Questions for FBO
Question 1: The AMRDEC SAFE site is down, possibly permanently. Please provide alternate electronic proposal delivery instructions, should SAFE not be operational on December 18, 2018.
Answer 1: The AMRDEC Safe Site is no longer available. Offerors proposals and modifications to proposals shall be submitted in CD ROM with electronic media that is Microsoft Office 2010 compatible in sealed envelopes or packages addressed to the office specified in the program solicitation, and showing the time and date specified for receipt, the solicitation number, and the name and address of the offeror. Offerors using commercial carriers should ensure that the proposal is marked on the outermost wrapper with the information required in the preceding paragraph. In light of this change in submissions, the proposal receipt date is changed to December 20, 2018, by 2:00 PM Eastern Standard Time.
Question 2: Will the Improved Turbine Engine (ITE) have a Preliminary Flight Rating (PFR) prior to delivery?
Answer 2: The Government intends to provide XT rated engines to support Functional Integration Testing (FIT) checks, and later provide YT rated engines (engines that are qualified to Safety of Flight (SOF) standards and are ready/suitable for flight testing) once PFR testing is complete.
Question 3: Will the associated support equipment for ITE be provided? Will engineering support ITE be provided as well?
Answer 3: ITE is not expected to have any unique Ground Support Equipment (GSE) nor require any specialty tools. The offeror should include in its proposal an estimated cost for the ITE manufacturer to support the offeror’s anticipated integration of the ITE into the FARA CP Prototype Aircraft and engineering support during flight test. The Government will be responsible for supplying repair parts for the ITE during the flight test phase.
Question 4: The subject solicitation asks for DD Form 441 to be submitted. Is this form included in the 150 page limit for proposals?
Answer 4: The DD Form 441, DoD Security Agreement, is not included within the 150 page limit.
Question 5: Is an Airworthiness Qualification Specification (AQS) required to be submitted as part of the proposal?
Answer 5: Proposals should address/outline the Offeror’s approach to airworthiness at a minimum. An AQS which validates airworthiness qualification efforts to meet the requirements of the Airworthiness Qualification Plan (AQP) and the aircraft system specification will be required after OTAP award and before Initial Design and Risk Reduction (ID&RR).
Questions for SIP recipients only
Question 1: Please clarify that the four (4) mission channels either include or are in addition to the one
(1) advanced networking waveform, and one (1) high frequency (HF) channel in addition to two (2) Ultra High Frequency (UHF) Air Traffic Control (ATC) radio channels. Is a (Very High Frequency) (VHF) channel required?
Answer 1: Yes, VHF is required. The four mission channels are in addition to the HF, Advanced Networking (Link 16), and the 2 ATC radios. The ATC radios should be UHF/VHF.
Question 2: What are the estimated cost of GFE items?
Answer 2: Refer to the SIP document "FARACP Solicitation_SIP6_CostEstimatingGuidance_V1.0.pdf", dated 11/14/2018, for GFE cost information.
Question 3: Will definition of Radio Frequency (RF) signatures be expanded beyond simple Decibels Square Meter (DBSM) values, e.g. angular increment, window, background noise levels, etc? Will the Government provide an explanation of how the values where derived?
Answer 3: Part 1: The static Radio Cross Section (RCS) values should be calculated as an average of a sliding 3 degree window (centered at the aircraft azimuth in question) in 1 degree increments. For each section of the aircraft identified in the FARA System Specification Classified Appendix, RF Signature paragraph, the static RCS values will then be averaged for comparison with the specification. Part 2: The FARA RF Signature (or RCS) specification is defined such that the anticipated RF countermeasure (CM) will maintain effective jam-to-target signal ratio (J/S) throughout the expected FARA operational range from each RF threat in the various missions. J/S thresholds were established for each of the radar types defined for each of the operational missions of FARA. The specification definition process looked at the closest range that FARA is expected to operate. The effective radiated power (ERP) of each of the threat radars is used to determine the returned target signal (S) as a function of target RCS and range. The RF jammer ERP is defined based on anticipated space, weight and power available for the FARA aircraft.
The ratio of received J/S is then evaluated at the closest range of FARA to each radar based on the CONOPS of the FARA/AUAS/ALE team. This determines the maximum target RCS which can still meet the J/S threshold for jamming effectiveness. This is evaluated for each unique radar ERP and J/S threshold, and the smallest required RCS value from this group of radars defines the aircraft RCS spec required to perform that mission.
Question 4: Is more information available for the 20 mm gun (e.g. mechanical specifications)?
Answer 4: The gun is in development, therefore Interface Control Document(s) (ICDs) are not available at this time. Additional basic information will be provided after proposal submissions and before Initial Design and Risk Reduction (ID&RR).
