Department of the Army Sole Source Justification for Purchases under the SAT
(Using FAR Part 13)
Purchase Request #: W90MWU8K18010K
Control No:18-64
1. Contracting Activity: The Army Contracting Command-Warren, MI is the procuring activity for this action.
2. Description of the Supply or Service Purchased: Polygraph, B Company, 310th Military Intelligence Battalion, request to procure 20 Piezo Electronic Stingray SE CM Seat Sensors, 18 Piezo Electronic Portable CM Foot Sensors, and 32 Pneumatic LEMO Ends (20 red, 20 white, 20 black).
This is a mission requirement.
Proposed Contractor:
Limestone Technologies 2263 Princess St. Kingston, ON K7M 3G1 Canada Phone: 613-507-4660 | Fax: 613-634-4098 | Toll Free: 866-765-9770 DUNS: 200103286 NCAGE Code: L3433
3. Dollar Amount: The estimated total purchase price is $17,150.00. The type of funds is FY18
JMIP.
4. Authority Cited: FAR 13.106-1(b)(1), “Soliciting from a Single Source.”
5. Reason for Authority Cited: The Polygraph Detachment is in charge of providing support to the entire Army for polygraph examinations. These supplies are vital accessories that enable the polygraph examination equipment to operate. These accessories are needed in order to replace the current accessories that are declining in performance and operating condition. The current accessories are four years old and have faced rigorous use over those years to include conducting over 20,000 exams. The need for replacement of the accessories is critical in order for the examination equipment to operate at optimum performance. This request will cover the detachment for the next two years and will also serve as backup accessories. Request that these supplies be procured through Limestone Technologies, Inc. because they are the only authorized credibility assessment hardware and software authorized to be used by the INSCOM’s Army Intelligence Polygraph Program (AIPP) for conducting examinations. In addition to this, there is no other brand that will connect to the current examination instruments. If these supplies are not procured through Limestone Technologies, Inc. and supply inventory is completely depleted, the AIPP will not be able to administer polygraph examinations throughout the Department of the Army (DoA) which will cause multiple critical missions to fail world-wide. Also, if supplies are not procured from this vendor, new examination equipment will have to be procured which in turn will cost the Army over $400k and will cause polygraph operations to be temporarily disrupted in order to train and implement the new system. See AIPP Equipment MFR, dated 14 August 2014. See Quote dated 12 June 2018.
6. Market Research:
Polygraph, B Company, 310th Military Intelligence Battalion, request to procure 20 Piezo Electronic Stingray SE CM Seat Sensors, 18 Piezo Electronic Portable CM Foot Sensors, and 32 Pneumatic LEMO Ends (20 red, 20 white, 20 black). These supplies must be able to support the current polygraph examination equipment being used which is manufactured by Limestone Technologies, Inc.

There are four manufacturers that produce polygraph instruments: Axciton Systems, Houston, TX, Phone: 713-789-8245; Lafayette Instrument, Lafayette, IN, Phone: 765-423-1505 ; Limestone Technologies Inc., Kingston, Ontario Canada, Phone: 613-507-4660; Stoelting Company, Wood Dale, IL, Phone: 630-860-9700. Out of the four manufacturers, only two offer a nine channel recording system, Limestone Technologies and Lafayette Instrument.
Limestone Technologies offers medical grade data acquisition, premium medical grade Lemo connectors for all nine inputs (nickel-plated brass), Objective Scoring System uses 1,2, and 3 Algorithms, software developers in house, gold plated electrodes, can be expanded up to five modules, uses EMI shielded cables to eliminate electromagnetic interference, and offers a five channel movement monitoring system for the ultimate countermeasure detection.
Lafayette Instruments offers nine channels, Objective Scoring System uses 2 and 3 Algorithms, software created by the Applied Physics Laboratory at Johns Hopkins University, offers stainless steel electrodes, and does have foot and arm sensors but no additional channeled movement monitoring system.
After comparing of the only two polygraph vendors that offer nine channel systems and are compatible with the current polygraph exam equipment, the sole vendor for these supplies is Limestone Technologies, Inc. They are the only vendor who has authorized credibility assessment hardware and software authorized to be used by the INSCOM’s Army Intelligence Polygraph Program (AIPP) for conducting examinations.
If these polygraph supplies, are not purchased through Limestone Technologies it will cause significant mission degradation and ultimately mission failure as no other brand is compatible with the on hand Limestone Technologies equipment. Other polygraph supplies (different brand) is available through other vendors, however, the polygraph detachment only operates off of Limestone Technologies components.
An entire new system obtained from the only other comparable vendor, Lafayette Instrument, would cost $5,995 per system. The Polygraph Detachment would need 53, cost would be over $317,735.
This is just for the system, does not include any training on the systems or procuring new computers (over $100k) to accommodate the new systems. The cost of redoing the entire AIPP would be substantial and over hundreds of thousands of dollars, offering no cost savings.
7. The POC for this action is Michelle Chin, michelle.l.chin3.civ@mail.mil, 301-677-5925.
8. Contracting Officer Certification: I certify this justification is accurate and complete to the best of my knowledge and belief.
