W911W6-17-R-0009 ~ Questions Future Embedded Rotorcraft Sustainment Technologies (FERST) Program

1. Is the Assertion of Data Rights section included in the 40 page limitation or is this section outside of the page limitation like the Resume’s are?

Government’s Response: The list of data rights assertions can be added as an appendix to the Technical proposal, and will not be included in the page limit.

2. Proposal setup. We usually add things like the proposal ground rules, TIA markup, small business plan, etc. to the cost volume to avoid page count limits. I remember you saying during AART negotiation that you’d prefer those things to be up front in the proposal. Would you rather we include them as attachments to the technical volume? We can do that as long as they aren’t considered in the page count (otherwise we’d have no room for technical content).

Government’s Response: Directions for Technical and Cost proposal content are clearly identified in the Call, section 3.0 and the Master BAA, section 5.2.2 and 5.2.3.. Please refer to these sections for proposal content (Technical and Cost volumes). The Government will be reviewing the Proposal consistent with the evaluation criteria.

3. Section 1 - reference the comment “This effort is not intended to develop a new Adaptive Vehicle Management system but to take advantage of the extensive work that has already been done in this area” and to “build upon past efforts by integrating, at the aircraft system level…”, namely, the OSST-II, ASTRO and COST-A efforts, we would request as government furnished information (GFI) the pertinent Interface Control Documents (ICD) for each of these programs;

Government’s Response: The Government does not have/intend to provide Interface Control documents (ICD) as Government Furnished Information.

4. For each program (OSST-II, ASTRO, and COST-A) we would also request identification of prime contractors and subcontractors associated with each program;

Government’s Response: A program list with Prime/Subcontractor is provided as an (xlsx) attachment.

5. Section 3.7 - Required Reporting and Deliverables, we would like clarification if Trade Studies and (FACE&AWR) Lifecycle Documentation sets are required for each LRU/CPS. In addition, reference Airworthiness Substantiation Documentation, can you confirm if military airworthiness certification is required (versus commercial FAA)? If it is military airworthiness certification, to what level?

Government’s Response: The Contractor is to propose their best solution to the Government requirements. Depending on what the contractor proposes will dictate what trade studies should be done and what airworthiness requirements are necessary.
