITTALS

A. The results of the short-circuit, protective device coordination and arc flash hazard analysis studies shall be submitted in a final report. No more than five (5) bound copies of the complete final report shall be submitted.

B. The Contractor shall also provide all native project data base study files to the Government in electronic format. Studies shall be conducted using the software specified in Paragraph 1.07 COMPUTER ANALYSIS SOFTWARE.

C. The report shall include, but not be limited to, the following:

1. Executive Summary including Introduction, Scope of Work and

Results/Recommendations.

2. Short-Circuit Methodology Analysis Results and Recommendations. Include fault study input data, case descriptions, definition of terms and guide for interpretation

3. Short-Circuit Device Evaluation Table. Provide tabulations of the worst-case calculated short circuit duties versus the device design ratings

4. Protective device coordination methodology analysis results and recommendations.

5. Protective device settings table

6. Protective device time versus current coordination curves and recommendations.

7. Arc Flash Hazard Methodology Analysis Results and recommendations including details of the incident energy and flash protection boundary calculations, along with arc flash boundary distances, working distances, incident energy levels and personal protection equipment levels

8. Arc Flash Labeling section showing types of labels to be provided

9. Comments and recommendations for system improvements, where needed

10. One-Line system diagram that shall be computer generated and will clearly identify individual equipment buses, bus numbers used in the short circuit analysis, cable and bus connections between the equipment, calculated maximum short circuit current at each bus location, device numbers used in the time-coordination analysis, and other information pertinent to the computer analysis.

1.06 QUALIFICATIONS

The short-circuit, protective device coordination and arc flash hazard analysis studies shall be conducted under qualified electrical engineering supervision skilled in performing and interpreting the power system studies. This person shall be a full-time employee of the Engineering Services Organization and shall have a minimum of 5 years of experience in performing power systems studies. Engineering services organization shall demonstrate experience in Arc Flash Hazard Analysis by submitting names of at least ten actual arc flash hazard analyses it has performed in the last 2 years.

1.07 COMPUTER ANALYSIS SOFTWARE

The studies shall be performed using the latest revision of the SKM Systems Analysis Power Tools for Windows (PTW) software program.

PART 2 PRODUCT

2.01 STUDIES

Contractor shall furnish short-circuit and protective device coordination studies. The Contractor shall furnish an Arc Flash Hazard Analysis Study per NFPA 70E, reference Article 130.5 and Annex D.

2.02 DATA COLLECTION

A. The Contractor shall collect all field data as required by the power system studies to ensure accurate equipment modeling. The individual(s) collecting the field data shall be qualified as defined by NFPA-70E.

B. The Contractor shall obtain from the utility the minimum, normal, and maximum operating service voltage levels, three phase short circuit MVA and X/R ratio, as well as line-to-ground short circuit MVA and X/R ratio at point of connection.

Documentation of this coordination shall be provided to the government.

C. Data collection shall begin downstream from the utility service and continue down through the projects electrical distribution system.

D. Include fault contribution of motors in the study.

2.03 SHORT-CIRCUIT AND PROTECTIVE DEVICE EVALUATION STUDY

A. Use actual conductor impedances. If unknown, use typical conductor impedances based on IEEE Standards 141. Transformer design impedances and standard X/R ratios shall be used when test values are not available.

B. Provide the following:

1. Calculation methods and assumptions

2. Selected base per unit quantities

3. One-line diagram of the system being evaluated that clearly identifies individual equipment buses, bus numbers used in the analysis, cable and bus connections between equipment, calculated maximum available fault current at each bus location, interrupting rating of devices noted and other information pertinent to the computer analysis.

4. Input circuit data including electric utility system characteristics, source impedance data, conductor lengths, number of conductors per phase, conductor impedance values, insulation types, transformer impedance and X/R ratios, motor contributions, and other circuit information as related to the short circuit calculations.

5. Tabulations of calculated quantities

6. Results, conclusions, and recommendations

C. Calculate short-circuit momentary and interrupting duties for a three-phase bolted fault at each:

1. Electric utility’s supply termination point

2. Incoming switchgear or service equipment

3. Low voltage switchgear

4. Motor control centers

5. Standby generators and automatic transfer switches

6. Branch circuit panelboards

7. Other significant locations throughout the system

D. For solidly-grounded systems, provide a bolted line-to-ground fault current study for applicable areas as determined by the engineer doing the study.

E. Protective Device Evaluation:

1. Evaluate equipment and protective devices and compare to short circuit ratings

2. Adequacy of switchgear, motor control centers, and panelboard bus bracing to withstand short-circuit stresses

3. Notify the Government in writing, of any circuit protective devices improperly rated for the calculated available fault current

2.04 PROTECTIVE DEVICE TIME-CURRENT COORDINATION STUDY

A. Proposed protective device coordination time-current curves (TCC) shall be graphically displayed on log-log scale graphs.

B. Include on each TCC graph a complete title with descriptive device names.

C. Terminate device characteristic curves at a point reflecting maximum symmetrical or asymmetrical fault current to which device is exposed.

D. Identify device associated with each curve by manufacturer type, function, and, if applicable, tap, time delay, and instantaneous settings recommended.

E. Plot the following characteristics on the TCC graphs, where applicable:

1. Electric utility’s protective device

2. Medium voltage equipment relays

3. Medium and low voltage fuses including manufacturer’s minimum melt, total clearing, tolerance, and damage bands

4. Low voltage equipment circuit breaker trip devices, including manufacturer’s tolerance bands

5. Transformer full-load current, magnetizing inrush current, and ANSI/IEEE transformer withstand parameters

6. Medium voltage conductor damage curves

7. Ground fault protective devices, as applicable

8. Pertinent motor starting characteristics and motor damage points, where applicable

9. Pertinent generator short-circuit decrement curve and generator damage point

10. Other system load protective devices for the largest branch circuit and the largest feeder circuit breaker in each motor control center

F. Provide adequate time margins between device characteristics such that selective operation is provided, while providing proper protection.

2.05 ARC FLASH HAZARD ANALYSIS

A. The arc flash hazard analysis shall be performed according to the IEEE 1584 equations that are presented in NFPA70E, Annex D. The arc flash hazard analysis shall be performed in conjunction with the short-circuit analysis and the protective device time-current coordination analysis.

B. The flash protection boundary and the incident energy shall be calculated at all significant locations in the electrical distribution system such as switchboards, switchgear, motor-control centers, panelboards, industrial control panels, motor control panels, etc., where work could be performed on energized parts.

C. The Arc-Flash Hazard Analysis shall include all equipment locations operating at 50 volts and higher that may be inspected, modified, serviced or maintained while energized.

D. Safe working distances shall be specified for calculated fault locations based upon the calculated arc flash boundary considering an incident energy of 1.2 cal/cm2.

E. The short circuit calculations and the corresponding incident energy calculations for multiple system scenarios must be compared and the greatest incident energy must be uniquely reported for each equipment location. The Arc Flash Hazard analysis shall include calculations for maximum and minimum contributions of fault current magnitude for normal and emergency operating conditions. The minimum calculation shall assume that the utility contribution is at a minimum and shall assume a minimum or no motor load. Conversely, the maximum calculation shall assume a maximum contribution from the utility and shall assume motors to be operating. Facility operational conditions shall be considered. Fault contributions from induction motors should not be considered beyond 5 cycles.

F. For each equipment location with a separately enclosed main device (where there is adequate separation between the line side terminals of the main protective device and the work location), calculations for incident energy and flash protection boundary shall include both the line and load side of the main breaker

G. When performing incident energy calculation on the line side of the main breaker, the line side and load side contributions must be included in the fault calculation.

H. Mis-coordination should be checked amongst all devices within the branch containing the immediate protective device upstream of the calculation location and the calculation should utilize the fastest device to compute the incident energy for the corresponding location.

I. Arc Flash calculations shall be based on actual overcurrent protective device clearing time. Maximum clearing time will be capped at 2 seconds based on IEEE 1584, section B.1.2.

J. Provide the following:

1. Results of the Arc-Flash Hazard Analysis shall be submitted in tabular form, and shall include device or bus name, bolted fault and arcing fault current levels, flash protection boundary distances, working distances, personal-protective equipment classes and AFIE (Arc Flash Incident Energy) levels.

2. The Arc-Flash Hazard Analysis shall report incident energy values based on recommended device settings for equipment within the scope of the study.

3. The Arc-Flash Hazard Analysis may include recommendations to reduce AFIE levels and enhance worker safety.

2.06 REPORT SECTIONS

A. Input Data shall include but not be limited to the following:

1. Utility three-phase and line-to-ground available contribution with associated X/R ratios

2. Motor contribution data

3. Feeder type, construction, size, # per phase, length, impedance and conduit type

4. Generation contribution data (utility and generator) including short circuit reactance, rated KVA, rated voltage, three-phase and single line-ground contribution for utility source and X/R ratio.

5. Transformer primary & secondary voltages, winding configurations, kVA rating, impedance, and X/R ratio

6. Reactor data, including voltage rating and impedance

B. Short-Circuit output data shall include but not be limited to the following reports:

1. Low voltage fault report showing three phase and unbalanced fault calculations.

2. Momentary duty report showing three phase and unbalanced fault calculations.

3. Interrupting duty report showing three phase and unbalanced fault calculations.

C. Recommended Protective Device Settings:

1. Circuit Breakers:

a. Adjustable pickups and time delays (long time, short time, ground).

b. Adjustable time-current characteristic.

c. Adjustable instantaneous pickup.

d. Recommendations on improved trip systems, if applicable.

D. Incident energy and flash protection boundary calculations.

1. Arcing fault magnitude

2. Device clearing time

3. Duration of arc

4. Arc flash boundary

5. Working distance

6. Incident energy

7. Hazard Risk Category

8. Recommendations for arc flash energy reduction

PART 3 EXECUTION

3.01 FIELD ADJUSTMENT

A. Adjust relay and protective device settings according to the recommended settings table provided by the coordination study.

B. Make minor modifications to equipment as required to accomplish conformance with short circuit and protective device coordination studies.

C. Notify the Government in writing of any required major equipment modifications.

3.02 ARC FLASH WARNING LABELS

A. The Contractor shall provide a color 4 in. x 5 in. thermal transfer type label of high adhesion polyester for each work location analyzed.

B. Labels shall be designed in accordance with ANSI Z535.4, UL 969 and NFPA 70.

C. All labels shall be based on recommended overcurrent device settings and will be provided after the results of the analysis have been submitted to the Government and after any system changes or adjustments have been incorporated.

D. The label shall have an orange header with the wording, “WARNING, ARC FLASH

HAZARD”, and shall include the following information:

1. Location designation

2. Nominal system voltage

3. Flash protection boundary

4. Hazard risk category

5. Incident energy

6. Working distance

7. Study report number and issue date

E. Labels shall be machine printed, with no field markings

F. Arc flash labels shall be provided in the following manner and all labels shall be based on recommended overcurrent device settings.

1. For each 600, 480 and applicable 208 volt panelboards and disconnects, one arc flash label shall be provided

2. For each motor control center, one arc flash label shall be provided

3. For each low voltage switchboard, one arc flash label shall be provided

4. For each switchgear, one flash label shall be provided

5. For each motor control panel, starter panel, control panel, one arc flash label shall be provided.

G. Labels shall be field installed by the Contractor.

3.03 ARC FLASH TRAINING

The Contractor shall train project personnel of the potential arc flash hazards associated with working on energized equipment (minimum of 4 hours). Maintenance procedures in accordance with the requirements of NFPA 70E shall be provided. Training shall be customized and site specific. Training shall be provided at each project after the study reports have been completed and approved.

3.04 PROJECT SPECIFIC SECURITY REQUIREMENTS

This paragraph contains information for security requirements for work on Government Property. The purpose of these security requirements is to ensure that all Contractor or subcontractor employees working on this contract have received proper clearance for access to the Government property. Identification of Critical Infrastructure and submission of required employee information will be discussed at the Preconstruction Meeting. Required employee information shall be submitted to the Resident Engineer and Pittsburgh Office of Security and Law Enforcement, as applicable, at least 15 calendar days prior to required employee access to the project. All contract employees, including subcontractor employees who are not in possession of the appropriate security clearance, will be escorted in areas where they may be exposed to classified and/or sensitive materials and/or sensitive or restricted areas.

A. Pre-screen candidates using E-Verify Program

The Contractor must pre -screen candidates using the E -verify Program (http://www.dhs.gov/E-Verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the Contracting Officer no later than 3 business days after the initial contract award.

B. Definitions and References

Security requirements are subject to change in accordance with HSPD-12, Office of Personnel Management, US Army Force Protection Measures, regulation or policy changes, etc. Changes to any security requirements shall be added to the contract by modification.

C. Contract Work for Federal Contracts

The contractor and all associated subcontractors' employees shall comply with applicable installation, facility, and area commander installation and facility access and local security policies and procedures (provided by the Government Representative). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the installation the USACE Security Office. The contractor workforce must comply with all personal identity verification requirements as directed by DoD, HQDA, and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes. The contractor must submit the full name, Social Security Number, Date of Birth, and Place of Birth for all associated contractor or subcontractor employees to the USACE Security Specialist Paul M. (a) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph

(a) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(b) (1) Notwithstanding the requirements of any other clause in this contract, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (b)(1) in a subcontract for commercial items. 52.219-1 SMALL BUSINESS PROGRAM REPRESENTATIONS (OCT 2014)

(a) Definitions. As used in this provision--

Economically disadvantaged women-owned small business (EDWOSB) concern means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business concern eligible under the WOSB Program.

Service-disabled veteran-owned small business concern--

(1) Means a small business concern--

(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and

(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.

(2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16).

Small business concern means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR Part 121 and the size standard in paragraph (b) of this provision.

Small disadvantaged business concern, consistent with 13 CFR 124.1002, means a small business concern under the size standard applicable to the acquisition, that--

(1) Is at least 51 percent unconditionally and directly owned (as defined at 13 CFR 124.105) by--

(i) One or more socially disadvantaged (as defined at 13 CFR 124.103) and economically disadvantaged (as defined at 13 CFR 124.104) individuals who are citizens of the United States, and

(ii) Each individual claiming economic disadvantage has a net worth not exceeding $750,000 after taking into account the applicable exclusions set forth at 13 CFR 124.104(c)(2); and

(2) The management and daily business operations of which are controlled (as defined at 13 CFR 124.106) by individuals who meet the criteria in paragraphs (1)(i) and (ii) of this definition.

Veteran-owned small business concern means a small business concern--

(1) Not less than 51 percent of which is owned by one or more veterans (as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and

(2) The management and daily business operations of which are controlled by one or more veterans.

Women-owned small business concern means a small business concern--

(1) That is at least 51 percent owned by one or more women; or, in the case of any publicly owned business, at least 51 percent of the stock of which is owned by one or more women; and

(2) Whose management and daily business operations are controlled by one or more women.

Women-owned small business (WOSB) concern eligible under the WOSB Program (in accordance with 13 CFR part 127), means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States.

52.237-1 SITE VISIT (APR 1984)

Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL ITEMS (NOV 2014)

The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site accessed through http://www.acquisition.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (p) of this provision.

(a) Definitions. As used in this provision --

"Forced or indentured child labor" means all work or service-

(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or

(2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties.

Highest-level owner means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.

Immediate owner means an entity, other than the offeror, that has direct control of the offeror. Indicators of control include, but are not limited to, one or more of the following: Ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.

Inverted domestic corporation, as used in this section, means a foreign incorporated entity which is treated as an inverted domestic corporation under 6 U.S.C. 395(b), i.e., a corporation that used to be incorporated in the United States, or used to be a partnership in the United States, but now is incorporated in a foreign country, or is a subsidiary whose parent corporation is incorporated in a foreign country, that meets the criteria specified in 6 U.S.C.

395(b), applied in accordance with the rules and definitions of 6 U.S.C. 395(c). An inverted domestic corporation as herein defined does not meet the definition of an inverted domestic corporation as defined by the Internal Revenue Code at 26 U.S.C. 7874.

Manufactured end product means any end product in Federal Supply Classes (FSC) 1000-9999, except--

(1) FSC 5510, Lumber and Related Basic Wood Materials;

(2) Federal Supply Group (FSG) 87, Agricultural Supplies;

(3) FSG 88, Live Animals;

(4) FSG 89, Food and Related Consumables;

(5) FSC 9410, Crude Grades of Plant Materials;

(6) FSC 9430, Miscellaneous Crude Animal Products, Inedible;

(7) FSC 9440, Miscellaneous Crude Agricultural and Forestry Products;

(8) FSC 9610, Ores;

(9) FSC 9620, Minerals, Natural and Synthetic; and

(10) FSC 9630, Additive Metal Materials.

Place of manufacture means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.

Restricted business operations means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate--

(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;

(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;

(3) Consist of providing goods or services to marginalized populations of Sudan;

(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;

(5) Consist of providing goods or services that are used only to promote health or education; or

(6) Have been voluntarily suspended.

Sensitive technology--

(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically--

(i) To restrict the free flow of unbiased information in Iran; or

(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and

(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act (50 U.S.C. 1702(b)(3)).

Service-disabled veteran-owned small business concern--

(1) Means a small business concern--
