QUESTIONS & ANSWERS
Questions for Generator Replacement W911WN-09-B-0026 Lock 6 & 7
Q1. Regarding Solicitation No. W911WN09B0026, who is responsible for the dismantling of/removing of the canopy at lock 7?
A1. Canopy will be removed by lock personnel. Please provide lock personnel one week’s notice.
Q2. Pertaining to both sites on the above-mentioned Solicitation: During each tie in of the power supplies and in order to re-use the existing conduit, only one source of power will be available for a short period of time. In each case, this is expected to be two different days of approximately one (1) day each, one for primary power and one for generator replacement. Is this acceptable?
A2. Insure that two sources are available at locks 6 and 7.
Q3. The specs for the generator replacement jobs read as follows:
"The government will not make any utilities or services available to the contractor; and the contractor shall be responsible for furnishing all utilities and services required for performance of the work under this contract."
Are we able to use the power and/or water for a cost savings to the government? Please advise.
A3. NO
Q4. To what extent will the partition walls need to be repaired/dressed up, due to enclosure location and dimension changes? The panel dimensions will not be the same leaving the paneling, sheetrock, and such looking less than desirable.
A4. Paneling shall be re-installed and replaced as required. Obviously, we would want it to look as neat as possible.
Q5. Will contractors be allowed to use the jib cranes on 2nd floor of each location for material moving?
A5. Contractor is to provide his own means for moving equipment.
Q6. Will a crane be allowed onto the grassy area in front of the Lock 6 building to place generator on pad and remove old generator assembly?
A6. There is a septic leech field, piping and some utilities located somewhere in the grassy area. Drawings do not exist for buried items in this area. Contractor assumes the risk if he chooses to use this area.
Q7. Why does the one-line for lock 6 plan E-7002a show only (3) #4/0, #4 GRD feeding the ATS from both the service and the generator? Shouldn’t this be (4) #4/0, #4 GRD for both feeder locations?
A7. At some point the neutral will have to be terminated and not carried through since in this case the neutral is really not utilized at the project (no 277V loads). Also, the existing panel is a 3 wire panel (even though its shown as 4 wire).
Q8. Enclosure to be mounted on walls constructed of materials other than lock what is the preference for mounting the panels, flush or surface?
A8. Mount panels off walls using strut.
Q9. What is the power company allowance to be used for bidding purposes per site?
A9. Lock 6-$3,000; lock 7-$8,000 Q10. Specs state no electricity or water will be made available to contractor. Is this definitive? Generator needed everyday?
A10. Two sources of power required at all times at locks 6 and 7 (this is not required at locks 8 and 9). Contractor to assume that he will have to provide his own water and power for his work per contract. Note that at lock 8 and 9 only river water is available.
Q11. Will we be permitted to work M-F 7AM to 4PM? The hours of lock operation are different than this.
A11. This shouldn't be a problem. A phone number is provided in the specs to coordinate work hours with the government.
Q12. What are the outer dimensions of the 6” concrete slabs around the concrete support pads?
A12. The size of the 6" concrete slabs around the generator support slab at Lock 6 are 5'x5' and at Lock 7 they are 10'x 10'.
Q13. From the prebid meeting, it was understood that the amendment will give a dollar amount to insert for the power company service items. Is that correct?
A13. Answered this previously. Lock 6-$3,000; lock 7-$8,000.
Q14. The plans show 200 gallon subbase diesel fuel tanks, but the Spec. 26 32 14 Paragraph 2.6 says Fuel tanks should be 336 gallon and 425 gallon for Lock 6 and Lock 7 respectively. Which is right?
A14. The volume of the sub-base fuel for Lock 6 is 336 gallons. The volume of the sub-base fuel tank for Lock 7 is 425 gallons.
Q15. Spec Section 02 41 00 Paragraph 3.1 for demolition lists additional removal items and later states dismantle and removed materials shall be stored or delivered to a collection point as specified. Where is that specified?
A15. The sentence "Dismantled and removed materials shall be separated, set aside, and prepared as specified, and stored or delivered to a collection point for reuse, remanufacture, recycling, or other disposal, as specified." does not apply to the work under this contract since none of the equipment being removed will be salvaged for the Government. All materials and equipment removed will become the property of the Contractor and shall be removed and disposed as specified in Section 02 41 00, paragraph 3.2.1.
Q16. Caisson Reinforcing details in plans show *4 Hoops @ 12” O.C. Is that to be 4 hoops or is that stating #4 rebar type?
A16. The caisson reinforcing are # 4 rebar @ 12" O.C.
Q17. Plan pages M-8003A and M-8004B, Platform Detail shows a post size of L 4”x4” or 5”x5” and channel is shown as C 10x15.3 or 12x20.7. Please advise which size is to be used.
A17. The post size for the platforms shown on M-8003A and M-8004B will be L 4"x4" The channel will be C 10x15.3.
Lock 6 only questions
Q18. Spec section 02 41 00 Paragraph 3.1 states 10 KW generator in maintenance garage to be removed, but plans show no evidence of that. Is this to be removed?
A18. The 10 KW generator in the maintenance garage at Lock 6 will be removed.
Q19. Drawing E-7002a one line diagram for new installation indicates meter socket=2 0prior to main disconnect.
Is this correct?
A19. Bid as shown. Note that contractor is to coordinate all service requirements with the power company (E-7001a note 2).
Lock 7 only questions
Q20. Will the carport located in the area where the new generator is to be installed going to be moved prior to this project beginning?
A20. Already answered. Canopy will be removed by lock personnel. Please provide lock personnel one week’s notice.
Q21. Drawing E-7008b shows a Ground Triad. Where is the location to install Ground Triad shown?
A21. Assume location will be on the esplanade (nearest accessible point just outside building).
Q22. Will the heating installations require saw cutting the 2nd floor wall?
A22. The installation of HVAC-1 at Lock 7 on the second floor will require saw cutting to install.
