About this file

This document is a set of questions and responses related to a federal contract opportunity for the Advanced Composite Development Challenges (ACDC) program.

The key details are:

  • The ACDC program seeks weight-efficient methods for improving the interlaminar mechanical properties of existing continuous carbon fiber reinforced polymer (CFRP) laminates that are integrable with existing lamination production processes. This includes continuous fiber reinforced thermoplastics as a viable alternative.
  • Offerors are not required to provide a specific baseline fiber/resin system, as the baseline should be dependent on the proposed technology to isolate the effect of the proposed interlaminar enhancement. Offerors must propose baseline metrics relating to the technical objectives and substantiate expected performance improvements.
  • Examples of potentially suitable metrics are provided in the ACDC SORE Task 3.2, and offerors should either include coupon testing per Task 3 or provide a TRL Substantiation Report.

The related federal contract opportunity is solicitation number W911W624R0002 for the Advanced Composite Development Challenges (ACDC) program, issued by the Department of the Army Materiel Command Contracting Command at Redstone Arsenal.

Quesons and Responses

W911W624R0002 0002 01

Queson 01 Received 03 May 2024

Secon 2 "Research Opportunity Descripon" paragraph 1 - "ACDC seeks weight-efficient methods for improving the interlaminar mechanical properes of exisng connuous CFRPs that are integrable with the exisng laminaon producon processes of two or more exisng composite material systems."

Please clarify that only connuous carbon fiber reinforced polymer (CFRP) laminate structures, i.e.

thermosets, are in scope for this solicitaon. Thermoplascs are viable alternaves, but these appear to be out of scope, correct?

Government Response Queson 01, 08 May 2024

Connuous fiber reinforced thermoplascs are considered a type of carbon fiber reinforced polymer (CFRP) and they are in scope; however, any proposed performance improvement should not be the result of changing the fiber/resin system (e.g. changing a thermoset matrix baseline to a thermoplasc matrix to achieve higher toughness). A baseline system is not prescribed in the Call because the baseline should be dependent on the proposed technology to isolate the effect of the proposed interlaminar enhancement.

Queson 02 Received 03 May 2024

Secon 2 "Research Opportunity Descripon" paragraph 3 - "The ACDC technical requirement is that the proposed technology soluon will advance at least one Technical Objecve that is primarily or secondarily impacted by structures technology, listed below."

Please clarify how proposers will advance technical objecves without provided baseline metrics. As stated, it appears that offerors must have verifiable baseline data on current design and manufacturing pracces to meet solicitaon intent.

Government Response Queson 02, 08 May 2024

A baseline fiber/resin system is not given because it is dependent on the proposed technology (see Queson 1); therefore, the baseline metrics relang to Technical Objecves must be proposed and proposals should substanate expected performance with and without the proposed interlaminar enhancement. Examples of potenally suitable metrics are provided in Atachment 1 ACDC SORE Task

3.2. Jusficaon may originate from public or private data; however, per Atachment 1 ACDC SORE, proposals should either include coupon tesng per Task 3, or a TRL Substanaon Report to provide that informaon to the Government if such data has already been collected.
