NGIC EWIRDB Sources Sought Proficiency Assessment

(Attch. 1 to National Ground Intelligence Center (NGIC) Electronic Warfare Integrated

Reprogramming (EWIR) Analysis, Production and Process Support Sources Sought RFI)

Instructions: in a separate softcopy document, clearly indicate the BEST answer to the multiple choice questions below. In the same softcopy document, answer the short answer questions below. While there is no page limit to your short answer responses, please use EWIR community best practices and be brief and to the point. In all cases, assume questions refer to standards, practices, and methodologies present in the modernized EWIRDB using the Standard

EWIR Reference Format (SERF), incorporating standards, practices, and guidelines set by the

EWIR Program Manager, Executive Agent, and Standardization Committee. All responses must be UNCLASSIFIED.

Multiple Choice Questions:

1) In order for proper functionality in EWIRDB Toolkit’s TOPAZ and Scanvis software, a pattern file should be saved using the ____ file extension and attached to the EWIRDB antenna model’s

____ attribute multimedia field.

a. .pdf, “Cross-Section Shape”

b. .xml; “Beam Pattern”

c. .p3f; “Pattern Data”

d. .zip; “Pattern Data”

2) When assessing rise and fall times, if pulse duration is the only available piece of intelligence, (i.e. high fidelity rise and fall time measurements or assessments are not available) what should be entered in the EWIRDB radar models for Rise Time and Fall Time?

a. Nothing – low confidence (CFA >3) Rise Time and Fall Time assessments are not desirable

b. 10% and 20% of the measured pulse duration, respectively

c. 5% and 10% of the measured pulse duration, respectively

d. None of the above

3) A partial interrupt is one that replaces a portion of the waveform’s fully enumerated parametric set (FEPS) according to the interrupt type. Which partial interrupt should never be used?

a. Insert: Partial FEPS

b. Replacement: Partial FEPS

c. Spawn: Partial FEPS

d. Partial Interrupts are not defined and therefore should not be used in any case.

4) Which line of code would be used to return a value when modeling a random RF with an algorithm?

a. return{‘RF:Random’:rfValue}

b. return{‘RF:Carrier’:rfValue}

c. return{‘RF:Intrapulse’:rfValue}

d. return{‘RF:currentRF’:rfValue}

5) Which logic flow control entity is used in Transition Logic Map (TLM) construction when the current path must finish prior to the change occurring?

a. Asynchronous Interrupt

b. Stateflow Junction

c. DecisionPoint

d. Switch

6) In a TLM, if a sequence does not contain a temporal entity, how is the container’s time set?

a. Timing defaults to 1 µsec

b. The longest PD in the model is the default time

c. The sequence will inherit the parent container’s time

d. An error will occur. Each sequence must contain at least one temporal entity

7) In EWIRDB, sidelobes are ranked by __________, not __________ relative to the mainlobe.

a. position; strength

b. strength; position

c. cross polarization; strength

d. None of the above

8) Which of the following is not a Modal Summary in EWIRDB?

a. Modal Summary-Scan

b. Modal Summary-Pulse

c. Modal Summary-PRI

d. Modal Summary-RF

9) The EWIRDB plugin shown in Fig. 1 is known as:

a. TOPAZ

b. STRIKEFORCE+

c. JADE

d. GARNET

Figure 1 (Question 9)

10) The TLM shown in Fig. 2 models what radar behavior?

a. The RF is switched randomly once every PRI dwell (either 128 or 256 pulses) (dwell-to-dwell RF agility)

b. The RF is switched randomly once every pulse (pulse-to-pulse RF agility)

c. The RF is switched randomly once every PRI group (896 pulses) (group-to-group RF agility)

d. The RF is switched depending on operator input (deterministic RF switching)

Short Answer Questions:

11. Describe your process and methodology for modeling detailed power, pattern, and polarization

(“P-cubed”) in SERF-Based EWIRDB. What drove your choice of model, file format, number of samples, etc.? Discuss the tradeoffs you considered. Where do you see the EWIR program’s handling of P-cubed model data heading in the future? Be as specific as possible while maintaining your response at the UNCLASSIFIED level.

12. Discuss your experience with EWIRDB Simulation Code (“Simcode”). How has Simcode allowed you to improve your ability to provide high fidelity threat representations? Provide specific

UNCLASSIFIED examples of instances when using Simcode enabled you to model behavior that you might not have been able to otherwise.

13. Describe your organization’s involvement with the intelligence mission data (IMD) and acquisition, intelligence, and requirements (AIR) communities of interest. What specific acquisition programs and requirements efforts has your organization been involved in, and how has it influenced your production of IMD-related EWIR deliverables? How has your production of EWIR deliverables been influenced by specific Army IMD requirements? Be as specific as possible while maintaining your response at the UNCLASSIFIED level.

14. A hypothetical air defense radar is observed to use 38 RF channels worldwide. You know from manufacturer’s specifications that each individual radar is assigned 5 of the 38 RF channels at the factory. These 5 RF channels may be changed during maintenance, but cannot change during radar operation. The air defense radar exhibits pseudo-random RF agility across the 5 RF channels per system based on the presence of jamming. Describe in detail how you would go about modelling this system’s RF characteristics in a fully simulatable high-fidelity EWIR model.

Provide specific UNCLASSIFIED details about TLM, algorithm, and Simcode design and architecture. Examples of TLMs, algorithms, and Simcode with detailed explanations are encouraged.

15. A successful EWIRDB analyst must often make assessments based on insufficient information.

You have been asked to create an EWIRDB Radar Model using the SERF format for the radar pictured in Figure 3 below. The only reference available is the picture in Figure 3. Based solely on Figure 3, describe with as much detail as you can how you would assess the following key

EWIRDB characteristics, and (in general, UNCLASSIFIED terms) what the characteristics are (for example, “probably operates in IEEE L-Band because…”). Answers will be evaluated on the respondents’ ability to display critical thinking, and to thoroughly explain any assessments and methodologies.

a. Primary Function/Probable Employment

b. Primary Waveform Type

c. Radio Frequency (RF)

d. Power

e. Pulse Type/Pulse Duration/Pulse Modulation (if applicable)

f. Pulse Repetition Interval (PRI) (if applicable)

g. Polarization

h. Scan

i. Beam Shape/Antenna Pattern
