QUESTIONS & ANSWERS
Questions for Generator Replacement W911WN-09-B-0027 Lock 8 & 9
Q1. Regarding Solicitation No. W911WN09B0027, what is the weight limit for the one lane bridge that leads to lock 9?
A1. See FAR 52.236-4004 (c) Physical Data, included in the solicitation. "Transportation Facilities. Roads adjacent to and leading to the site of the work are shown on the drawings. The Contractor shall make his own investigation of available roads for transportation, of load limits on bridges and roads and of other conditions affecting transportation of materials and equipment to the site of the work."
Q2. Pertaining to both sites on the above-mentioned Solicitation: During each tie in of the power supplies and in order to re-use the existing conduit, only one source of power will be available for a short period of time. In each case, this is expected to be two different days of approximately one (1) day each, one for primary power and one for generator replacement. Is this acceptable?
A2. One source available for locks 8 and 9 is acceptable.
Q3. The specs for the generator replacement jobs read as follows:
“The government will not make any utilities or services available to the contractor; and the contractor shall be responsible for furnishing all utilities and services required for performance of the work under this contract.”
Are we able to use the power and/or water for a cost savings to the government? Please advise.
A3. NO
Q4. To what extent will the partition walls need to be repaired/dressed up, due to enclosure location and dimension changes? The panel dimensions will not be the same leaving the paneling, sheetrock, and such looking less than desirable.
A4. Paneling shall be re-installed and replaced as required. Obviously, we would want it to look as neat as possible.
Q5. Will contractors be allowed to use the jib cranes on 2nd floor of each location for material moving?
A5. Contractor is to provide his own means for moving equipment.
Q6. Lock 8 depicts the new service conductors passing through the building for approx. 8-10' unprotected until they reach the main disconnect. Will this be permitted by the AHJ and/or power company? Should the main disconnect be on the outside wall?
A6. Bid as shown. There is no room on the outside wall other than where the existing switch is located. Power company may require a disconnect on the outside meter pole anyway. We can finalize this after award.
Q7. Enclosure to be mounted on walls constructed of materials other than lock what is the preference for mounting the panels, flush or surface?
W911WN-09-B-0027
A7. Mount panels off walls using strut.
Q8. What is the power company allowance to be used for bidding purposes per site?
A8. Lock 8-$2,000; lock 9-$2,000.
Q9. Specs state no electricity or water will be made available to contractor. Is this definitive? Generator needed everyday?
A9. Two sources of power required at all times at locks 6 and 7 (this is not required at locks 8 and 9). Contractor to assume that he will have to provide his own water and power for his work per contract. Note that at lock 8 and 9 only river water is available.
Q10. Will we be permitted to work M-F 7AM to 4PM? The hours of lock operation are different than this.
A10. This shouldn't be a problem. A phone number is provided in the specs to coordinate work hours with the government.
Q11. What are the outer dimensions of the 6” concrete slabs around the concrete support pads?
A11. 6" concrete slabs are 5'x5'.
Q12. From the prebid meeting, it was understood that the amendment will give a dollar amount to insert for the power company service items. Is that correct?
A12. Lock 8-$2,000; lock 9-$2,000.
