1.1 SUMMARY OF WORK

The work involves removing an existing 1,500 gallon Diesel fuel tank located under the Service Bridge to the Control Tower and installing a new 500 gallon, double wall fuel tank in the same location. The Contractor shall remove the fuel from the existing fuel prior to removal of the tank.

The fuel shall become the property of the Contractor and shall not be placed in the new fuel tank.

A temporary fuel supply system shall be provided for the existing generator while the storage tank is out of commission. The temporary fuel supply system shall have a minimum 50 gallon storage capacity. The Contractor shall provide the initial fill of fuel and maintain the temporary storage tank in the full condition until the new storage tank is put into service.

During the replacement of the fuel tank, the Contractor shall not exceed the bridge loading conditions shown on the reference drawing 038-U1-40/40.

Removal of the existing fuel tank and installation of the new fuel tank shall be performed in accordance with 25 Pa. COde 245. The removal and installation shall be performed by a DEP-certified individual certified in the appropriate category.

PART 3 EXECUTION

3.1 GENERAL

Removal of the existing fuel tank, modification of the tank supports, and installation of the new fuel tank shall be performed in a manner to prevent any fuel, debris, paint or other materials entering the reservoir.

3.2 REMOVAL OF EXISTING TANK

The existing fuel fill piping, supply piping from the fuel tank to the connection to the existing piping inside the Control Tower, and vent piping shall be removed. The fuel within the existing fuel tank shall be removed by the Contractor. The removed fuel, piping, fuel tank and tank saddles shall become the property of the Contractor and shall be disposed or recycled in accordance with Section 02 42 00 DISPOSAL OF MATERIALS. The Contractor is cautioned that the existing fuel tank, piping, and bridge have a coating system which incudes a red lead primer. The Contractor shall be responsible for compliance with the requirements of

29 CFR 1910.1025.

3.2.1 Tank Support Modification

The existing bridge angle cross bracing beneath the existing fuel tank shall be removed by grinding off the rivet heads and punching the rivets from the gusset plates. The existing walkway and handrailing along the tank shall be removed and stored for reinstallation after the new fuel tank is installed. The existing saddle support beams that are bolted through the web of the bridge beam shall also be removed after the tank is raised.

It is anticipated that the Contractor will raise and lower the tank by a system of winches attached to the bridge structure. The existing fuel tank would then be lowered to a workflat located in the reservoir below.

Installation of the new tank would be in the reverse order.

3.3 INSTALLATION

3.3.1 Temporary Fuel Supply

The Contractor shall provide and maintain a temporary fuel supply system to the existing emergency generator and furnace during the replacement of the fuel storage tank. The Contractor shall submit a plan for the temporary fuel supply system for approval by the contracting officer. Indicate location, installation details, and other construction details.

The temporary fuel storage capacity for the generator shall be 50 gallons minimum. The fuel tank shall be provided with duel containment.

Install fuel storage tank, vents, and other connections as shown on drawings and in accordance with NFPA 30 and NFPA 30A and manufacturer's published installation instructions. Hangers shall be provided at no more

SECTION 33 56 13 Page 7 than 10 feet on center. The hole in concrete deck for the new emergency vent pipe and in the Control Tower wall for the fuel supply piping shall be core drilled, and the opening between the pipe and the sides of the core drilled hole shall be sealed watertight. Pipe insulation shall be installed in accordance with the manufacturer's recommendations. Pipe insulation shall be installed on the fuel supply line to form a continuous thermal retarder, including straight runs, fittings and appurtenances unless specified otherwise. Pipe insulation shall be continuous through the Control Tower wall. An aluminum jacket with factory applied moisture retarder shall be provided over the insulation wherever penetrations require sealing. Where penetrating exterior walls, the aluminum jacket required for pipe exposed to weather shall continue through the concrete wall to a point 2 inches beyond the interior surface of the wall.

Installation shall be with full length units of insulation and using a single cut piece to complete a run. Insulation shields shall be used at pipe hangers. Electrical work for heat tracing shall conform to the requirements of Section 26 05 00.00 40 COMMON WORK RESULTS FOR ELECTRICAL.

After the new fuel storage tank is installed the Contractor shall fill the tank with new #2 diesel fuel.

3.3.3 Saddles

New saddles shall be provided to support the new fuel tank as shown on Drawing M-8004 and in accordance with Section 05 50 13 MISCELLANEOUS METAL FABRICATIONS. The existing S10x24.5 support beams used for supporting the tank saddles shall be reused. The beam closest to the Control Tower shall be relocated at the same elevation to accommodate the length of the new tank. The beam toward the abutment end of the bridge shall be reinstalled at the same location. The Contractor shall coordinate the location of the beams, fuel tank and tank inlet fittings to provide straight, vertical access for the tank fuel fill pipe. All bolts shall be replaced with new bolts meeting the requirements of ASTM A 325 or ASTM A 490. The bolt diameter and length shall be the same as those removed. The existing walkway and handrailing along the fuel tank shall be reinstalled. Portions of the C7x9.8 channel and L3x3x3/8 angle supporting the walkway grating shall be replaced to accommodate the relocation of the tank support beams.

The horizontal cross bracing previously removed shall be reinstalled.

Bolts meeting the requirements of ASTM A 325 or ASTM A 490 shall replace the rivets. Bolt diameter shall be 1/16" smaller than the hole.

3.4 PAINTING

All new steel support members and all existing steel where the finish is damaged by the removal of the existing tank and piping and installation of new tank and piping shall be cleaned and painted to match the existing service bridge. Surface preparation shall be in accordance with the paint manufacturer's instructions for the type of exposure. Primer shall be epoxy similar or equal to Devoe Bar-Rust 235, Carboline Carboguard 888 or Tnemec Tneme-Fascure Series 161. Top coat shall be acrylic aliphatic urethane similar or equal to Devoe Devthane 369, Carboline Carbothane 134 HS, or Tnemec Endura-Shield Series 73. The color shall approximately match the existing bridge coating, except for the above deck emergency vent piping which shall be painted yellow.

3.5 FIELD TESTING

Prior to application of test pressure, remove or valve off piping components which may be damaged by tests and install a calibrated test gauge in the system. Maintain test pressure for at least one hour on all

SECTION 33 56 13 Page 8 new piping work. In the event of leakage, locate and repair leak and repeat test. Submit a field acceptance test report for the tests performed.

3.5.1 Piping System Test

After tank erection, and installation of valves and piping, perform a low air pressure test of the fuel piping assembly using 7 psig as the test pressure. The pressure shall be applied for a minimum of one hour. Piping shall be isolated from the storage tank during the piping pressure test to prevent overpressure in the tanks. Replace defective material disclosed by pressure test and repeat test until results are satisfactory.

3.5.2 Storage Tank Low Pressure Test

Fuel tank shall be leak tested at the job site by the Contractor prior to installation of the tank. Testing shall be in accordance with manufacturer's recommendations.
